above-referenced Presidential remarks be sent directly to
Ben Elliott by noon today. The remarks celebrate the 25th
Anniversary of the Small Business Investment Company,
see 15 U.S.C. § 681 et seq. The President lauds SBICs and
the minority-oriented MESBICs as examples of joint
government-private sector programs, and congratulates twelve
individuals being honored at the dinner. I have no
objections.

WEDNESDAY, SEPTEMBER 21, 1983
Good evening to all of you SBIC principals, small business
entrepreneurs, Members of the Congress, and current or former SBA
officials gathered tonight to honor the 25th Anniversary of the
Small Business Investment Company.
SBICs and MESBICs have been pioneers of private
sector/Government efforts to ensure the availability of venture
capital for small businesses. Your product and service
breakthroughs, the jobs created and retained, the economic gains,
and yes, the additional taxes collected over the last quarter
century from your program's success have real meaning for all of
us.
You've proven that partnership can do things Government
alone cannot accomplish. Letting Government promote the
ingenuity, perseverance, and profit motive of the private sector
works remarkably well. Even more than the impressive financial
assistance you've provided is the development of a resevoir of
human capital. The managers of your projects represent the
strengthened ability of the small business sector to innovate,
compete, and grow.
The sole role of the Minority Enterprise Small Business
Investment Companies, which we also recognized tonight, is to
assist small businesses whose ability to compete is hampered by
racial or ethnic considerations. This mission ties in directly

with my goal of ensuring that all Americans share in the
opportunity of our free enterprise system.
A special congratulations to the 12 small business men and
women being recognized in tonight's ceremonies: Your truly
outstanding business and personal achievements include the
development of photo equipment used in our space program, the
building of a highly successful tool and die business by a couple
who fled Castro's Cuba with only the clothes on their backs, and
a community-based emergency response system which permits the
handicapped and infirmed to live at home rather than in hospitals
and nursing homes. Other accomplishments in your select group
include the founding of a leading magazine for Black women,
several impressive successes in the highly competitive and
innovative computer, word processing, printing and communication
fields, and a rapidly growing manufacturer of low cost housing.
Your success is based on filling the needs of others, and doing
it efficiently and at a reasonable price. I hope other Americans
profit from your example.
Many thanks to your leadership -- Bob Zicarelli, Walter
Stults, Patric Jones, JoAnn Price -- and to former President Pat
Jacobs. Finally, Jim Sanders, keep up the good work at SBA so
that the years to come will be even better for SBICs and the
small businesses they serve.

Draft Presidential Response for Fortune 1000
Members on Behalf of Minority Financial
Institutions
Richard Darman has asked for comments by close of business
today on a proposed letter from the President to Fortune
1000 companies, encouraging them to do business with
minority financial institutions. The letter was drafted by
the National Bankers Association, and, according to Steve
Rhodes, the Association and the Vice President agreed at a
meeting last December that the letter would be sent out over
the President's signature. The letter stresses the
important role of minority financial institutions in serving
minority communities, and notes that their continued success
depends on greater involvement by the private sector
generally in their activities.
On December 17, 1982, the President announced his minority
business enterprise development program. In pertinent part,
the President stated: "In order to spur private sector
involvement in minority business development, I will ask the
business leaders of this country to work with me to encour-
age private firms to expand their business transactions with
minority enterprises." This letter is intended as a step
toward fulfilling that commitment.
Although the notion of the President urging business leaders
to deal with a particular type of entity distinguished by
the race of its owners may seem problematic, the President
does not name or endorse any specific organization, and the
appeal is fully in accord with the December 17, 1982
statement. I have no objections.

Your Question on the Attached
You asked why it was acceptable for the President's letter
on minority business enterprises to speak of "encouraging
government procurements" in the first sentence of the third
paragraph. That sentence describes the initiatives announced
on December 17, 1982, and use of the word "encourage" seems
to be an accurate description of what was announced at that
time. The December 17 statement (attached) announced "a
commitment to increase the level of general procurement from
minority-owned enterprises" and "this Administration's
objective of increasing the share of total procurement
supplied by minority businesses." If we are committed to
increasing the level of minority procurements I think it is
fair to say that we are encouraging them.
I do not think "encourage" connotes anything in the nature
of a numerical set-aside or quota. You can "encourage"
minority procurements by broader advertising, actively
soliciting bids from qualified minority firms, and so forth.
To speak of encouraging minority admissions to a school does
not suggest quotas or even a lessening of admission standards;
I think the same is true of encouraging minority procurements.

enterprises. These businesses, typically small, contribute to
the well being of all Americans by creating jobs, training
workers, and revitalizing those areas which have not shared in
the overall growth of the national economy.
I came to Washington confident that the indomitable spirit
of the marketplace would make America well again and I'm
optimistic we're on our way to achieving an economic renaissance.
A large part of ensuring that this progress continues is further
removing disincentives for capital formation and business
expansions. But it can't stop there. We must ensure that all
segments of the economy participate fully in our progress.
In 1982, I announced several Federal initiatives to assist
minority entrepreneurs in achieving economic independence,
including encouraging government procurements to minority-owned
businesses and providing Federal credit, management, and
technical assistance. Last year, I issued an Executive Order,
establishing uniform guidelines and oversight of these
initiatives to ensure full agency compliance with our objective
of significantly increasing minority business development. Our
goal is to help establish 60,000 new minority firms over the next
ten years.
In addition, the Administration is working hard to reduce
regulatory and other barriers to minority business expansion and
is strongly encouraging Congress to pass our Enterprise Zone
initiative to create an environment for economic development in
the nation's distressed urban areas.
But greater progress for minority businesses cannot occur
without the support and initiative of the private sector. I am
asking you to join in a national commitment to encourage private
firms to expand their opportunities for minority enterprises
including minority financial institutions. Your support of these
institutions provides an ideal vehicle through which the economic
infrastructure needs of urban communities can be met. These
institutions facilitate, through their varied activities, a
revitalization process essential to a renewed and vigorous
minority enterprise developmental effort.
As members of the Fortune 1000, your leadership in this
effort will not only directly assist minority enterprises, but

tency with the executive order and policy statement pre-
viously issued on the minority business enterprise develop-
ment program, and by memorandum dated February 28 you
advised Darman that we had no legal objections. On March 6
Darman circulated a revised draft, again asking for comments
by the next day. The revised draft did not focus on minority
financial institutions but rather minority businesses more
generally. By memorandum dated March 7 you advised Darman
that we had no objection to the revised draft.
Now Darman has circulated yet another revised draft of the
same letter, asking for comments by tomorrow, April 6. This
third circulated draft solomonically mentions both minority
businesses in general and minority financial institutions in
particular. It is an amalgam of the first two drafts, and,
like those drafts, is legally unobjectionable.

National Bar Association Grant from

You have asked that I determine the status of the Minority
Business Development Agency (MBDA) grant to the National Bar
Association (NBA). By letter dated September 9, NBA
President-elect Dennis W. Archer informed you that the NBA
current grant from MBDA was due to expire on September 30,
and that NBA was seeking renewal of the grant in the amount
of $275,000.
I contacted the Chief Counsel of MBDA, Linda Sundro, who
advised me that the NBA grant had lapsed, and that MBDA did
not intend to renew it. According to Sundro, the decision
was based on MBDA's policy that grants to trade or
professional organizations not be open-ended, but only be
extended to permit the organization to become self-
sufficient. This policy is, in turn, based on the view that
MBDA should be most concerned with direct development of
minority businesses, while funding of trade and professional
organizations only promotes this development indirectly.
In the case of NBA, the project officer determined that NBA
had become self-sufficient, and no longer required federal
funds. Sundro advised me that NBA has been actively arguing
against the decision not to renew the grant, pointing out
that numerous other trade and professional organizations no
less self-sufficient than it continue to receive MBDA
grants. Sundro indicated that NBA's argument was, to some
extent, a valid one, but only because NBA's grant is the
first one to which MBDA's new policy has been applied. As
Sundro put it, "somebody's got to be first," and the other
trade and professional organizations cited by NBA will
probably not have their grants renewed when they do come up
for renewal. As Sundro explained, the NBA grant just
happened to come up for renewal at the time MBDA settled on
its policy concerning trade and professional organizations.

Proposed White House Conference
on Small Business
Richard Darman has asked for our views by Wednesday,
September 21, on a proposal by the SBA to have a White House
Conference on Small Business, May 9-11, 1984, to coincide
with Small Business Week. The SBA thinks such a Conference
would help highlight small business' role in the recovery,
and asks for (1) a Presidential directive to SBA to hold
such a conference, (2) appointment of a Commission on Small
Business, (3) a Presidential address at the Conference, and
(4) participation by White House Staff and the Cabinet at
the Conference.
I have no objection to a conference or Presidential address
if those more familiar with policy in this area deem such
events useful. The idea of yet another Commission is,
however, a bit much, particularly since I am aware of no
real "crisis" in the area of small businesses. There are
already a plethora of advisory committees active in the
area, and we really do not need more.

Proposal Description
A White House Conference to be held in Washington, D.C. on May
9-10-11, 1984, coincidental with the annual celebration of
Small Business Week. Approximately 1200-1300 attendees made up
of small business persons from around the country.
Purpose

To demonstrate the President's awareness of small
business' role in our rebounding economy -- 50% of
all employees, 39% of the gross national product
and 2 out of 3 of the newly employed come from this
sector
TO recognize the accomplishments of this Administration
since 1980, vis-a-vis the agenda from the previous
White House conference (regulatory flexibility, Small
Business Innovation and Research, etc.- see attached)
TO, enable the small business constituency to articulate
their agenda to the President via the Commission report
White House Participation
Presidential directive as soon as possible to Small
Business Administration to conduct the conference.
Clear designation of responsibility to use current
personnel as well as current budgetary constraints

RATIONALE FOR CONDUCTING A WHITE HOUSE SANCTIONED CONFERENCE
The policies and views of this Administration have historically
been closely aligned with small business. However, a need for
more focused, assertive attention on small business concerns
has been identified in order to strengthen the relationship and
identify position modifications and new issues.
The 1980 White House Conference on Small Business energized the
political activity of small business. The overall consensus of
the small business community regarding the 1980 Conference was
favorable, particularly with respect to responsive actions
taken by this Administration on their recommendations.
There appears to be little prospect that any recommendations
which would originate from a new conference would reflect
negatively on the Administration inasmuch as issue positions of
small business owners tend to be consistent with current
Administration policy.
There is a clear media value for both the White House and SBA.
An opportunity exists in this format to reinforce the Presi-
dent's commitment to small business, present the Administra-
tion's role in the current recovery, and clearly spell out that
"small business' is part of the Administration's overall plan
for economic recovery.
The best estimate of the cost of the conference is that it
would not exceed $1,000,000.00.
SYNOPSIS OF 1980 WHITE HOUSE CONFERENCES
The 1980 White House Conferences, titled "Small Business: The
Next 25 Years", were established in 1978 by President Carter's
Executive Order. The purpose of the 1980 Conferences was to
unite the fragmented small business community and develop a
series of proposals and recommendations charting a course for
federal policies impacting small business for the decades of
the 1980's and 1990's.
The initial stage of the Conference process was a series of 45
Open Forums and 12 Regional Conferences in cities throughout
the country which focused on small business issues and from
which delegates to the national Conference were elected. The
second stage was a series of ten Regional Delegate Caucuses
where the issues discussed at the Regional Conferences and Open
Forums were refined. The culmination of the first two stages
was a national Conference in Washington, D.C. attended by more
than 2,000 delegates.
At the three-and-a-half day national Conference, delegates,
Commissioners, and White House Staff convened to develop and
present recommendations in areas such as tax reform, government
regulations and paperwork, international trade and other
specific topics as they related to small business. The
conference concluded with a Final Report proposing changes in
three major areas: Administrative initiatives and changes
which could be made by Executive Order or by Administrative
action under existing law, legislative initiatives and changes
requiring new legislation or changes in existing legislation,
and private sector initiatives.
The structure of the national Conference was a combination of
general sessions, issue workshops and public forums.
The approximate cost of this conference was $3,500,000 of
appropriated funds plus a cost overrun of $3,000,000.00.
