ROBERTS\nSUBJECT:\nReferral from Senator Stevens of Dayton\nChild's Effort to Reduce the National Debt\nSenator Stevens has inquired concerning the lack of a\nresponse to a letter his constituent, Dayton Child, wrote\nthe President. There is no record of the Child letter ever\narriving at the White House. The copy provided by Senator\nStevens indicates that Child wants to reduce the national\ndebt by establishing \"Uncle Sam Christmas Funds\" at local\nsavings and loan associations. He apparently enclosed bank\nsignature cards for one such fund in his original letter for\nthe President to sign. A draft advertisement attached to\nthe letter urges that donations to cut the national debt be\nsent to the fund, \"c/o President Ronald Reagan,\" at a Homer,\nAlaska savings and loan.\nI have drafted a letter advising Child that gifts to reduce\nthe national debt can be made directly by private citizens\nto the Secretary of the Treasury, and that there is no need\nnor is it appropriate to use the device of an account in the\nPresident's name. See 31 U.S.C. §§ 901-904. I have also\nattached a brief note advising Senator Stevens of this\ndisposition.\nAttachment\nTHE WHITE HOUSE\nWASHINGTON\nMarch 4, 1983\nDear Mr. Child:\nSenator Stevens has forwarded to the White House a copy of\nyour January 3, 1983 letter to the President. Your original\nletter inexplicably did not arrive in this office until\nMarch 2. Please accept our apologies for the delay in\nresponding. In your letter you described your idea to help\nreduce the national debt by establishing accounts for this\npurpose at local savings and loan associations. You also\nenclosed and requested that the President sign signature\ncards for one such account.\nIn 1961 Congress enacted a law providing that the Secretary\nof the Treasury may accept, on behalf of the United States,\n\"any gift of money made on the sole condition that it be\nused to reduce the public debt of the United States.' \" 31\nU.S.C. § 901 (a). Gifts to reduce the national debt, there-\nfore, need not be and appropriately should not be made\nthrough the use of an account in the President's name.\nPrivate citizens such as yourself can make the desired gift\ndirectly to the Secretary of the Treasury. You are free to\nestablish accounts for the purpose of collecting such gifts,\nbut the accounts should not be in the President's name.\nAccordingly, I am returning the signature cards, unsigned,\nto you for appropriate disposition.\nWhen a gift to reduce the public debt is received by the\nSecretary of the Treasury, the money is credited to a\nspecial account. We're organizing a\nrummage sale; having a benefit basketball game, and planning a com-\nmunity barbeque, and all proceeds go toward the fund.\nThe school kids are doing up a float for the Winter Carnival parade,\nand conned one of the teachers into dressing up as Uncle Sam. They\nare making posters for use, and I'll send you one when they are done.\nThe local interest in this is growing, and can be handled by us. But\nwhen we start getting letters and phone calls from North Carolina,\nand copies of the newspaper article from Seattle's newspaper, we\nknow we are getting out of our league.\nRight now, there is an Uncle Sam account in thirty-six areas with\nthe National Bank of Alaska; three with the Kenai Peninsula Savings &\nLoan Association; accounts with the Alaska State Bank, and a new one\nwith a bank in Kodiak. We sure would like to see it in every bank,\nin every town, in Alaska.\nBut why stop there? Why not in every town in America? So far, there's\nan account being opened in California and Nevada. This has enormous\nnational potential, SO let's deal with it on a national scale.\nI've been told by the people giving the money, that it makes them\nfeel like they are directly helping our country with one of its\ngreatest difficulties.
