Draft Proclamation: Hawaii Statehood
Jubilee Day
Anne Higgins has asked for comments by 5:00 p.m. today on
the above-referenced draft proclamation. The proclamation,
authorized and requested by S.J. Res. 248, would designate
August 21, the twenty-fifth anniversary of the proclamation
of Hawaiian statehood, as "Hawaii Statehood Silver Jubilee
Day". The proclamation, approved by OMB, lauds the
contributions of Hawaii to the country. I have no
objections.

HAWAII STATEHOOD SILVER JUBILEE DAY

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA
A PROCLAMATION
On August 21, 1959, President Dwight D. Eisenhower
proclaimed Hawaii the fiftieth State. The admission of Hawaii
to the Union has proved to be of immense benefit both to the
United States and to the State of Hawaii. On the twenty-fifth
anniversary of Hawaii's Statehood, we recognize the many
contributions the people of Hawaii have made to our country.
Hawaii is blessed with clean waters, pure air and
extraordinary natural beauty. These attributes have made it
an outstanding center of tourism, attracting people from many
different countries. Moreover, Hawaii's ethnically diverse
people have shown a warm spirit of friendship toward all the
peoples of the world.
Hawaii is one of our major agricultural States. It is
the Nation's largest producer of sugar cane and pineapple, and
the only major domestic source of coffee, macadamia nuts and
certain kinds of flowers. Always on the frontiers of tech-
nological progress, the State is an outstanding leader in
commercial aquaculture, astronomy, ocean science and energy
research and development. It is also essential to our
national security as the site of some the country's most
renowned defense facilities. Finally, it is an important
international commercial center and base for cultural and
technical exchange with the Pacific nations.
In honor of the twenty-fifth anniversary of Hawaii's
admission to the Union, the Congress, by Senate Joint
Resolution 248, has resolved that August 21, 1984, shall be
known throughout the Nation as "Hawaii Statehood Silver
Jubilee Day" and authorized and requested the President to
issue an appropriate proclamation in observance of this
anniversary.
NOW, THEREFORE, I, RONALD REAGAN, President of the
United States of America, do hereby proclaim August 21, 1984,
as Hawaii Statehood Silver Jubilee Day, and I call upon the
people of the United States to observe this day with appro-
priate activities.
IN WITNESS WHEREOF, I have hereunto set my hand this
twenty-first day of August, in the year of our Lord
nineteen hundred and eighty-four, and of the Independence
of the United States of America the two hundred and ninth.

Draft Proclamation: National Ostomy Month
Anne Higgins has asked for comments by noon today on the
above-referenced draft proclamation. The proclamation was
authorized and requested by S.J. Res. 330, which Mr. Waller
reviewed and approved yesterday. The proclamation, approved
by OMB, designates this month as Ostomy Awareness Month, and
stresses the importance of increased awareness of ostomic
surgery. I have reviewed the proclamation and have no
objection. Even though the month in question is nearly
over, as a matter of form the proclamation should not be
signed until the resolution has been.

OSTOMY AWARENESS MONTH, 1984

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA
A PROCLAMATION
Ostomy is a type of surgery which allows for drainage
when a person has lost the normal function of digestive or
urinary systems due to birth defects, disease, injury or other
disorders. Nearly 1.5 million Americans have had ostomy
surgery, and approximately 125,000 new ostomates join their
ranks each year.
Ostomy was formerly referred to as "the secret surgery"
because ostomates did not want others to know. Today, largely
through the efforts of the United Ostomy Association,
Americans needing this treatment are becoming more aware of
the opportunities for education, mutual aid, and support that
are of such great benefit to them and to their families.
Increased public understanding of ostomy will eventually help
dispel the fear of those about to undergo this surgery as well
as the fear that confronts their families. Both the Federal
government and the private sector are deeply committed to the
proper care and advancement of knowledge about gastrointes-
tinal diseases and public education about ostomy.
To increase public acceptance of ostomy surgery and to
emphasize the need for continued educational efforts, the
Congress, by House Joint Resolution 587, has designated the
month of August 1984 as "Ostomy Awareness Month" and
authorized and requested the President to issue a proclamation
in observance of this month.
NOW, THEREFORE, I, RONALD REAGAN, President of the
United States of America, do hereby proclaim August 1984 as
Ostomy Awareness Month, and I call upon all Americans to
observe this month with appropriate ceremonies.

Draft Proclamation:
Youth of America Week 1984
Duncan Clark has asked for comments as soon as possible on a
draft proclamation designating last week "Youth of America
Week, 1984." The proclamation was authorized and requested
by H.J. Res. 597, signed by the President on August 21,
1984. Clark blames Horowitz's office for the delinquency of
the proclamation, and in fact Horowitz did not submit an
approved draft until September 6. Clark's clearance memorandum
is dated September 7, but was not received in our office
until 3:13 this afternoon. This should be noted in our
reply to Clark.
The proclamation itself was prepared by HHS and has been
approved by OMB. It praises the contributions of youth and
the volunteers who help youth. Since the week in question
is history, the proclamation appropriately lacks the standard
sentence calling on Americans to observe the week with
ceremonies and activities.

It was submitted by HHS and edited/revised by this office. The
President signed H.J. Res. 597 on August 21, 1984; but the General
Counsel's office, OMB, which is responsible for initiating proclama-
tions once they are approved by Congress, only got the draft to me
yesterday.

A PROCLAMATION
More than fifty million young Americans contribute to the vitality
of our nation. In their values, aspirations and accomplishments we see
reflected not only a rich heritage but a vision of America in the future.
It will be a society generous in spirit, strong in character and sincere
in purpose -- one in which freedom and opportunity give rise to
responsibility and excellence.
Just as young Americans can be proud of their contribution to our
nation, they also share a vital part of the life of the smaller community
of the family. In this first school where the values of self-reliance,
compassion and initiative are taught, the younger members make special
contributions to foster the unique identity and sharing of each family.
And they prepare for the time when they too will pass on to a new
generation the values of our heritage.
For those young Americans in special need we continue to offer
support in a variety of activities within the public and private sectors.
These support programs are an investment in our national future, and
many of the best of them rely not on large sums of money but on the
unpaid service of volunteers who contribute their time and experience
to the task of forming the next generation. Just as importantly, young
people themselves are one of our best sources of volunteers, because
their energy and idealism give them a natural motivation to devote
themselves to helping others.
To assure the Nation's youth of our commitment to share our
knowledge, experience and wisdom as they mature towards a full
appreciation of democratic principles, the Congress of the United
States, by Senate Joint Resolution 597, has designated the week of
September 2 through September 8, 1984, as "Youth of America Week"

Pursuant to Senate Joint Resolution 597, which passed both Houses
of the Congress, the President is authorized and requested to
issue a proclamation which would designate the week of September
2 through September 8, 1984, as "Youth of America Week, 1984."
The proposed proclamation was prepared by the Department of
Health and Human Services, and has been retyped in this office to
reflect minor editorial changes and as to format.
The proposed proclamation has the approval of the Director of the
Office of Management and Budget.

A PROCLAMATION
Over 50 million American youth contribute to the vibrancy,
strength and meaning of American society. These young citizens
thrive on their freedom as Americans to mature within the
spiritual and family values which form the unique foundation of
their heritage. Their lives are a tribute to our society as they
pursue their educations, join the workforce, selflessly volunteer
in the community, uphold the law, and join the military service.
Young Americans can be proud of their participation in our
society. Their natural quest for nobility of character gives
them reason to be hopeful about their future contributions to our
American way of life, as they complete their educations and move
into positions in science, space, education, medicine, business,
labor, government, military service, and other fields. It will
be their responsibility to ensure the security of our Nation,
both at home and abroad. They must be given every opportunity to
grow into adulthood prepared to pass on the American legacy of
excellence and opportunity. Their mature years must serve as an
investment in American principles, convictions and values.
Many among our youth population are in special need. The
Federal government works actively with State and local
governments and the private sector in vital supportive programs
responding to the needs of runaway and homeless youth, and to
those who experience physical, emotional, and social handicaps.
To assure the Nation's youth of our commitment to share our
