reviewed the memorandum for the President prepared by OMB

Discussion
S.J. Res. 203 designates the week of April 8 through April 14,
1984, as "National Mental Health Counselors Week," and requests
the President to issue a proclamation calling upon all Govern-
ment agencies and people of the United States to observe the
week with appropriate ceremonies and activities. The resolution
was passed by voice vote in both the Senate and the House.
The resolution notes that mental health counselors work in a
specialized field of counseling which emphasizes the develop-
mental and adjustive nature of mental health services. They
work in a variety of settings -- hospitals, community health
centers, clinics, and in private practices -- and frequently in
areas traditionally underserved by health professionals. Mental
health counselors provide almost 50 percent of all direct
delivery of mental health services in this country. H.J. Res.
415, the House companion to S.J. Res. 203, had 230 co-sponsors.

An appropriate proclamation is being drafted and will be
forwarded to the White House as soon as possible.

Historic American Buildings Survey
Richard Darman has asked for comments on the above-
referenced enrolled resolution by 10:00 a.m. today. This
resolution, which passed both Houses by voice vote, simply
commends the Historic American Buildings Survey. The Survey
is a 51-year old project of the National Park Service, the
Library of Congress, and the American Institute of Architects
to document historic buildings in America, not only for
study purposes but also so that they may be authentically
restored in the event of fire or other damage. OMB and
Interior recommend approval; I have no objections.

Discussion
The Historic American Buildings Survey was established in 1933 to
survey and document the historically and architecturally
significant buildings of the United States. The National Park
Service conducts the Survey in cooperation with the Library of
Congress and the American Institute of Architects. These efforts
were instrumental to the authentic reconstruction of Franklin
Delano Roosevelt's birthplace, Hyde Park, which was severely
damaged by fire last year.
The enrolled resolution commends the Survey for its contributions
to the understanding of the history and heritage of the United
States. S.J.Res. 173 passed both Houses of the Congress by voice
vote.

National Arts with the Handicapped Week

referenced enrolled resolution by close of business
Wednesday, May 16. This resolution, which passed both
Houses by voice vote, designates the week beginning May 20
as "National Arts With the Handicapped Week." The week
marks the tenth anniversary of the establishment of a
committee, affiliated with the Kennedy Center, concerned
with enriching the lives of the handicapped through in-
volvement with the arts.
OMB, Education, and NEA recommend approval. I have reviewed
the memorandum for the President prepared by OMB Assistant
Director for Legislative Reference James M. Frey, and the
resolution itself, and have no objections.

S.J. Res. 220 designates the week of May 20 through May- 26, 1984,
as "National Arts With the Handicapped Week," and requests the
President to issue a proclamation calling upon the public to
observe the week with appropriate programs, ceremonies, and
activities. It passed both the Senate and the House by voice
vote.
According to the resolution, the National Committee, Arts With
the Handicapped (NCAH), an educational affiliate of the John F.
Kennedy Center for the Performing Arts, will celebrate its tenth
anniversary as the coordinating agency for arts programs for
disabled children with a special arts festival in Washington,
D.C., during the week of May 20. The NCAH conducts programs in
all fifty States, the District of Columbia, and Puerto Rico to
assure that disabled people have access to programs which bring
the arts into their lives.
An appropriate proclamation will be forwarded to the White House
for issuance in a timely manner.

-- Missing Children Day
Richard Darman has asked for comments by noon today on the
above-referenced enrolled resolution. The resolution, which
passed both Houses by voice vote, designates May 25, 1984 as
"Missing Children Day." That day will be the fifth
anniversary of the disappearance of Etan Patz in New York
City. The resolution states that the search for missing
children is "frequently a low-priority investigation in many
law enforcement agencies" and that "efforts between Federal
and local law enforcement agencies in child abduction cases
are usually uncoordinated, haphazard, and ineffective."
OMB, HHS, and Justice recommend approval.
You will recall that our office has resisted the issuance of
a Missing Children Day proclamation because such a pro-
clamation was neither traditional nor requested by Congress.
Despite our objections such a proclamation was signed on
May 15, designating May 25 as Missing Children Day. Now
Congress, by passing S.J. Res. 252, has retroactively
removed the basis for our objection. Fortunately the
proclamation as signed by the President is presciently
responsive to the resolution, announcing the establishment
of the National Center for Missing and Exploited Children at
the Department of Justice and urging that missing children
cases be given a higher priority by all law enforcement
agencies.
The memorandum for the President from OMB Assistant Director
for Legislative Reference James M. Frey states that a
proclamation will be forwarded for the President's consider-
ation. I do not think it necessary or appropriate for the
President to issue a second proclamation; he has already
done what S.J. Res. 252 authorizes and requests him to do.
It is unfortunate that there was not better coordination
between the Special Messages Office and Legislative Affairs,
so that the proclamation could have been held until after
receipt of the resolution. (Of course, the problem would

not have arisen had our advice been heeded and the pro-
clamation not issued in the absence of a Congressional
request.) The attached memorandum for Darman recommends
that a second Missing Children Day proclamation not be
issued. At least with proclamations, once is enough.

perspective. I would note, however, that the President
issued a proclamation designating May 25 as Missing Children
Day on May 15. Since the President has already done what
this enrolled resolution authorizes and requests him to do,
there is no need to prepare a second proclamation. It
would, of course, have been preferable not to issue the
proclamation until after receipt of the resolution.

S.J. Res. 252, which passed both Houses by voice vote, recognizes
that over 1.8 million children disappear annually from their
homes; that approximately 60% of all missing children are
sexually abused while they are away from home; and that it might
be easier to find missing children if there were greater
awareness of the problem.
The enrolled resolution designates May 25, 1984, as "Missing
Children Day." It authorizes and requests the President to issue
a proclamation calling on the Federal Government and the American
people "to observe the day with appropriate ceremonies, programs,
and activities."

Begun and held at the City of Washington on Monday, the twenty-third day of January,
one thousand nine hundred and eighty-four
Joint Resolution
To designate May 25, 1984, as "Missing Children Day".
Whereas on May 25, 1979, six-year-old Etan Patz disappeared from
his home in New York City and is still missing;
Whereas over one million eight hundred thousand children disap-
pear from home annually;
Whereas children who are missing from home and are not living in
a family environment are frequently the victims of sexual and
physical exploitation;
Whereas an estimated 60 per centum of missing children are
sexually abused while away from home;
Whereas the search for missing children is frequently a low-priority
investigation in many law enforcement agencies;
Whereas efforts between Federal and local law enforcement agen-
cies in child abduction cases are usually uncoordinated, haphaz-
ard, and ineffective; and
Whereas the problem of the missing child has been plagued by
misinformation and there is a need to increase public understand-
ing and awareness of this problem: Now, therefore, be it
Resolved by the Senate and House of Representatives of the United
States of America in Congress assembled, That May 25, 1984, is
designated as "Missing Children Day", and the President is author-
ized and requested to issue a proclamation calling upon all Govern-
ment agencies and the people of the United States to observe the
day with appropriate ceremonies, programs, and activities.

A PROCLAMATION
Each year hundreds of thousands of American families
the stark terror of a unique tragedy -- that of a missing
child. Our children are our most precious resource -- they
are the bond that binds our past with the future. It is for
them that we struggle to build a better world. They are the
embodiment of our hopes and dreams. To have a child simply
disappear strikes an incalculable blow against the spirit and
soul of any family so afflicted.
In our efforts to address the nightmare of missing
children, 1984 marks the year of a significant step forward.
The Department of Justice has awarded a $3.3 million grant
to establish a National Center for Missing and Exploited
Children. Its purpose is to aid parents and law enforcement
agencies in locating missing youngsters and preventing the
exploitation of children. By collecting and disseminating
information regarding missing young people, the Center will
lend major support to those searching for their children.
As a Nation committed to the worth of every individual,
there can be no more imperative goal for our society than the
protection and safety of our young people. It is hoped that
these new efforts combined with the increasing awareness of
the seriousness of this problem will encourage greater vigi-
lance by the agencies that work to solve this singular type of
crime.
As a Nation and as individuals, we all have a responsi-
bility to direct our resources and our efforts to this worthy
goal.

NOW, THEREFORE, I, RONALD REAGAN, President of the
United States of America, do hereby proclaim May 25, 1984,
as Missing Children Day. I urge officials at all levels of
government to take decisive action to ensure the safety and
protection of the children in their respective jurisdictions,
and I urge all our law enforcement agencies to take partientar
notice of the danger that threatens any child who has lost his
or her home. I urge every American family to take the proper
precautions to protect their children.
