BACKGROUND The Mayors and city officials have been invited to the White House by the Intergovernmental Affairs Office in an attempt to deflect criticism by city officials of the Adminstration's Block Grant proposals. I understand that you will have the opportunity to discuss the Economic Recovery Plan and especially the tax cuts and block grants with the Vice President, Rich Williamson and others. -- I appreciate the support many of you have given to my Economic Recovery Plan. As you all have read, we are in negotiations with Congress on the tax cut proposals and I want to reiterate my total commitment to a 3 year plan. -- Now on a subject of particular concern to you, I cannot stress more emphatically my personal commitment to the concept of block grants. -- Along with the tax cut legislation and regulatory relief, block grants are a major priority of this Administration. Block grants are a crucial element in our federalism objective to return power to state and local governments. In addition, they are an important vehicle for budgetary savings. - 2 - --- Now, I have heard that some local officials have reser- vations about working with their state governments on the administration of block grants. And I can appreciate your concern. -- As you know, Congress is currently considering our block grant proposals. I have had meetings with Ed Meese, Jim Baker, Rich Williamson and others about your concerns. We are open to further discussion on how to ensure a smooth transition from the status quo to block grants. -- I hope that through meetings like this we can begin to resolve the reservations and concerns some of you may have. -- And now, I would like to hear any constructive suggestions you may have. PURPOSE Secretary Block has just returned from a trip abroad. He requested the meeting in order to brief you on his findings. II. BACKGROUND Secretary Block was on a 12-day trip to Europe. As you recall he briefed you prior to his departure. During his visit he emphasized greater reliance on the market and on individual responsibility among nations. He met with the World Food Council in Yugoslavia and emphasized the importance of food reserves and the need to create them now. The Secretary was also in Brussels and London. In London he announced that grain consultations would occur with the Soviet Union on June 8-9. PURPOSE To greet your appointees to the White House Fellowships Commission. II. BACKGROUND The White House Fellowship Commissioners are in Washington to begin a 3-day meeting in which they will select from regional finalists those who will be White House Fellows beginning in September this year. They are a totally new Commission which you have appointed, the previous Commission having resigned at the time of your Inauguration. The Commission is traditionally non-partisan; it, therefore, includes holdovers from the previous Commission, prominent Democrats (like Bob Strauss), as well as many of your supporters. The White House Fellows Program was started by Lyndon Johnson in 1965. Its purpose is to provide gifted and highly motivated young Americans with first-hand experience in the process of governing the nation and a sense of personal involvement in the leadership of the society. The sixteen current Fellows serve on the immediate staffs of ten of your Cabinet Secretaries, the Director of OMB, and four of your senior White House staff. There were 1,600 applicants to be Fellows next year. The White House Fellows Commission staff and eleven regional panels winnowed this down to 33 finalists from which 13-17 will be picked by the Commission this weekend. -2- III.
