Response to AIR CONTROLLERS question
I deeply regret the personal hardships and sacrifices borne by
the former air controllers and their families. My heart especially
goes out to their families for the additional burden brought about
by a holiday season SO enjoyed by others.
Response to DAVIS-BACON question
I continue to support my campaign pledge not to seek repeal
of the Davis-Bacon Act.
Response to CENTRAL STATES PENSION FUND question
It would be inappropriate for me to comment, since such could
affect litigation.
Response to HOBBS ACT question
We have yet to take a position, per se, however I have not seen
convincing evidence for new federal crime prosecutions.
Response to TEAMSTER CONTRACT NEGOTIATIONS question
The Administration is relying on the parties involved, rather
than the government, to determine our final outcome.

Response to TRUCKING DEREGULATION question
Your transportation policy statement of 9/80: "Deregulate the
transportation industry wherever possible, removing outmoded rules
which reduce competition and delay innovation and upkeep. Such a
deregulation program should offer reasonable assurance that
adequate service will continue, and protect the investment of
those who have invested in good faith reliance on the regulations. "
In your campaign address before the Ohio Conference of Teamsters
you stated, "Although I have been long opposed to increased and
unnecessary government regulations, the current policy of the
Carter Administration on deregulation of the trucking industry is
ill-conceived and not in the best interest of the transportation
requirements of the country.
"Any industry as vital to the national economy and the
national defense as trucking is, cannot be deregulated in one
stroke without tremendous dislocation of individuals and
organizations.
"Trucking deregulation should be phased in over a long period
with consultation with the affected parties as each step is taken.
I would proceed no further without such consultation."

Mr. McCullough would like to have the President's views
on F.D.R.'s style of leadership, his impact on history
and the Presidency, and what F.D.R. meant to the President
personally during the years of the Depression.
Mr. McCullough is a friend of Senator Simpson, who endorsed
this interview. McCullough also plans to interview former
Presidents Nixon and Ford for the article.

I. PURPOSE
To emphasize your willingness to listen to and to work with
the labor community and to demonstrate your interest in the
concerns of working people.
II. BACKGROUND
The Teamsters have been very supportive of you, since endors-
ing your candidacy in 1980. They provided visible support
for your economic renewal program, and this meeting is to
continue the Administration dialogue with them. The meeting
has been billed as a "listening" session.
Among topics the Teamsters will raise are: unemployment
problems in the trucking industry and the airline industry,
trucking deregulation, nominees to the ICC, proposed amend-
ments to the Hobbs Act, and the need for more air traffic
controllers. Another possible topic is the Labor Department's
investigation of the Teamsters Central States Pension Fund.
Your guests will have assembled in the Cabinet Room at
10:30 a.m. for a welcome and discussion involving the Vice
President, Elizabeth Dole, Secretary Donovan and Bob Bonitati.
Teamsters President, Roy Williams, will be seated to your left
in the Cabinet Room.

- - I am pleased you could take time from your schedules to meet
with me this morning. I won't ask you to sit through a long-
winded speech because I prefer two-way communication. I
appreciated your endorsement and support during my campaign
and I am particularly grateful for your continued support
and the leadership you have provided, as we strive to
revitalize the nation's economy and strengthen our nation's
military preparedness.
I know all of us share the same foreign policy goals of
peace through strength. For far too long, allies and
adversaries alike have viewed our foreign policy as one of
ambivalence. I intend to end that and have committed the
full resolve of my Administration to a revitalization of
our defense readiness posture.
In this regard, I would like to call upon your assistance
in encouraging the Senate to vote out our Defense Appro-
priation Bill this week. Our increased defense expenditures
have a twofold benefit: increased national defense strength
and job creation. And, as you are aware, the number one goal
of my Economic Recovery Program is private sector job
creation. Jobs, jobs, jobs for every U.S. citizen who wants
to work.

- - To each of you, I want to emphasize the commitment of my
Administration to seeking the advice and counsel of organized
labor on public policy issues. As you are aware, I recently
issued a Memorandum to Heads of all Departments and Agencies
urging that they adopt an open door policy toward organized
labor.
- - I have also asked the Vice President and Secretary Donovan to
meet regularly with a broad variety of labor leaders, so
they can personally keep me informed of your views and concerns.
In short, I look to an environment of improved understanding.
- - I promised that there wouldn't be a long-winded speech, so
Roy (Williams) let me ask you to kick off this portion. And
please feel free to give me your ideas.

PURPOSE
To be interviewed by Mr. McCullough for a Parade Magazine
article marking the hundredth anniversary of the birth
of Franklin D. Roosevelt.
II. BACKGROUND
Mr. McCullough would like to have the President's views
on F.D.R.'s style of leadership, his impact on history
and the Presidency, and what F.D.R. meant to the President
personally during the years of the Depression.
Mr. McCullough is a friend of Senator Simpson, who endorsed
this interview. McCullough also plans to interview former
Presidents Nixon and Ford for the article.
The article will run in the January 31 edition of Parade.
