Guests begin to arrive the Diplomatic Reception
Room and are led by Social Aides up the Grand
Staircase to the State Dining Room where they will
have refreshments. The refreshments will be
passed by butlers in the State Dining Room.
As the Chief of Protocol arrives, she is escorted
to the Red Room where she will wait for the
arrival of MRS. REAGAN.
11:55 a.m.
MRS. REAGAN will arrive on the State Floor via
the elevator and will proceed directly into the
Red Room.
As the Official Parties arrive at the Southeast
Gate, Social Aides should escort each party up
to the State Dining Room, as there will not be a
member of the Office of Protocol to greet
them.
11:55 a.m.
PRESIDENT REAGAN and the President of Iceland
will proceed from the Oval Office to the
Lower Cross Hall and will continue up the
elevator to the State Floor where they will
join MRS. REAGAN and Ambassador Roosevelt
in the Red Room.
12:00 Noon
Vice President and Mrs. Bush and Secretary of
State and Mrs. Shultz should be escorted to the
Red Room as they arrive.
Social Aides begin to prepare the guests in the
State Dining Room for the receiving line, which
will be in front of the Blue Room doors in the
Cross Hall, with the help of officers from
the Office of Protocol.
12:05 p.m.
The honored guests will begin to arrive the
North Portico, and each will be met and
escorted by Mrs. Brandon into the Red Room
where they will meet PRESIDENT AND MRS. REAGAN.

by their ambassadors, who should be directed
into the State Dining Room. A Social Aide will
give each ambassador his seating card as he enters
the State Dining Room.

PRESIDENT AND MRS. REAGAN and the President of
Iceland will proceed from the Red Room into
the Cross Hall, then in front of the Blue Room
doors in the Cross Hall between the flags for
the receiving line, which will begin immediately.
Mrs. Roosevelt will make introductions.
The honored guests will remain in the Red
Room with the Vice President and Mrs. Bush and
the Secretary of State and Mrs. Shultz.
As the guests come off of the receiving line,
they will proceed directly into the East Room
where they will be seated for lunch.
12:35 p.m.
At the termination of the receiving line,
the PRESIDENT AND MRS. REAGAN and the President
of Iceland will return to the Red Room via
the Cross Hall.
The Vice President and Mrs. Bush and the
Secretary of State and Mrs Shultz will proceed
out of the Red Room, and will be seated in
the East Room for lunch at the head
table. (A Social Aide should escort them into
the East Room.)
(Social Aides will escort, in ascending order,
the honored guests. They will be announced
into the East Room and escorted to their
seats at the head table.)
The PRESIDENT AND MRS. REAGAN will then lead
the honored guests out of the Red Room into
the Cross Hall where they will pause before
they enter the East Room to be announced.

PRESIDENT AND MRS. REAGAN escort the President
of the Republic of Iceland from the Blue Room
to the North Portico for her departure with her
ambassador.
They will be followed by the rest of the honored
guests, who will all be accompanied by their
ambassadors, and PRESIDENT AND MRS. REAGAN will
say goodbye to each of them as they depart the
Grand Foyer and get into their cars.
As the last of the honored guests have departed,
accompanied by their ambassadors, PRESIDENT
AND MRS. REAGAN will depart the State Floor
via the elevator.

AND REPRESENTATIVES OF SCANDINAVIA TODAY
SEPTEMBER 8, 1982
Madam President, Your Royal Highnesses, distinguished
guests:
It is indeed a pleasure for me to welcome you to the White
House this afternoon and to play a part in the inauguration of
Scandinavia Today, a program which underscores the contributions
of Nordic culture and the ties between the United States and the
five Scandinavian democracies.
It is certainly a noteworthy occasion when we are able to
host a chief of state, representatives of three royal houses, and
the array of distinguished government leaders assembled here
today.
Madam President, a special greeting for you. This is the
first time a President of Iceland has visited our country, and
your first visit as well. I know you and your colleagues will
see firsthand just how much your countrymen have contributed to
the cultural, economic, and social development of this nation.
Charles Lindbergh, the great pioneer in aviation, once said that
short-term survival may depend on the knowledge of physicists and
the performance of their machines, but, and I quote, "long-term
survival depends alone on the character of man."
Today we recognize together that Scandinavians were and
continue to be a significant force in the shaping of the American
character. Lindbergh himself, who represented the best

qualitites of America to so many, was the son of Scandinavian
immigrants.
It is no mere coincidence that your five nations share with
the people of this country strong democratic traditions. Madam
President, your country, Iceland, boasts a history that includes
a republican constitution and an assembly as far back as the year
930. That's going back pretty far -- even by my way of counting.
And just as we have been home to many Scandinavian settlers over
the years, your own nation of Iceland was settled by proud and
independent Nordic people from the European continent.
Our people share traits that are the product of our common
frontier heritage. But something all of us in this room share is
our love of liberty and our respect for the rights of
individuals -- values which place our nations on the front lines
of freedom and democracy.
Along with this freedom, Iceland and the other Nordic
countries experienced cultural advances that will be highlighted
by Scandinavia Today.
I know of your own love, Madam President, for literature and
the theater. And as one who shares a somewhat similar
background, and who was also elected President, I believe I can
appreciate how deeply you feel about your country, its people and
its traditions.
In one of Europe's oldest collections of literature, the
Edda, there is a saga with a message that speaks clearly to us,
even after a thousand years. "Cattle die, kinsmen die," the

ancient poem says, "the self dies; but a reputation will never
die for him who gains a good one. "
Today we celebrate the reputation of the Nordic culture. We
are thankful to have you here to join with us in this
celebration.
Now ladies and gentlemen, would you please join me in a
toast to President Vigdis Finnbogadottir [Fin'-bo-(g)a-doh-tir] -
and to the traditional warm bonds joining America and the Nordic
countries.

I. PURPOSE
A. To review the international lending situation and the
debt problems faced by several major countries.
B. To review the current economic outlook and budget and
spending policy as we begin preparations for the FY
1984 budget.
II. BACKGROUND, PARTICIPANTS, AND PRESS PLAN
A. Background: This is the seventh meeting of your Economic
Policy Advisory Board. The Board last met on May 20,
1982.
Since the Board's last meeting, you appointed George
Shultz Secretary of State, and have designated Walter
Wriston to take his place as chairman of the Advisory
Board.
The meeting will commence at 10:00 a.m. and will begin
with a discussion of the international lending situation.
As preparation for that discussion, Walter Wriston has
prepared a paper on "International Lending - Manageable
Problems or Approaching Crisis?" which was circulated to
Board members last week. A copy is attached.
The Board will also discuss the current economic and
budget outlook. Martin Feldstein will outline his views
on the economic outlook and Dave Stockman will provide
an update on the budget outlook and his major concerns

A. It is always a pleasure to meet with this group and
to have the benefit of your advice.
B. Since our last meeting you have undoubtedly noted a few
changes including the appointment of your chairman as
Secretary of State. I am not only pleased to have
George Shultz as a full-time member of the Administration
but I am delighted that Walter Wriston has accepted my
invitation to serve as the chairman of this Board.
C. I know that you have already met since 10:00 this morn-
ing and I trust that your extensive discussions have
produced the usual consensus that occurs when a group
of economists get together.
D. There are two issues that I am particularly interested
in hearing from you about:
1. The first is your view of the international lend-
ing situation. I have read the rather gloomy
accounts of the World Bank and International
Monetary Fund meetings in Toronto that Don Regan
and Walter Wriston attended. I would like your
assessment of how serious is the international
lending situation we are likely to face during
the coming year.
2. As we begin preparations for the FY 1984 budget
I am reminded that budget and spending policy is
with us always. I would like your assessment of
what should be our most important priorities from
an economic standpoint in the next budget I will
submit to the Congress.

PURPOSE
To demonstrate Presidential leadership for obtaining the
requisite number of signatures (218) on a discharge petition
relating to H.Res. 450 - a rule governing the consideration
of H.J.Res. 350 (Balanced Budget Amendment).
II. BACKGROUND
On August 4 the Senate passed S.J. Res. 58 (a constitutional
amendment to balance the budget) by a vote of 69 to 31 -
67 votes were required for passage, as a two-thirds vote in
both Houses is required for passage.
In the House, H.J.Res. 350 (identical to S.J.Res. 58) was
supported by approximately 225 cosponsors - 7 more than the
requisite number required to discharge the rule and allow
a Floor vote. However, some House Republicans and Democrats
who cosponsored the legislation have not yet signed the discharge
petition. The reasons for this are numerous on the Republican
side, and we are cautiously optimistic that we can persuade a
majority of "reluctant" Republicans to sign up. Some members
simply don't believe in a discharge petition because it runs
afoul of the committee system. As for reluctant Democratic
cosponsors, Tip O'Neill and Majority Leader Jim Wright have
been putting a great deal of pressure on them not to sign
the discharge petition for purely political reasons. In fact,
they have been successful in talking 6 or 7 members into taking
their name off the signature list.
The group today, with the exception of Balanced Budget leaders
Barber Conable and Ed Jenkins, is composed of Republicans and
Democrats that did sign on as cosponsors for the Balanced
Budget legislation but have not signed the discharge petition
for largely political or leadership pressure grounds.

On August 12, you sent approximately 60 letters (see copy Tab B)
to members we felt most vulnerable urging them to sign the discharge
petition relating to H. Res. 450, a rule governing the consideration
of H.J. Res. 350. This was effective. The original petition was
filed July 12 and since that time the signatures have risen to
the current number of approximately 201 cosponsors.
By signing the discharge petition they are in effect trying to
discharge a rule (H.Res. 450) out of the Rules Committee - not
the legislation out of Chairman Rodino's Judiciary Committee.
Rodino has held three or four days of hearings on a constitutional
amendment to balance the budget, but clearly these were meant to
diffuse our signature effort. He is working with Tip O'Neill to
sabotage our version of the legislation and is hopeful the problem
will go away.
If we are successful in getting the 218 signatures, the battle
is not yet won as there are numerous time and procedural problems
relating to House rules that have to be addressed. However, once
218 is obtained we believe significant pressure will be brought
on the House leadership to allow Floor consideration.

Americans feel that Congress should balance its checkbook
just as they must.

to discharge the rule which would enable the House of Repre-
sentatives to vote on H.J.Res. 350, the constitutional amend-
ment which would require balanced budgets.
I understand that most of you supported Barber and Ed
by being a cosponsor of the legislation.
I wanted to meet with you today to ask you to take the next
step and support them and me by going ahead and signing the
discharge petition as soon as possible.
We are so close, but we need your support to put us over
the top.
As you know, the Senate passed this in early August by a
vote of 69-31. So, I do hope you will sign so the House
can also get a chance to at least vote on this measure.
I am convinced more than ever that we have to have this
economic discipline in place to prevent runaway spending in
the future, like we have had in the past.
