SUBJECT:
Request for Acknowledgment from the President
in Celebration of 100th Anniversary of Sears,
Roebuck & Co.
Nancy Clark Reynolds has written to ask you to make an
exception to the rule against Presidential messages for
commercial entities and approve such a message for the 100th
anniversary of Sears. The justification? "Sears is more
than a corporation -- its's an integral part of American
life." No doubt, but I do not think the status of Sears
justifies an exception to the rule. J.C. Penny and other
competitors of Sears would have the right to complain or
demand equal treatment, and the many companies that have
been denied 100th anniversary messages -- such as Norwich
Eaton and Pittsburgh and Midway Coal Mining Company this
month alone -- could certainly complain. A draft reply is
attached.

for this occasion. At the same time, though, I know you can
understand the reasons we must adhere to the policy described
above, in fairness to all who have requested such Presidential
messages.

I am well aware that the President doesn't send messages
for commercial or public use. But I would like you to consider
the following request.
Sears, Roebuck and Co. is celebrating its 100th birthday
this fall. I think Sears is more than a corporation - it's an
integral part of American life. Of course I'm prejudiced - since
I'm a Sears board member.
In October all of the Sears managers from around the world,
some 4000 of them, will gather at Chicago's Auditorium Theatre
for the beginning of their 100th anniversary celebration. A
letter or telegram from the President on this occasion would
be for internal use only. The President might even have a
whimsical memory of the Sears catalog while growing up in
Illinois, where Sears was founded.

You have asked this office if it would be appropriate for
the President to send a message to the opening ceremonies
for the Saguaro Factory Outlet Mall in Tucson. Based on the
information available to me, it appears that the mall is a
purely commercial entity and that the opening ceremony is
designed to promote that commercial entity. As you know,
White House policy generally precludes messages for commercial
entities or activities, and accordingly, a Presidential
message to be read at the opening ceremonies for this mall
would be inappropriate.

Presidential Commendatioms for TV
Stations Airing Special Science Series
You have asked that I review a request for Presidential
messages to be provided to General Motors, the National
Science Foundation, and television stations, commending
these entities for the "How About " series. It is my
understanding that the "How About
series is provided as
a non-profit public service to increase public understanding
of scientific issues. Based on this understanding, I have
no objection to the idea of sending a Presidential message
to the participating television stations and the NSF and GM
for sponsoring the program.
Only one message should be prepared for the television
stations; the National Association of Broadcasters may not
"individualize" the message for each station. I also
question the need to send a message to GIM, which has already
received a letter of commendation from the President for its
role in this program. The messages shou ld be in the regular
format, not the "Special Commendation" format suggested by
NAB. Finally, I have noted some revisions to the drafts
submitted by NAB.

Proposed Presidential Message for
International Symposium on Human Sexuality
Anne Higgins has asked for our views as soon as possible on
a proposed Presidential letter to the International Symposium
on Human Sexuality. The Symposium, to be held in Silver
Spring April 18-21, is sponsored by Human Life International
and Catholics United for the Faith. HLI is headed by a
priest and advertises its links to the papacy. The faculty
for the symposium consists of both clerics and laymen,
including author George Gilder.
I have no objection to the draft message itself. The
message discusses family and pro-life values, and reiterates
the positions on family planning funding the United States
announced at the Mexico City International Conference on
Population. My concern is that the symposium agenda is more
far-reaching, including discussions of Planned Parenthood,
homosexuality, specific methods of birth control, and "How
to Close Abortion Mills Nonviolently." In addition, many of
the lectures appear sectarian in nature, including the
keynote address, "Official and Latest Teachings of the
Church on Christian Sexuality and the Family." The problem
is that any Presidential message, no matter how circumscribed,
could easily be misinterpreted as approval of the entire
symposium. The President does approve some of the themes of
the symposium (e.g., the pro-life and anti-pornography
positions), but probably does not approve -- or at least
would not want to stake out a position on -- numerous others
(e.g, denunciation of various methods of birth control,
criticism of sex education). The danger of misinterpretation
of a Presidential letter strikes me as too great; I recommend
not approving a message. A draft is attached.

Proposed Presidential Message for
International Symposium on Human Sexuality
I have reviewed the proposed Presidential letter to the
International Symposium on Human Sexuality, as well as the
materials on the Symposium, and must decline to approve
sending any message from the President. My objection is not
to the draft message itself, but to the danger that any
Presidential message could be misinterpreted as approval of
the Symposium. While many of the themes of the Symposium
are in accord with the views of the Administration, the
agenda of the Symposium is not limited to the pro-life
issue. The Symposium also discusses issues such as "arti-
ficial" as opposed to "natural" birth control, on which the
views of the Administration -- if any -- are not necessarily
the same as those of the Symposium sponsors or lecturers.
In addition, the Symposium discusses Church doctrine, on
which it would be inappropriate for the President to appear
to express a view.

International Symposium on Human Sexuality, as well as the

Presidential message could be misinterpreted as approval of
the Symposium. While many of the themes of the Symposium
are in accord with the views of the Administration, the
agenda of the Symposium is not limited to the pro-life
issue. The Symposium also discusses issues such as "arti-
ficial" as opposed to "natural" birth control, on which the
views of the Administration -- if any -- are not necessarily
the same as those of the Symposium sponsors or lecturers.
In addition, the Symposium discusses Church doctrine, on
which it would be inappropriate for the President to appear
to express a view.

I am delighted to welcome to Washington the participants
in the International Symposium on Human Sexuality.
Your attendance at this symposium signifies an
important truth: the values of family and respect for
the sanctity of innocent human life know no boundaries
of time or country. Throughout the history of the
modern world, these values have undergone countless
trials and continual stress. Our era is replete with
instances where the pressures of social and legal
change have converged to weaken not only the family
but our very understanding of its primacy as the
source of individual happiness and well-being. By
seeking to renew that understanding in an intermational
context, this symposium can and will contribute much
to peace and progress among nations.
I am convinced that movement toward these goals is
accelerating worldwide. We see in many countries a
resurgence of concern for the principles reaffirmed in
the preamble to the Charter of the United Nations:
"faith in fundamental human rights" and "in the dignity
and worth of the human person." Let me take this
opportunity to reaffirm the commitment of the
United States to these principles as well, and in
particular to those safeguards announced last year in
Mexico City with respect to U.S. population policy.
The United States does not consider abortion an
acceptable element of family planning programs, nor
will the United States provide family planning furnds
directly or indirectly to any nation which engage:s in
coercion to achieve population goals.
Once again, I commend the efforts of everyone
associated with this vital work. You have my beest
wishes for a most successful symposium. God bless
you.

I'm sorry to be so late in answering your letter of March 30th.
I've been away, as you know, so it wasn't brought to my attention
until a few days ago.
Believe me, I can understand your feeling of outrage and, yes, that
of Mr. Rosensaft, but let me say in my own defense that the media
presentation of this whole episode is a gross distortion of fact.
I'll try to put the matter in proper perspective.
I will be in West Germany as a guest of the government at the time
of the 40th anniversary of V.E. Day. Chancellor Kohl approached me
some time ago as to what might be a proper observance of that day.
I expressed the opinion that it was time for the world to view the
day as one of gratitude that we have achieved friendship and forty
years of peace between erstwhile enemies. Of the seven nations represented
at the economic summit, three were enemies of the other four in WW II.
Now we meet annually as allies.
Some time later Chancellor Kohl asked me to be a guest of his government
for a state visit following the summit. He outlined a schedule which
included our joint visit to the Bitberg cemetery on our way to a church
service with our American troops. At about this same time I was told
a West German political figure had asked me to pay a visit to Dachau.
I felt that for me to do this on my own while a guest of the government
would be taken as an affront to the people of Germany and at odds with
the spirit of reconciliation the Chancellor was trying to achieve.
Frankly I suspected the invitation had a political motive. I'm afraid
I didn't explain this very well when the question was asked in the press
conference.
Only a short time ago when the media blitz reached Germany did I learn
there had been some mix-up or confusion and that the Dachau visit was
part of the official itinerary. I, of course, immediately accepted.
Mr. Zeeman, my feelings about the Holocaust can be summed up in the
words I've used a hundred times; "we must never forget and it must
never happen again." Since I've been Presidient we have regularly
hosted gatherings in the East Room of survivors of the Holocaust.
I'm more pleased than I can say that the visit to a concentration
camp will be a part of the official program.
In a few days from now and prior to my trip I'll be attending a
ceremony here honoring survivors of the Holocaust.
Thank you for giving me a chance to explain and to respond to
Mr. Rosensaft's article.
