PURPOSE: As a follow-up to your State of the Union address, you will greet a group of some 200 owners and general managers of independent TV stations nation-wide, make brief remarks and also receive an award from them for excellence in communications. (The award is a big piece of crystal that looks like a broadcasting transmitting tower, with the call letters of all the stations etched on it). Award will be presented by Sheldon Cooper, Chairman of the Board of the Association of these independent stations - he is also Pres. of WGN-TV in Chicago (where he has been for 32 years). This group will be briefed by Murray Weidenbaum before you arrive, and by Sec. Weinberger, Secretary Lewis and Secretary Watt after you leave. After your brief remarks, you will take a few questions from the audience, which will probably involve various initiatives in your State of the Union address. They should be quite general in nature. II. BACKGROUND: This group has not been in the White House during your Administration, although individual members may have attended receptions. (e.g. Sheldon Cooper was here in November for a reception and shook your hand). III. PARTICIPANTS: The President Karna Small List of attendees is attached IV. PRESS PLAN: Local TV crews will be set up at the back of the room and will feed their tape to independent stations nation-wide Also, a network pool may be admitted for your remarks V. SEQUENCE OF EVENTS: When I get word that you are on your way, I will have the current speaker (Weidenbaum) wind up his remarks and I will call Sheldon Cooper to the podium with the award. When you are announced, you will go to the podium - Mr. Cooper will speak first to present your award, then step back and you will thank him and deliver your remarks and take questions. Let me first say how much I appreciate this award for excellence in communication. I'd say I am at a loss for words but then you might take it back. Now Calvin Coolidge, there was a real communicator. He was once having his hair cut in a one-chair Vermont barbershop when the town doctor came in, sat down and said, "Cal, did you take the pills I gave you?" Coolidge said nothing for a minute or two and then answered, "Nope." A little later the doctor asked, "Are you feeling any better?" Another long silence, then "Yep." His haircut finished, Coolidge started to leave when the barber hesitatingly asked, "Aren't you forgetting something Mr. Coolidge?" An embarrassed Coolidge replied, "I'm scrry I forgot to pay you. I was so busy gossiping with the doctor it just slipped my mind." -- I hope I did some communicating last night in my State of the Union address. I hope the message got across that I came into the office to reduce people's taxes not raise them. If you give the Federal Government more, it will spend more. If you give it less, it may still spend too much but at least it will begin to Page 2 realize it cannot continue as it has in the past. The Government is currently experiencing withdrawal symptoms and we must not feed the habit by injecting more tax dollars into it -- dollars that should be creating new jobs and opportunity in the private sector. -- I also hope last night I conveyed cur enthusiasm and determination to undertake programs in our second year that are just as bold as those in our first. The Federal Government has tried to turn the States into clones of itself. By returning certain Federal programs and the means to finance them to the States, these programs can be made less costly and more responsive to people's needs. Those who still advocate far-removed Federal solutions are dinosaurs, mindlessly carrying on as they always have, unaware the times have changed. We are attempting to improve the Federal system SO that government can mect the needs of today instead of deepening the mistakes of the past. -- The Members of Congress responded SO warmly last night I almost said to them, "Why don't you just pass everything now and I'll sign it while I'm here." I wish it would be that easy. But even if the road is difficult, we know it's the right one and we're further down it than we were a year ago.
