on immigration policy.
II. BACKGROUND
The Justice Department has over the last several weeks
conducted an extensive series of discussions with
relevant Senators and Congressmen on immigration and
refugee policy. Last week a number of Western Senators
(who had previously not been directly involved) met
with the AG and Senator Al Simpson (Wyoming). The
Western Senators wanted to be assured that any Adminis-
tration immigration policy would not adversely impact
ranchers and farmers.
There was to have been an additional meeting of the
Western Senators with the AG. But, given the fact that
the Cabinet meeting on immigration is scheduled for
tomorrow, Senator Laxalt wanted to meet with you and the
AG personally on the subject.

I. PURPOSE
To welcome Mrs. O'Connor to Washington and wish her well in
her courtesy calls and the Senate confirmation process.
II. BACKGROUND
Judge Sandra Day O'Connor is in Washington this week to prepare
for her confirmation hearings and to make courtesy calls on
the Congressional leadership and the members of the Senate
Judiciary Committee. On Tuesday, she met with Senator
Thurmond (Chairman of the Senate Judiciary Committee), Senate
Majority Leader Howard Baker, Senator Goldwater, Senator DeCon-
cini, Senate Minority Leader Robert C. Byrd, and Senator Biden
(Ranking Minority member, Senate Judiciary Committee). She also
met with the Speaker, Congressman Bob Michel, Congressman
Eldon Rudd, and Congressman John Rhodes of Arizona.
After visiting with you, Mrs. O'Connor will begin several days
of courtesy calls in which she will visit the members of the
Senate Judiciary Committee.
It is anticipated that you will send Mrs. O'Connor's nomination
to the Senate before the end of July. However, it is not clear
yet as to whether or not her confirmation hearings will be held
before the August recess. At this time, the final Senate vote
on her nomination is not expected until September.

PURPOSE: To demonstrate your concern for the interests of the small business
community and to solicit their support of your tax program.
BACKGROUND: Small business has long perceived itself as being at the mercy
of a government without shared concerns. Part of the problem has been the
difficulty of small business in articulating its needs in the sophisticated
Washington environment.
Your recuperation period precluded participation in May's Small Business
Week, and this will be your first formalized meeting with the community, al-
though you have met with countless small businessmen and women during the
course of your other outreach meetings. The small business community was
very supportive of your election and is looking for signs that demonstrate
your understanding of their plight.
Chairman Rostenkowski has concentrated his effort at wooing small business
away from the successful coalition that supported your spending cuts. His
"sweetners" have proven somewhat successful, and this meeting is intended
to initiate your campaign to show small business that it has a true friend
in the White House.
This meeting will begin with welcoming remarks by Elizabeth Dole, an outlook
overview by Secretary Baldrige, discussion of SBA improvements by Admini-
strator Cardenas, regulatory relief by Murray Weidenbaum and the benefits of
your tax plan to small business by Secretary Regan.

TALKING POINTS FOR MEETING WITH SMALL BUSINESS
-- Your visit, through the auspices of Elizabeth's office, is a very
welcome one indeed. Few groups are as close to my heart as the small
businessmen and women of America. You truly are the backbone of our
economic system for, without you, growth would slow to a crawl. I
know you've created more than 80% of our nation's new jobs in recent
years.
-- Government has too long been at cross-purposes with you, and I intend
to reverse the trend of ever-greater government intrusion into your
everyday lives.
-- Your support and assistance was critical to the passage of my spending
cuts, but this was only the first in a series of steps necessary to
bring vitality back to our economy. I need your support on my tax
proposals.
-- I'm committed to a program of responsible government spending, stable
monetary growth, the elimination of unnecessary regulation, and a
tax environment that encourages and rewards work and saving.
-- Our three-year, across-the-board tax rate cuts are critical. They are evenly
distributed and, unlike the Ways and Means proposal, are an actual re-
duction in taxes -- not a disguised tax increase. My liberalization
of IRA and Keough participation and relief on Estate and Gift Taxes are de-
signed to help you keep your hard-earned profits.
-- You have a philosophical home here and can count on us to work year
after year for additional tax relief for small business. I hope I
can count on your support to get this first piece of tax relief
legislation enacted.

I. PURPOSE
To discuss proposed activities commemorating the 100th anniversary
of Franklin Delano Roosevelt's birth (January 30, 1982).
II. BACKGROUND
The centennial of Franklin D. Roosevelt's birth is January 30,
1982. A committee has been formed to commemorate this occasion.
John Roosevelt, who passed away in April, 1981, had invited the
President to lay a wreath at the former President's grave on
January 30th. Mr. James Roosevelt may re-issue that invitation.
James Roosevelt may also mention his desire to be reappointed to
the President's Commission on Executive Exchange. Lyn Nofziger's
office indicates that he will be appointed to a third term on
the Commission.
Although a life-long Democrat, James Roosevelt supported the
Reagan-Bush ticket in 1980. In a recent letter he sent to the
President inviting him to attend Chapman College's Founder's Day,
Mr. Roosevelt recounts finding a quote of his father's while
browsing through some old books: "Are you better off than you were
last year?" Reminded of the President's campaign slogan, "Are
you better off than you were four years ago," Mr. Roosevelt wrote,
"How strongly I feel that if the question is asked again, we will
be able to say, 'Yes, we are!'"

We are delighted at your attendance tonight at the Labor
Leaders' reception at the Tayloe House.
Attached you will find an updated list of those union leaders
who will be in attendance. An asterisk indicates those who
have expressed support for your economic recovery program.
This "off-the-premises" reception is an across-the-board out-
reach to enable key members of the White House and the Labor
Department to establish a dialogue with members of the union
community who might not otherwise have an opportunity for
discussion. In addition to those who are publicly supportive
of you, there will be union leaders who have adopted a "wait
and see" attitude as well as those who have been critical of
the Administration. Virtually all in attendance applaud your
stand on national defense issues.
The evening is intended to be social in nature with no press
