(2) On November 10, Japanese businessman Kazuo Inamori
is giving the first annual Kyoto Prizes for achievement
(in basic research, applied sciences, and the expressive
arts These are international awards, with a substantial

the scientific winners are Americans. We feel a message

You have asked for our views on a proposed message from the
President, congratulating the managing director of Federal
Finance and Securities, Ltd., of Great Britain, for launching
a unit investment trust comprised of GNMA mortgage-backed
securities. The message should not be sent.
The Waverly Asset Management GNMA Unit Investment Trust is
clearly a commercial enterprise, and as you know White House
policy precludes Presidential endorsement of such commercial
enterprises. Under no circumstances should the President be
put in the position of endorsing a particular offering in
the securities area, whether here or abroad.

On Wednesday, September 18, 1985 the Waverly Asset
Management Company of Edinburgh, Scotland will launch a
GNMA unit investment trust in London.
This is extremely noteworthy because it is the first
time a trust of this kind has ever been approved to be
collateralized by anything other than British Treasury
bonds. It is also the first such trust to be denominated in
dollars. The initial amount of the trust is $500 million.
This is a milestone in efforts by this Administration
to attract foreign capital for the funding of the United
States homeownership. It culminates a long period of
cooperation between Waverly and GNMA.
A formal launching ceremony will occur in London on
September 18 with representatives of Waverly, GNMA and our
Embassy present.

Dear Mr. Secretary:
It was a pleasure seeing you again and having the opportunity to
introduce to you the other members of our team. They were all very
pleased to have met you personally and to have had the opportunity
to update you on our progress and plans.
As we mentioned in our meeting, we are all involved in three very
historic firsts in the British financial markets: 1) the first non-
British Government security unit trust with the same ranking as a
British Guilt unit trust; 2) the first Ginnie Mae backed unit trust
in England ( and the first outside the United States); and, 3) the
first U.S. Dollar denominated unit trust ever in England.
I am sure that eventually it will not go unnoticed that these firsts
were not achieved by any of the major American or English securities
houses, but rather by an American expatriot and a small group of
men who had an idea whose time had come and who had the perseverance
to realize it. Entrepremuralism lives!
At the same time, however, we recognize that we could not have
succeeded in our efforts withour your support and the timely
assistance of Dr. Gasper.
We also recognise that while not being a major force in the market
we have nevertheless the two fold responsibility of promoting the
unit trust and educating the marketplace about Ginnie Mae's.
To that end we respectfully submit for your consideration our request
that you examine the possibility of arranging for Dr. Gasper to make
a one day trip to London for the launch of the unit trust. His presence
there would draw greater attention to the explanation of Ginnie Mae's
and go a long way in announcing to the financial markets that GNMA
and the Department are committed to making Ginnie Mae's an
internationally traded financial instrument.

Conference. I am deeply thankful for your untiring efforts to improve law enforcement
and criminal justice.
Varied and complex problems face today's criminal justice system, but through the
exchange of ideas and techniques among police professionals we can begin to solve many
of these problems and make major strides toward improving the system. Nothing could
be more urgent because the violent crimes you deal with keep Americans from feeling
secure on the streets and in their homes.
Over the last few years, this Administration has launched several initiatives to help
fight crime in the nation. They include: stronger judicial appointments; strengthened
cooperation with state and local law enforcement agencies; an all-out offensive against
illegal drug traffic; programs aimed at organized crime; task forces that have produced
sound anticrime recommendations; and efforts to assist the victims of crime.
Although these programs have moved us forward, the fight against crime is far from
over. Much more needs to be done to rid our nation of crime.
You have my best wishes for a successful and productive meeting.

It seems there might be some problem here, since (A) she
herself is asking for a Presidential Message, not the group
honoring her (which is quite irregular), and (B) this would
seem to be a rather direct involvement of the President in
puffery for a commercial enterprise, Hamburger Hamlets, Inc.,
of which she has been chairman of the board for the past
36 years. Her mentioning that she wants a photo and plans
to publish the President's tribute suggests that considerable
use of this message to promote Hamburger Hamlets is contemplated.

event will take place on November 23.

Dear Mr. Danberry:
You know better than anyone that when the earthquake
struck Mexico, visiting death and disaster on SO many
men, women, and children, Americans responded without
hesitation and with an open-hearted generosity that
should make all of us proud. Yet the response of
Continental Airlines shines with a special luster. I'r.
told that, without it, the generosity of SO many individual
Americans and American relief organizations would have
been in vain. Without the assistance of Continental, the
relief material they gave would never have reached the
homeless and the hungry and those who had little more
than the clothes on their backs.
I have before me some calculations of the Office of U.S.
Foreign Disaster Assistance, which coordinates our
government's international disaster relief. They show
that Continental Airlines moved more than 400,000 pounds
of relief materials to Mexico from throughout the United
States. Of itself this is 8 splendid achievement, and it
was done at no cost whatsoever to the government or to
the private relief agencies.
Some names have been singled out to mc, including yours
and Ton Northern's, but 1 understand there were many
other heroes in your office and elsewhere in Continental
Airlines. My thanks go to each of them and of course to
you and Tom and to Frank Lorenzo, Continental's Chairmal
of the Board.

given an inspiring answer. You answered not just in
words but in works of mercy. All Americans are proud

Indeed, pursuant to our established policy with respect to
commercial anniversaries, the letter probably should not
have been sent in the first place. One reason for this
policy is, as you know, to avoid creating the impression of
Presidential endorsement of a particular commercial enter-
