I.
PURPOSE
To accommodate the request of a bipartisan group of
Senators and Congressmen who are leaders of their respec-
tive Steel Caucuses on Capitol Hill to advise the President
of their views regarding the complex issues of concern to
the American steel industry.
II. BACKGROUND
The House and Senate Steel Caucuses are bipartisan groups
formed for the purpose of exploring solutions to domestic
steel problems. Caucus members have requested on several
occasions, both this year and last, an opportunity to meet
with the President to discuss issues impacting on the steel
industry.
Congressman Gaydos (D-Pennsylvania) and other House Steel
Caucus leaders introduced legislation this week that would
limit steel imports to 11 per cent of the market, a very
low figure. It would also set a limit for iron ore
imports and establish a steel tripartite committee. This
legislation is certain to be a major focus of any Caucus
presentation.
Recently, several members of the House Steel Caucus
wrote to commend the President for his decision regarding
import relief for the specialty steel industry. At that
time, they again requested an opportunity to meet with the
President and his advisors. This meeting will give the
President an opportunity to discuss additional issues of
concern to the domestic steel industry. It will also allow
him to demonstrate his continued concern for those blue-
collar workers in smokestack industries not yet reaping
the full benefits of the economic recovery.
The Senate Steel Caucus which has forty-six members meets
infrequently but has actively supported steel industry
positions on several issues. Thirty-two Senators, for
example, signed a letter to the President recommending
action on specialty steel. A key issue currently is the

purchase of foreign steel for use by domestic steel
companies such as U. S. Steel's plan to purchase unfinished
British carbon steel. This development has severely split
labor and management.

SUGGESTED TALKING POINTS FOR STEEL CAUCUS MEETING

The steel industry in the United States is passing through
the most difficult period in its history. With only brief
exceptions, it has experienced constant problems since the
1973-1974 boom: profits have been inadequate for the
substantial modernization that is required; costs have
risen sharply; competition from substitute materials has
intensified; and imports have grown to record levels, often
through the use of unfair practices such as dumping and
subsidization by foreign governments.
-- This is a complex and long-run problem that demands a
comprehensive and consistent policy response. We have been
assembling the elements of such a response over the past
two and one-half years and are now within sight of a much
better future for the industry and its workers.
--
Our economic recovery program is paying dividends for
American industry. Normally, the recovery in steel lags
the recovery as a whole, because steel demand depends
largely on certain types of capital spending. The
recovery, if it continues at a steady non-inflationary
pace, should produce sharply higher capital spending--and
thus steel demand--toward the end of this year or early in
1984.

I do not believe that we can solve our problems through
across-the-board import restraints. Given the steps we
have taken with respect to the European Community and
Japan, the principal problem is the disruptive pricing of
imports from less developed countries. The best way to
deal with that kind of problem is through our unfair trade
laws.

In another area - specialty steel we have taken a number of
unprecedented steps. Relief which went into effect two
weeks ago is carefully tailored so that the relief is most
stringent on the products where the need is greatest (bars,
rods, and alloy tool steel)
