ROBERTS JJR\nASSOCIATE COUNSEL TO THE PRESIDENT\nSUBJECT:\nPhoto Policy\nYou have asked for a statement of our policy with respect to\nproviding White House photographs for use in advertisements.\nThe main purpose of the White House Photo Office is, of\ncourse, to create and preserve a photographic record of the\nPresidency. As a courtesy, the office makes available\nlimited numbers of White House photographs that have been\nreleased into the public domain to those requesting them.\nThe White House has long adhered to a general policy of not\napproving any use of the President's name, likeness, photo-\ngraph, or signature in advertising copy. The purpose of\nthis policy is to avoid creating the false impression that\nthe President is affiliated with or has endorsed a particular\ncommercial product or enterprise, or a particular fundraising\nor promotional campaign in the case of advertisements placed\nby non-profit organizations.
