PURPOSE
To seek and solidify support for your policies in the
agricultural community.
II.
BACKGROUND
The American Farm Bureau Federation is the largest agricultural
organization in the United States. They have chapters in 49
states and have actively worked in support of your Administration
with the exception of the 1982 Tax Bill which they openly
opposed. This meeting is the largest of any agricultural group
throughout the year.
Because of high interest rates and low commodity prices, there
has been a growing concern in the agricultural community over
U.S. agriculture and agricultural trade policies. Bankruptcies
and foreclosures are increasing throughout the agricultural
sector, and the more militant farmers are calling for drastic
action. Payment-in-kind and contract sanctity are major issues
at this time.
A strong base of support exists for you and your appearance
before this group can help maintain it. A warm and positive
reception is expected and the organization will actively respond
to any Presidential request for help and support.

Private Sector Initiatives
I. PURPOSE
To support, encourage and recognize a public/private
partnership which resulted in the creation of a food
bank in Texas.
II. BACKGROUND
Food banks collect food which is not sold in the normal
marketplace (dented cans, mislabeled products, over-supply,
etc.) and distribute it to the needy clients (usually
non-profit organizations). This food bank came into being
after the Texas legislature passed the "Good Faith Donor"
law which removed liability to groups who donate their
food. Once the legislation was passed, several big
food stores agreed to provide food; the Department of
Health and Human Services agreed to provide seed money
for their operating budget and ACTION provided volunteers
to man the bank. The public sector and grocery chains
became the catalyst for additional corporate support.
It is expected that the food bank will become self-sufficient
by the middle of next year. One hundred and eight agencies
receive food from these banks and are charged ten cents
a pound.

CONGRESSMAN STEVE BARTLETT
(REPUBLICAN-TEXAS)
Steve Bartlett is a Freshman Republican from Texas' Third
Congressional District (north Dallas area). He succeeded
Representative Jim Collins, who relinquished his House
seat to be the Republican nominee in opposition to U.S.
Senator Lloyd Bentsen (D-Texas) last Fall. In the Senate
race, Bentsen defeated Collins by a margin of 59% to 41%.
In the Third District House race, Bartlett won with 78% of
the vote--the largest percentage achieved by any Freshman
House Republican in the 98th Congress.
In the House of Representatives, Steve Bartlett will serve
on the Education and Labor Committee and the Banking,
Finance and Urban Affairs Committee. During a January 4,
1983 meeting with a White House staff representative (with
press representatives present), Bartlett stressed his support
of the President and of Administration economic and defense
policies. Bartlett and his wife, Gail, attended the President's
dinner for newly elected Members of Congress on January 6, 1983.
On this trip, Bartlett will be returning to Dallas for the
first time since being sworn in as a Member of the 98th Congress.
For this reason, he considers it particularly symbolic that he
will be accompanying the President.
CONGRESSMAN CHARLIE STENHOLM
(DEMOCRAT-TEXAS)
Charlie Stenholm is a third term Democrat from Texas' Seventeenth
Congressional District (north central part of state). In the
House of Representatives, Charlie serves on the Agriculture Com-
mittee and the Small Business Committee. He also is a founder
and leader of the House Boll Weevils.
Stenholm was highly supportive of the Administration's economic
and defense initiatives during the 97th Congress; and he can be
expected to remain supportive this year--but in a less visible
manner.
Charlie has split with the Administration on a number of farm
policy initiatives, including the 1981 Omnibus Farm Bill. With
respect to the Payment In Kind proposal, he has not agreed with the
need to limit commodity price support (Target Price) levels but
he has been very supportive of other elements of the original plan.
Charlie shares the Administration's view that immediate action is
necessary to restore the farm economy.
Stenholm has met with the President and attended White House
events on a number of occasions. He would like to discuss farm
policy issues with the President or other Administration officials
on the return trip from Dallas.
