II. BACKGROUND
Mr. Foell (fell) has been the editor of the Christian
Science Monitor since 1979. He served as the Monitor's
managing editor from 1970-79 and earlier worked as the
U.N. correspondent for the LA Times and as an editorial
writer for the Monitor. Mr. Foell is a native of Houston.
Godfrey Sperling is a well-respected White House
correspondent for the Monitor, and has been with the
paper since 1946. Mr. Sperling is the host of the now
famous "Sperling Breakfasts," at which he brings
together politicians and journalists. The discussions
are on the record, and Mr. Sperling has hosted well over
1,250 such meetings.
The Christian Science Monitor was established in 1908
and has a circulation of approximately 186,000. It is
published daily and has an Eastern, Western, Midwestern
and International edition.

Your Meeting and Photo with Japan's
Kabuki Dancers --- Friday, July 23,
1:15 p.m., First Lady's Garden
On Friday at 1:25 p.m. in the First Lady's Garden you
will meet and be photographed with Japan's Kabuki dancers.
You will be introduced by Ambassador Okawara of Japan, and
Mr. Nagayama, leader of the delegation, will then present
you with a pictorial book.
Kabuki is a 400 year old theatrical art that combines
acting, music, and dancing. It is to Japan what Grand
Opera is to Italy. It might be considered a "singer's
theater", with the special skills of great star performers
taking precedence over all other aspects of the production.
Kabuki is "operatic" in its brilliant spectacle, large
casts, and theatrical staging, and the acting style is
contrived to play directly upon the passions of the audience.
The "Grand Kabuki" opened Tuesday evening, July 20, in the
Opera House of the Kennedy Center.

JULY 22, 1982
To welcome you here today is indeed a great pleasure for me
both as President and also as one who is deeply interested in the
art of entertainment. We are grateful you've come to America to
share your talents and introduce us to Kabuki, a 400-year-old art
form that is little known here. I wouldn't be surprised if, by
the time your tour is over, there's a tidal wave of interest in
traditional Japanese entertainment.
To most Americans, Japanese history before the 19th century
is clouded in mystery and romance. Your tour should help us
better understand the flavor of those days and the history of the
Japanese people.
We are especially honored that such a renowned troupe should
be here to introduce us to Kabuki. When Prime Minister Suzuki
visited, he reminded us of the vigor and vitality represented by
Japan and the United States. Well, we are pleased that you now
visit to share the vigor and vitality of Kabuki with the people
of the United States. I wish you good luck in your performances
and a pleasant time while you are with us. Thank you for this
privilege of peeking into the soul of Japan.

Background on Issues to be Discussed
Supplied by the Veterans Administration
1. The Aging Veteran
Issue: Assessing and preparing for the future needs for VA services
that are arising as a result of the aging of World War II and Korean
War veterans. It will be necessary to establish long-term plans and
programs for the next three decades to address the aging veteran
phenomenon.
2. VA Health Care System
A recurring issue surrounding veteran health care is the maintenance
of an individual comprehensive health care system for veterans.
There is great sensitivity among the veterans organizations and the
Congress to any discussion of "mainlining" veterans medical care
into private sector facilities.
3. Construction Programs and the Need for the Construction of New
VA Health Care Facilities
Construction programs and the need for the construction of new VA
health care facilities, or the modifications of others, is difficult
to properly validate. The VA has initiated a revalidation process
for construction projects under which multidisciplinary teams are
comprehensively reviewing each potential VA construction project
prior to actual construction funding consideration, to assure that
each proposed project reflects the best construction response to an
identified medical program need.
4. Agent Orange
Beginning in 1978 concerns have been expressed by Vietnam Veterans
that their exposure to Agent Orange in Vietnam might have resulted
in long term adverse health affects. These concerns were based upon
the presence of a contaminant, dioxin, in the herbicide. Major re-
search efforts are now underway to study the effects of exposure to
Agent Orange. Special medical care eligibility was recently provided
to all veterans exposed to this chemical by Pub. L. No. 97-72. The
whole issue of whether veterans disability compensation should be
paid has not been resolved pending further information with respect
to the effects of exposure.
5. Vietnam Veterans Outreach Center
In 1979 Congress enacted a special bill to provide community-based
readjustment counseling to Vietnam Veterans. Since that date the
VA has opened 136 community-based centers nationwide. Special
eligibility for this program was recently extended until September
30, 1984, after which the program is to be phased into the VA's
basic health care system. An issue may arise as to whether the
statutory life of the program should be continued.

6. VA - Veterans Organizations Relations
Veterans Organizations are strong proponents of veterans benefits,
and in many cases of other defense issues. They view any attempts
to cut back on existing benefits as a threat to the entire system
of benefits and as a violation of the Nations commitment to veterans.
A closer communicative relationship between the White House, the
Veterans Administration, and these organizations is essential. To
the extent they can be involved in the decision making process will
be beneficial.

PURPOSE
Courtesy call by Mr. Earl Foell, editor of the
Christian Science Monitor, a leading national
daily newspaper.
II. BACKGROUND
Mr. Foell (fell) has been the editor of the Christian
Science Monitor since 1979. He served as the Monitor's
managing editor from 1970-79 and earlier worked as the
U.N. correspondent for the LA Times and as an editorial
writer for the Monitor. Mr. Foell is a native of Houston.
Godfrey Sperling is a well-respected White House
correspondent for the Monitor, and has been with the
paper since 1946. Mr. Sperling is the host of the now
famous "Sperling Breakfasts," at which he brings
together politicians and journalists. The discussions
are on the record, and Mr. Sperling has hosted well over
1,250 such meetings.
The Christian Science Monitor was established in 1908
and has a circulation of approximately 186,000. It is
published daily and has an Eastern, Western, Midwestern
and International edition.

the White House beat for general assignment in Washington.
II. BACKGROUND
Knoller has covered the White House on and off since 1976 and
has been here daily for the past several months. He may return
occasionally as a back-up for the AP Radio regular White House
correspondent.

I. PURPOSE
Photo opportunity and wish Gary well as he takes on new
responsibilities.
II. BACKGROUND
Gary Bauer joined the campaign in July of 1980. Served on
Transition Team as a member of the Policy Development staff.
Joined the White House as a policy analyst for the Office of
policy Development. Secretary Bell has asked Gary Bauer to
serve as Deputy Undersecretary for Planning and Budget.
He is presently a Special Assistant to the President.
