I obtained Mrs. Burke's assurance that Mint officials would retain control over use of the photograph and ensure that it was only used in a tasteful manner. Oglesby recently requested that this office provide a further response to your letter of November 6, 1985, inquiring if there would be any White House interest in a proposal for a "Ronald Reagan Museum of Motion Picture Arts and Sciences." Background materials on this proposal accompanied your letter. After careful review of the proposal here at the White House, I must advise you that prospects for approval are not good. The American Film Institute at the Kennedy Center for the Performing Arts already fulfills many of the functions envisioned for this museum, and the President would be reluctant to lend his name to an undertaking that would either duplicate or detract from the mission of this governmental entity. In addition, I doubt that the President would want to lend his name to any museum or similar institution at this time, and after the conclusion of his term I expect that his interest would be focused on the Presidential library. Lending his name to other institutions could create confusion in the eyes of the public. I hope those who raised this with you will understand the reasons for our response. Oglesby a proposal for a "Ronald Reagan Museum of Motion Picture Arts and Sciences," submitted to Domenici by constituents he has not identified for us. On November 25, 1985, Oglesby sent Domenici an interim response, and referred the incoming to you for further action. On December 10, 1985, we responded in timely fashion to Oglesby, noting our objection to the proposal. Your memorandum concluded: "If after talking with Domenici you feel a formal reply either to him or to the unidentified sponsors of this project is necessary, I would be happy to provide one." I suspect Oglesby did nothing with this until he stumbled upon it in cleaning out his desk, for he waited until February 18 to ask for a formal reply. Oglesby has now left, so we cannot prepare the reply for his signature. Accordingly, the attached reply for your signature notes that Oglesby only recently asked us to respond. Promo- tional material used by this organization features the First Lady's photograph, but her office is unfamiliar with the organi- zation. The Attorney General's office in Jefferson City, Missouri, believes that the National Council may be a fraudulent organization, and raised the matter with the First Lady's staff. The Council lists an office at 233 15th Street, S.E., Washington, D.C., telephone 675-4405, but the address is simply a post office box. I believe the Churchill quotation in the first paragraph on page six is inaccurate. My understanding is that what Churchill said was "Give us the tools, and we will finish the job." Further, he did not say it in the 1930's, but in a February 9, 1941, radio broadcast. Finally, the analogy strikes me as the wrong one to draw, since England did not "finish the job" on its own, as I gather we hope the contras will. In the second paragraph on page six, "I need real telegrams and phone calls and letters" should be deleted. The requirements of the anti-lobbying legislation and appropriations riders are imprecise, but an explicit call for "telegrams and phone calls and letters" may go too far, even in Presidential remarks. ROBERTS PR SUBJECT: Request from Publishers of Gorbachev's A Time for Peace for the President to Publish a Similar Book The publishers of Mikhail Gorbachev's A Time for Peace have written the President to express their interest in publishing a similar book by him. The publishers also suggest that the President donate his fifteen percent royalties to the official U.S. publication in the Soviet Union, Amerika, as Gorbachev has donated his to the official Soviet publication in the United States, Soviet Life. The President may, of course, legally do what the publishers request, but I foresee little interest on his part in doing so. The publishers need no permission to reprint statements by or photographs of the President that are in the public domain, nor do they need any permission to write a short biography. All of the foregoing can be done, provided the final product does not convey the false impression of approval or endorsement by the President. If the President wishes to approve and endorse the project by providing the requested introduction, he may do so, but that decision is a policy one for Mr. Buchanan's office to make. ROBERTS 222 ASSOCIATE COUNSEL TO THE PRESIDENT SUBJECT: Presidential Address: Nicaragua Counsel's Office has reviewed the above-referenced draft address. The Department of Justice advises that it cannot substantiate a direct link between and drug trafficking. The Department also recommends that any statements b6 about such trafficking and the Nicaraguan government refer to involvement in trafficking by some government officials, rather than by the government itself. Thus, unless there is a valid source for the carryover sentence between pages 6 and 7 other than the Department of Justice, should be deleted and "some Sandinista officials" or something similar inserted in its place. With respect to the first full sentence on page 7, the pertinent information was developed not by "U.S. undercover agents" but by a confidential informant working with the DEA. I would change "U.S. undercover agents" to "a confidential informant working," change "themselves" in the next line to "himself" and "their" to 66 "the." If the reference to earlier in the paragraph is deleted, at the end of this sentence should be changed to Justice advises that the plane in question actually landed at a Nicaraguan military air base. Mentioning this would strengthen the point of the paragraph. In line 5 on page 7, I would substitute "at a Nicaraguan military air base" for "in Nicaragua." Justice has advised that it has no objection to the last sentence of the paragraph, or to showing the photograph of Vaughn. CC: David L. ROBERTS SUBJECT: Alleged Cocaine Trafficking by FDN and ARDE Individuals I have been asked to prepare a response for your signature to an inquiry from Legislative Affairs concerning a Department of Justice response to a letter from Congressman Sam Gejdenson to the President. Gejdenson's letter concerned allegations that the Contras are involved in drug trafficking; the DEA response notes that there are no active investigations involving the Contras but there have been "several unsubstantiated allega- tions." Legislative Affairs wants to know who should send the response. It seems clear to me that a direct response from Justice is preferable, since the whole substance of the reply concerns DEA investigations. It is a long-standing White\nHouse policy that the President not provide messages for such\nadvertising supplements. Pursuant to this policy, we have\nturned down requests for similar messages from several other\ncountries, including Israel and the People's Republic of China.\nIf it is your view that it is in the national interest to make\nan exception to this policy in this case, we can do SO.
