On a separate subject, your cable regarding the possible relev-
ance of Chernenko's illness to Soviet behavior at Geneva was most
timely. It occured to me as I read it that the same factor might
have caused the turn-about on the Gorbachev visit. We had a
report when we returned to Washington that Chetverikov had
telephoned the U.S. businessman on January 8 to say that
Gorbachev would have to postpone his travel. So the whole thing
seems not to have been an "invention" as Gromyko claimed.
Please give Donna my greetings. It was good to see you both in
Geneva, but I regretted that we had no chance to relax and chat.

I am sorry I cannot be with you in person today as you meet
to discuss what we in the West can do to ease the plight of
Soviet Jewry. This gathering reflects the depth and breadth of
American concern for Soviet Jews, a concern based on the belief
that respect for human rights is of universal importance and
knows no national boundaries. The Soviet Union and many other
governments may claim that the way they treat their citizens is
a purely internal matter. But that claim is no longer
sustainable either morally -- after the Holocaust -- or in
international law and practice -- after the Universal
Declaration of Human Rights and the Helsinki Final Act.
The situation for Soviet Jews remains grim. Only 896 Jews
emigrated in 1984, the lowest figure since the 1960s. A Soviet
campaign against Hebrew teachers and others who would study
Jewish culture and history has continued into 1985 with the
arrests of Vladimir Frankel on January 15 and Dan Shapiro on
January 22. The Soviets continue to promote anti-Semitiam
through their media and their mouthpiece, the "Anti-Zionist
Committee of the Soviet Public."
We have made clear to the Soviets time and again that the
repression of their Jewish minority is a matter of grave
concern to the United States Government and to the American
people. Through meetings such as this you demonstrate to the

Soviets the reality and depth of American concern. If Soviet
human rights performance does not improve, then the Soviets
must accept increasing damage to their international reputation
and increasing pressures for fulfillment of their international
obligations.
Meetings such as the one you are attending are an effective
publicizing the plight of Soviet Jewry,
means of exerting such pressures. Please accept my warmest

greetings on this occasion and my firm assurance that this
Administration will never flag in its support of Soviet Jews.

High Level Soviet Visitors
State has sent a memorandum (Tab A) dealing with the question of
the sanction imposed in January, 1980, against visits by
high-level Soviet officials, defined as officials of the rank of
Deputy Minister and above. In practice, this sanction has been
waived whenever the visit seemed justified, and State suggests
that it be formally abandoned, but that the travel of Soviet
officials to the U.S. continue to be monitored and approved on a
case-by-case basis.
Discussion
I believe that the State recommendation is a reasonable one. The
restriction on high-level contacts was, from the start, one of
the more dubious of the Carter Administration sanctions. While
it is not unreasonable to curtail contacts in the immediate
aftermath of some outrageous misconduct, it represents the sort
of "sanction" which is at best useless and at worst counter-
productive. It is far better to do what we can to increase the
pressure on the Soviets on the ground in Afghanistan and continue
to try to focus public attention on their misdeeds there than to
rely on symbolic gestures which amount to no real pressure.
Furthermore, a formal barrier to contact, which is honored mainly
in the breach, undermines the whole rationale of effective
sanctions. This particular one also runs counter to our official
policy of trying to broaden contacts.
I also concur with State that there is no need to announce a
change in our formal policy publicly. Most people are probably
totally unaware of this particular sanction, and the less we say
about it the better.
RECOMMENDATION
That you authorize the Kimmitt-Platt Memorandum at Tab I.

SUBJECT: High-Level Soviet Visitors
Armand Hammer has written to Secretary Block requesting the
support of Block and the Department of State for a private visit
to the US by Soviet Deputy Prime Minister Nuriev. An economic

Block has also contacted your staff concerning this request.
The Department of State has no objection to the visit. We
have reviewed similar requests on a case-by-case basis in recent
years, taking into account both the sanction against high-level
Soviet visitors, imposed in January 1980 following the Soviet
invasion of Afghanistan, and potential benefits to the US. In
most cases, particularly concerning economic specialists like
Nuriev, our decisions have been positive. Ambassador Hartman
strongly supports this approach.
In June 1984, President Reagan announced his approval for
moving forward to reactivate cooperative activities with the
Soviets in agriculture, housing, the environment and health. In
connection with the renewal of our Long-Term Economic and
Technical Cooperation Agreement that same month, we agreed to a
meeting of the Working Group of Experts under the agreement,
looking. toward a later meeting of the US-USSR Joint Economic
Commission. At the UNGA in September, the President announced
his approval of cabinet-level consultations with the Soviets on
a variety of issues.
In recent months, the Soviet Minister of Agriculture and a
Deputy Minister of Trade have visited the US and a Deputy
Minister of Fish has expressed a wish to visit the US as well.
Secretary Block and Minister Mesyats agreed that it would be

useful for the Joint Commission in agriculture to meet next
year, and exchanges concerning dates and locations are
underway. Following the January meeting of the Working Group of

Experts under the economic cooperation agreement, we can
anticipate further interest in having high-level Soviet visitors
in this country.
The question arises as to whether the sanction against
high-level visits by Soviets is any longer compatible with our
overall approach to the Soviet Union in this field, as
determined by the President. Since most high-level Soviet
visitors to the US are economic specialists, the sanction is now
honored in the breach rather than in the letter. It is also
difficult to defend on policy grounds, given the President's

interest in or awareness of the sanction. On balance, we
believe that it would be in our interest to lift it for the
purposes of internal practice, without publicly announcing this
step. Applications would continue to be reviewed on a
case-by-case basis, but would be approved unless there were
strong specific reasons for denial. In response to questions,
we would confirm that this is now our practice.

We have planned an exciting day during which National Agency, Federation,
CRC and other leaders will hear from heads of governmental and non-governmental
agencies. They will be treated to a symbolic "Prisoner Lunch" hosted by the
Congressional Coaliton for Soviet Jews and the Congressional Wives for Soviet
Jews. After lunch, they will break into "Action Teams" which will be dispatched
to meet with heads of national (non-Jewish) organizations with Washington
representation. (The goal is to thank those who have helped in the past and ask
for help from those who haven't.)

will be read by Morris Abram - who will chair the sessions - during
the opening event in the Russell Senate Office Building.
The day is slated to show solidarity and to make friends on the
Hill and amongst the many organizations who we feel could work with

I am responding to your letter of November 21 detailing
your concern over the case of Kaisa Randpere, the daughter of
Valdo and Leila Randpere who defected to Sweden on August 5,
1984 and had to leave their daughter behind in Soviet-occupied
Estonia.
We are familiar with the unfortunate situation of the
Randperes and their daughter. Indeed, Department officials
met recently with the Randperes for a thorough discussion of
United States Government
their situation. The Department of State upholds the right
of all people to emigrate to any country which is willing to
receive them. We are particularly concerned with the right of
separated families to reunification and have been raising this
issue with the Soviet Union on a regular basis. We will
continue to express to the Soviet Union the concern of the
United States about former residents of Lithuania who have
been denied reunification with their families.
