Friedersdorf w.L. I. PURPOSE Introductory group meeting with House Republican Sophomore Class Members. An opportunity to discuss Program for Economic Recovery and enlist Republican Congressional support. II. BACKGROUND The 37 Members of the House Republican Sophomore Class combined with the 52 Republican Freshmen comprise nearly one-half (46 percent) of the Republican House Membership. Of the 39 first-term Republicans elected in 1978, 95 percent were re-elected in 1980 (Bill Royer, 11th California, who succeeded Leo Ryan in special election, and Delegate Melvin Evans of the Virgin Islands were not re-elected). Thirty-two of the Members serve on committees other than Appropriations, Budget, and Ways and Means, which means these Members will be particularly important in sustaining in Committee and on the Floor the proposed spending cuts and rescissions.
