TALKING POINTS: GREETING TO COUNCIL ON AGING
MAY 19, 1982

Welcome to you all and congratulations to the Council's new
members. It's especially fitting you should be appointed
during May, which is Older Americans Month. By the way, I'm
glad May was chosen to honor Older Americans rather than one
of the months in the fall. I've never like referring to old
age as the autumn of life; there's no reason all our years
can't be spring ones.
-- Looking around this, table, I'm pleased to find myself among
so many of my contemporaries -- I'm told about half of the
Council is over 65
usually I'm the oldest person here.
But I agree with Bernard Baruch, who said that old age was
always 15 years older than he was. I think that is the way
most older Americans feel and we need to combat this idea
old age is a burden.
-- As you know, that is where you come in. Your role of
advising the Nation on the needs and potential of older
Americans is an important one. I am looking to this Council
to provide leadership emphasizing the positive nature of
aging, encouraging older persons to continue contributing
their talents to the country, and helping the government
help those older persons who need our assistance.

In the meantime we are making good strides on many problems
most upsetting to our older population, like inflation and
energy. Other things require increased attention. I
believe senior citizens deserve the right to work if they
choose to, and I will back legislation which eliminates
mandatory retirement based solely on age. Social Security
is a continuing problem more often marked by political
demogoguery than responsibility. I am deeply committed to
ensuring the fiscal soundness of Social Security.
-- Finally, let me say I'm pleased you're joining me in getting
out the message that we are endowed with a healthy and
vigorous senior group. We're going to do all we can to tap
the knowledge and experience of older Americans, just as I'm
going to tap that of this Council. Thank you.

I. PURPOSE
To recognize the newly sworn in members of the Federal Council on
Aging in order to emphasize this Administration's deep commitment
to older persons. As you know, you proclaimed May as older
Americans month.
II. BACKGROUND
The Federal Council on Aging is an advisory Board that was estab-
lished by the Older American Comprehensive Services Amendments of
1973, under the authority of PL 92-463, which sets forth
standards for the function and use of advisory committees. The
purpose of the Council is to advise the President, the
Commissioner of Aging and the Congress on matters relating to
the special needs of older Americans. The Board consists of a
Chairman and 14 Presidential appointees to serve for a term of
one to three years.
11 new members will be sworn in previous to their visit to the
White House. Remaining members include three continuing appoint-
ments. Another Presidential nominee is awaiting confirmation.
All new members are Republicans and all have an interest in the
field of aging.

Ed Harper will greet Secretary Schweiker and make remarks
previous to your arrival.
You will greet Secretary Schweiker who will introduce you to the

SEQUENCE OF EVENTS
Luncheon Honoring King Hassan
of Morocco

Luncheon guests who are not in the Oval Office
meeting arrive the SouthWest Gate, Diplomatic
Reception Room. They are led up the back stair-
case to the State Floor, Red Room, for refresh-
ments.
12:10 p.m.
Guests begin to be ushered into the State Dining
Room from the Red Room to find their seats.
12:15 p.m.
PRESIDENT REAGAN arrives the State Dining Room
accompanied by King Hassan and guests who will
have been in the Oval Office meeting. All guests
take their seats in the State Dining Room.
Luncheon is served.
1:30 p.m.
At the termination of the luncheon, PRESIDENT
REAGAN and King Hassan proceed to the Residence
to change into their riding clothes via the
elevator. King Hassan will be escorted by
Mr. Tom Nassif into the Lincoln Bedroom to
make his change.
The rest of the guests who will need to be present
at the departure statements may be led down the
Grand Staircase to wait briefly in the Diplomatic
Reception Room.
1:45 p.m.
All guests waiting in the Diplomatic Reception
Room should be ushered outside to take their
places for the departure statements.
As the PRESIDENT and King Hassan finish dressing,
they will be escorted to the Diplomatic Reception
Room. King Hassan will be escorted by Mr. Tom
Nassif.
When the PRESIDENT and King Hassan are both in
the Diplomatic Reception Room, King Hassan will
make a presentation to the PRESIDENT of a saddle.
A White House photographer will photograph this.
