PURPOSE To review the election results, discuss the legislative agenda for the lame duck session as well as the 98th Congress, and to consult with these Republican leaders on your basing mode decision for the MX missile. II. BACKGROUND Senate Majority Leader Howard Baker has suggested that you meet privately with him and House Republican Leader Bob Michel to review the 1982 elections and to discuss the legislative agenda for the lame duck session as well as the program for the 98th Congress. Recognizing that we face some tough issues in the weeks and months ahead, and that the mood of the new Congress may be somewhat more "independent" than in the last two years, Baker and Michel feel that a candid discussion with you could be helpful in developing some guidelines to avoid unnecessary confrontations with the Congress. You should anticipate questions with regard to your legislative agenda for the lame duck as well as next year. Specific items of immediate concern likely to come up are the budget, defense spending levels, the possibility of a gas user fee, jobs and unemployment. Both Baker and Michel have also expressed concern about the need for advance consultation with Congressional leaders on the budget. They want to avoid a situation where you send a budget up to Congress, only to have it pronounced "dead on arrival". Early next week, you will announce your decision with respect to the basing mode for the MX missile. This could encounter some stiff resistance on the Hill, and it is imperative that you have the backing of Congressional leaders. You should consult with Baker and Michel on the basing issue, as you have with House and Senate defense leaders over the past few days. -2- III. We have a number of critical issues coming up and I'm anxious to get your input. Howard, there are several nominations I'd like to see approved and my staff will make sure you have a current list of these. -- Other issues I'd like to see approved: Maritime Reform, Enterprise Zones, Immigration, Regulatory Reform and the Senate-passed crime bill.
