PROPOSED EXECUTIVE ORDER ENTITLED "ADJUSTMENTS
OF CERTAIN RATES OF PAY AND ALLOWANCES"
SUMMARY. Enclosed for your consideration is a proposed Executive
order that implements a 3.5 percent increase in Federal pay.
BACKGROUND. On August 30, 1984, you submitted to Congress your
alternative pay plan to increase the Federal white collar
civilian pay by 3.5 percent across the board, beginning with the
first pay period in January 1985. That plan became effective 30
days after its submission.
Under the proposed order, the military pay levels will be
increased by 4 percent. The Congressional, Executive and Senior
Executive Service pay level rates will be increased by 3.5
percent. The judicial pay level rates will not be changed.
The technical data has been supplied by or checked with the most
directly affected agencies.
RECOMMENDATION. I recommend that you sign the proposed Executive
order.

Dear Mr. Attorney General:
Enclosed, in accordance with the provisions of Executive Order
No. 11030, as amended, is a proposed Executive order entitled
"Adjustments of Certain Rates of Pay and Allowances."
The proposed Executive order was prepared in this office. The
proposed order would implement pay increases for the military and
various civilian pay schedules, as decribed in the enclosed
memorandum from the Director to the President.
Expeditious consideration of this proposed order is requested, in
order that Federal employees may be promptly informed of their
new salary levels.
Your staff may direct any questions concerning this proposed
Executive order to Mr. John F. Cooney of this office (395-5600).
This proposed Executive order has the approval of the Director of
the Office of management and Budget.
EXECUTIVE ORDER
ADJUSTMENTS OF CERTAIN RATES OF PAY AND ALLOWANCES
By the authority vested in me as President by the Constitution and
laws of the United States of America, it is hereby ordered as follows:
Section 1. Statutory Pay Systems. Pursuant to the provisions of
subchapter I of chapter 53 of title 5 of the United States Code, the
rates of basic pay and salaries are adjusted, as set forth at the sched-
ules attached hereto and made a part hereof, for the following statutory
pay systems:
(a) The General Schedule (5 U.S.C. 5332(a)) at Schedule 1;
(b) The Foreign Service Schedule (22 U.S.C. 3963) at Schedule 2;
and
(c) The schedules for the Department of Medicine and Surgery,
Veterans Administration (38 U.S.C. 4107) at Schedule 3.
Sec. 2. Senior Executive Service. Pursuant to the provisions of
section 5382 of title 5 of the United States Code, the rates of basic pay
are adjusted, as set forth at Schedule 4 attached hereto and made a part
hereof, for members of the Senior Executive Service.
Sec. 3. Executive Salaries. The Executive Salary Cost-of-Living
Adjustment Act (Public Law 94-82, 89 Stat. 419) provides for adjustments
in rates of pay and aalaries as set forth at the schedules attached hereto
and made a part hereof, for the following:
(a) The Vice President (3 U.S.C. 104) and the Executive Schedule
(5 U.S.C. 5312-5316) at Schedule 5;
(b) Congressional Salaries (2 U.S.C. 31) at Schedule 6; and
7
(c) Judicial Salaries (28 U.S.C. 5, 44(d), 135, 153(a), 172(b), and
252) at Schedule 7.

Sec. 4. Pay and Allowances for Members of the Uniformed Services.
Pursuant to the provisions of Section 601 of Public Law 98-525, the rates
of monthly basic pay (37 U.S.C. 203(a)), the rates of basic allowances
for subsistence (37 U.S.C. 402), and the rates of basic allowances for
quarters (37 U.S.C. 403(a)) are adjusted, as set forth at Schedule 8
attached hereto and made a part hereof, for members of the uniformed
services.
Sec. 5. Effective Date. The adjustments in rates of monthly basic
pay and allowances for subsistence and quarters for members of the uni-
formed services, and all other adjustments of salary or rates of basic
pay provided for herein, shall be effective on the first day of the first
applicable pay period beginning on or after January 1, 1985.
Sec. 6. Executive Order No. 12456 of December 30, 1983, as amended,
is superseded.

civilian pay by 3.5 percent across the board, beginning with the
first pay period in January 1985. That plan became effective 30
days after its submission.
Under the proposed order, the military pay levels will be
increased by 4 percent. The Congressional, Executive and Senior
Executive Service pay level rates will be increased by 3.5
percent. The judicial pay level rates will not be changed.
The technical data has been supplied by or checked with the most
directly affected agencies.
RECOMMENDATION. I recommend that you sign the proposed Executive
order.

Re: Proposed Executive order entitled

The attached proposed Executive order was submitted by
the Office of Management and Budget and has been forwarded
for the consideration of this Department as to form and
legality by the Director of that Office.
The proposed order, issued pursuant to the Federal Pay
Comparability Act, 5 U.S.C. §§ 5301-5308, will implement pay
increases for federal workers. Salaries will increase 3.5
percent for civilians and 4 percent for members of the
military. Judicial salaries will not be affected. The
proposal was sent to Congress in August, see 5 U.S.C.
§ 5305 (a) (3), and will become effective beginning with the
first pay period in January, 1985.
The proposed Executive order is acceptable as to form
and legality.

Enclosed, in accordance with the provisions of Executive Order
No. 11030, as amended, is a proposed Executive order entitled
"Adjustments of Certain Rates of Pay and Allowances." #
The proposed Executive order was prepared in this office. The
proposed order would implement pay increases for the military and
various civilian pay schedules, as decribed in the enclosed
memorandum from the Director to the President.
Expeditious consideration of this proposed order is requested, in
order that Federal employees may be promptly informed of their
new salary levels.
Your staff may direct any questions concerning this proposed
Executive order to Mr. John F. Cooney of this office (395-5600).
This proposed Executive order has the approval of the Director of
the Office of management and Budget.
EXECUTIVE ORDER
ADJUSTMENTS OF CERTAIN RATES OF PAY AND ALLOWANCES
By the authority vested in me as President by the Constitution and
laws of the United States of America, it is hereby ordered as follows:
Section 1. Statutory Pay Systems. Pursuant to the provisions of
subchapter I of chapter 53 of title 5 of the United States Code, the
rates of basic pay and salaries are adjusted, as set forth at the sched-
ules attached hereto and made a part hereof, for the following statutory
pay systems:
(a) The General Schedule (5 U.S.C. 5332(a)) at Schedule 1;
(b) The Foreign Service Schedule (22 U.S.C. 3963) at Schedule 2;
and
(c) The schedules for the Department of Medicine and Surgery,
Veterans Administration (38 U.S.C. 4107) at Schedule 3.
Sec. 2. Senior Executive Service. Pursuant to the provisions of
section 5382 of title 5 of the United States Code, the rates of basic pay
are adjusted, as set forth at Schedule 4 attached hereto and made a part
hereof, for members of the Senior Executive Service.
Sec. 3. Executive Salaries. The Executive Salary Cost-of-Living
Adjustment Act (Public Law 94-82, 89 Stat. 419) provides for adjustments
in rates of pay and salaries as set forth at the schedules attached hereto
and made a part hereof, for the following:
(a) The Vice President (3 U.S.C. 104) and the Executive Schedule
(5 U.S.C. 5312-5316) at Schedule 5;
(b) Congressional Salaries (2 U.S.C. 31) at Schedule 6; and
(c) Judicial Salaries (28 U.S.C. 5, 44(d), 135, 153(a), 172(b), and
252) at Schedule 7.

Sec. 4. Pay and Allowances for Members of the Uniformed Services.
Pursuant to the provisions of Section 601 of Public Law 98-525, the rates
of monthly basic pay (37 U.S.C. 203(a)), the rates of basic allowances
for subsistence (37 U.S.C. 402), and the rates of basic allowances for
quarters (37 U.S.C. 403(a)) are adjusted, as set forth at Schedule 8
attached hereto and made a part hereof, for members of the uniformed
services.
Sec. 5. Effective Date. The adjustments in rates of monthly basic
pay and allowances for subsistence and quarters for members of the uni-
formed services, and all other adjustments of salary or rates of basic
pay provided for herein, shall be effective on the first day of the first
applicable pay period beginning on or after January 1, 1985.
Sec. 6. Executive Order No. 12456 of December 30, 1983, as amended,
is superseded.

Enclosed for your consideration is a proposed Executive\norder that implements a 3.5 percent increase in Federal pay.\nBACKGROUND. On August 30, 1984, you submitted to Congress your\nalternative pay plan to increase the Federal white collar\ncivilian pay by 3.5 percent across the board, beginning with the\nfirst pay period in January 1985. That plan became effective 30\ndays after its submission.\nUnder the proposed order, the military pay levels will be\nincreased by 4 percent. The Congressional, Executive and Senior\nExecutive Service pay level rates will be increased by 3.5\npercent. The judicial pay level rates will not be changed.\nThe technical data has been supplied by or checked with the most\ndirectly affected agencies.\nRECOMMENDATION. The\nproposed order would implement pay increases for the military and\nvarious civilian pay schedules, as decribed in the enclosed\nmemorandum from the Director to the President.\nExpeditious consideration of this proposed order is requested, in\norder that Federal employees may be promptly informed of their\nnew salary levels.\nYour staff may direct any questions concerning this proposed\nExecutive order to Mr. John F. Cooney of this office (395-5600).\nThis proposed Executive order has the approval of the Director of\nthe Office of management and Budget.\nEXECUTIVE ORDER\nADJUSTMENTS OF CERTAIN RATES OF PAY AND ALLOWANCES\nBy the authority vested in me as President by the Constitution and\nlaws of the United States of America, it is hereby ordered as follows:\nSection 1. Statutory Pay Systems. Pursuant to the provisions of\nsubchapter I of chapter 53 of title 5 of the United States Code, the\nrates of basic pay and salaries are adjusted, as set forth at the sched-\nules attached hereto and made a part hereof, for the following statutory\npay systems:\n(a) The General Schedule (5 U.S.C. 5332(a)) at Schedule 1;\n(b) The Foreign Service Schedule (22 U.S.C. 3963) at Schedule 2;\nand\n(c) The schedules for the Department of Medicine and Surgery,\nVeterans Administration (38 U.S.C. 4107) at Schedule 3.\nSec. 2. Senior Executive Service. Pursuant to the provisions of\nsection 5382 of title 5 of the United States Code, the rates of basic pay\nare adjusted, as set forth at Schedule 4 attached hereto and made a part\nhereof, for members of the Senior Executive Service.\nSec. 3. Executive Salaries. The Executive Salary Cost-of-Living\nAdjustment Act (Public Law 94-82, 89 Stat. 419) provides for adjustments\nin rates of pay and aalaries as set forth at the schedules attached hereto\nand made a part hereof, for the following:\n(a) The Vice President (3 U.S.C. 104) and the Executive Schedule\n(5 U.S.C. 5312-5316) at Schedule 5;\n(b) Congressional Salaries (2 U.S.C. 31) at Schedule 6; and\n7\n(c) Judicial Salaries (28 U.S.C. 5, 44(d), 135, 153(a), 172(b), and\n252) at Schedule 7.\n-2-\nSec. 4. Pay and Allowances for Members of the Uniformed Services.\nPursuant to the provisions of Section 601 of Public Law 98-525, the rates\nof monthly basic pay (37 U.S.C. 203(a)), the rates of basic allowances\nfor subsistence (37 U.S.C. 402), and the rates of basic allowances for\nquarters (37 U.S.C. 403(a)) are adjusted, as set forth at Schedule 8\nattached hereto and made a part hereof, for members of the uniformed\nservices.\nSec. 5. Effective Date.
