From July of 1982 until July of 1983, the Red Cross budgeted more than $33 million for disaster relief. It is currently in deep financial straits and is mounting a $12 million fund-raising drive. WILLIAMSON RECEPTION TUESDAY, MAY 31, 1983 -- Thank you all very much for gathering here with me to honor my friend and fellow true believer, Rich Williamson. Rich has been working with me and for conservative causes for a very long time. He was a part of our campaign in 1976 and served as deputy director of the campaign in 1980. -- As a matter of fact, Rich was the ringleader of a little group known as the "Bomb Factory" in the '80 campaign, and I always marveled at how well that suited him. -- I've relied on Rich for his ideas, his energy, and his steadfast loyalty and he has never let me down, I know it has been tough at times. For the last 2 years he has been my Assistant for Intergovernmental Affairs, and my right hand in our struggle to restore the rightful balance between levels of Government. -- They say that until now no Government in history has ever voluntarily reduced itself in size, but with Rich's help that's exactly what this Government has begun to do. We have brought back the themes of decentralization, diversity, and accountability to the national dialogue. We've made great strides with our block grants, shifting decision-making and responsibility to State and local governments. Page 2 -- We have accomplished a lot, but we are not through yet. J. thank you, Rich, for the outstanding job you have done and I promise you: our struggle will continue until the ability of our people to control their own lives and destinies is again as it should be according to the Constitution. -- Rich, you and Helene are moving to Vienna at almost the same time, and I don't think it's quite fair.
