PRESIDENTIAL REMARKS: TEAM AMERICA
WEDNESDAY, APRIL 4, 1983
Well, believe me this is a great day for our country. We're
delighted to welcome you here to the White House. Now I know the
Rose Garden is a little confining. So if you feel like you're
getting stiff, we can turn you loose to run some laps out on the
South Lawn.
Soccer has enjoyed a fantastic rise in popularity in the
United States. And, of course, outside our borders it has always
been the world's most popular sport. So we couldn't be more
thrilled, and proud, that sportsmen of your caliber will be
representing the United States in world competition. In the
meantime, we can look forward to watching you play right here in
Washington in the North American Soccer League.
Your venture will be filled with risks. You don't have any
guarantees of Government support. But taking risks is what
America has always been about.
And I know that two weekends ago, you rose to the occasion
in your first game, defeating Seattle.
So on behalf of millions of fans across the Nation, let me
just say our hearts are with you and we hope you' 11 kick your way
to glory.

PURPOSE
To accommodate the request of Congressman Carroll
Campbell (R-SC) and Senator Strom Thurmond (R-SC) that
the President meet Patricia Just Long, who has been
named Handicapped American of the Year.
II. BACKGROUND
Patricia Just Long, a producer-announcer with the South
Carolina Educational Radio Network in Columbia, is in
Washington to receive the President's Trophy at the
annual meeting of the President's Committee on
Employment of the Handicapped. Paralyzed since
contracting polio at the age of four, Mrs. Long is
receiving the award, both for her drive, determination,
and enterprise in overcoming her disability, and for
her leadership in the equal rights movement of disabled
people.
Mrs. Long became interested in broadcasting, while
working on her Bachelor's Degree in Business
Administration at Francis Marion College in Florence,
South Carolina. She was an on-air announcer for a
weekly college radio show and also an emcee for a Bob
Hope talent show.
Mr. Harold Russell is Chairman of the President's
Committee on Employment of the Handicapped and will be
in attendance at the meeting. In 1947, while the
President was the head of the Screen Actors Guild, Mr.
Russell won two Oscars for his performance in the film,
"The Best Years of Our Lives". A documentary portrait
about his life is now being produced.
Congressman Carroll Campbell (R-SC) is a member of the
House Ways and Means Committee. He has been a very
active supporter of the President and his legislative

initiatives. Senator Strom Thurmond (R-SC) is Chairman
of the Senate Judiciary Committee. He has used his
position as Chairman to move legislation of importance
to the President.

PURPOSE
To give these early and strong supporters of the
President an opportunity to offer him their col-
lective assessment of the Administration's progress
since 1981 and to offer their ideas and counsel.
II. BACKGROUND
The Core Group is composed of current and former House
Members who endorsed the President's candidacy and
aggressively campaigned for the party nomination and
ultimate election of the President. During much of the
97th Congress the Members thought of themselves as an
advisory and special advocacy group for the President.
Some members of the Core Group were defeated in the
last election and those remaining have been less cohesive.
With the 98th Congress now well underway, this dinner
meeting is very timely and will serve to restore the
group's vitality.
A cohesive and activist Core Group will serve the
President well as he continues to pursue his legis-
lative initiatives during this Congress.

TALKING POINTS
This session should primarily be devoted to a
discussion between the President and members of the core
group. The President may want to make the following
points:
The President should thank these Members of
Congress for their past support and encouragement.
The President could emphasize the importance
of a strong top-to-bottom of the ticket effort,
emphasizing maintaining control of the Senate and
rebuilding our working coalition in the House.
The President can say that should he choose
to seek re-election, he will want to rely heavily
upon these Members of Congress for advice and assis-
tance.

CORE GROUP DINNER
Congressman Trent Lott (R-MS) Trent Lott is the Republican
Whip of the House of Representatives. He came out early in
support of the President in 1979 and served as the Campaign
Chairman in Mississippi. Trent was the only major elected
official in Mississippi publicly supporting the President at
that time. Trent also serves on the powerful Rules Committee
and has been a strong and consistent supporter of the President's
programs.
Congressman Jack Kemp (R-NY) Jack Kemp is the House Republican
Conference Chairman. Jack also serves on the Appropriations
Committee and the Budget Committee.
Congressman Dick Schulze (R-PA) Dick Schulze serves on the
powerful House Ways and Means Committtee. His district,
which is staunchly Republican, includes several of the more
prosperous suburbs of Philadelphia. As a member of the Ways
and Means Committee, he works for strict enforcement of
antidumping legislation and supports trade barriers of one
kind or another, particularly against imports of Japanese
steel.
Congressman Bob Badham (R-CA) Bob Badham serves on the
House Armed Services and House Administration Committees.
Congressman Badham has represented the conservative Orange
County area of California since 1976. On the Armed Services
Committee, Mr. Badham sits on the Subcommittee on Procure-
ment and Military Nuclear Systems and the Subcommittee on
Research and Development.
Congressman Mickey Edwards (R-OK) Mickey Edwards serves on
the House Appropriations Committee. He sits on the Subcom-
mittee on Foreign Operations and the Subcommittee on Mili-
tary Construction. He is a strong supporter of the President's
Central America policy. Mr. Edwards is also Chairman of the
American Conservative Union.
Congressman Henry Hyde (R-IL) Henry Hyde serves on the House
Foreign Affairs and Judiciary Committees. During this Congress,
Mr. Hyde has been actively seeking support for his Respect
Human Life Bill, which the President has endorsed.
Congressman Jerry Solomon (R-NY) Jerry Solomon serves on
the House Foreign Affairs and Veterans' Affairs Committees.
First elected in 1978, Mr. Solomon has one of the most
conservative voting records in the New York delegation. He
is a former marine and served in Korea.
Congressman Carroll Campbell (R-SC) Chairman of the Core
Group. Actively campaigned, was a delegate for Ronald Reagan
in 1976. Carroll Campbell announced support early in 1979
and served as Campaign Chairman in South Carolina for that
crucial primary and was the only major elected official in the
state supporting Ronald Reagan. Carroll Campbell serves on the
House Ways and Means Committee. First elected in 1978, Mr.
Campbell is representative of the conservative, newly affluent
urban voters of many Southern states. His help and support will
be essential to retain the third year of the tax cut and index-
ing.
Congressman Bob Walker (R-PA) Bob Walker is a member of the
House Government Operations and Science and Technology
Committees. He represents the Pennsylvania Dutch area of
the state. Mr. Walker is a strong supporter of the President's
New Federalism proposals.
Congressman Chip Pashayan (R-CA) Chip Pashayan sits on the
House Interior and Insular Affairs and Post Office and Civil
Service Committees. He represents an agricultural area in
Central California and is strongly opposed to the Adminis-
tration's proposal to modify marketing orders for certain
agricultural products.
Honorable Tom Evans (R-DE) Former Congressman Tom Evans was
defeated in the 1982 election. He announced for Ronald Reagan
in 1979 and was Chairman of the Core Group. While a Member,
he was active in banking matters. He is associated with a
local law firm and is primarily doing work as a lobbyist.
Honorable Tom Hagedorn (R-MN) Former Congressman Tom
Hagedorn was defeated in the 1982 election. As a Member, he
was very active in agricultural matters. Mr. Hagedorn has
been appointed Country Director for the Peace Corps in
Jamaica.
Honorable John Rousselot (R-CA) Former Congressman John
Rousselot was defeated in the 1982 election. In the House,
he served on the Ways and Means Committee and was known as a
conservative firebrand. He is now working as Deputy Director
of the White House Office of Public Liaison where he
coordinates business and agricultural issues.

Guests begin to arrive the Southwest Gate, Diplomatic
Reception Room, and are held briefly in the Diplomatic
Reception Room.
7:30 p.m.
THE PRESIDENT arrives the State Floor via the elevator
and proceeds to the Blue Room where he will await the
arrival of his guests.
Guests are then led up the Grand Staircase to the
Blue Room.
8:00 p.m.
THE PRESIDENT and his guests proceed from the Blue Room
to the Cross Hall, into the State Dining Room, and
into the Old Family Dining Room to be seated for dinner.
Brief welcoming remarks by THE PRESIDENT.
Following THE PRESIDENT'S remarks, dinner is served.
9:00 p.m.
THE PRESIDENT departs the Old Family Dining Room via the
State Dining Room, the Cross Hall, and proceeds to the
elevator.
All guests may begin to depart via the Grand Staircase,
Diplomatic Reception Room.
