Such a deregulation program should offer reasonable assurance that adequate service will continue, and protect the investment of those who have invested in good faith reliance on the regulations. " In your campaign address before the Ohio Conference of Teamsters you stated, "Although I have been long opposed to increased and unnecessary government regulations, the current policy of the Carter Administration on deregulation of the trucking industry is ill-conceived and not in the best interest of the transportation requirements of the country. "Any industry as vital to the national economy and the national defense as trucking is, cannot be deregulated in one stroke without tremendous dislocation of individuals and organizations. Among topics the Teamsters will raise are: unemployment problems in the trucking industry and the airline industry, trucking deregulation, nominees to the ICC, proposed amend- ments to the Hobbs Act, and the need for more air traffic controllers. Another possible topic is the Labor Department's investigation of the Teamsters Central States Pension Fund. I appreciated your endorsement and support during my campaign and I am particularly grateful for your continued support and the leadership you have provided, as we strive to revitalize the nation's economy and strengthen our nation's military preparedness. I know all of us share the same foreign policy goals of peace through strength. For far too long, allies and adversaries alike have viewed our foreign policy as one of ambivalence. I intend to end that and have committed the full resolve of my Administration to a revitalization of our defense readiness posture. In this regard, I would like to call upon your assistance in encouraging the Senate to vote out our Defense Appro- priation Bill this week. Our increased defense expenditures have a twofold benefit: increased national defense strength and job creation. And, as you are aware, the number one goal of my Economic Recovery Program is private sector job creation. Jobs, jobs, jobs for every U.S. citizen who wants to work. - 2 - - - To each of you, I want to emphasize the commitment of my Administration to seeking the advice and counsel of organized labor on public policy issues. As you are aware, I recently issued a Memorandum to Heads of all Departments and Agencies urging that they adopt an open door policy toward organized labor. - - I have also asked the Vice President and Secretary Donovan to meet regularly with a broad variety of labor leaders, so they can personally keep me informed of your views and concerns.
