KAL 007 tragedy, as well as the optimistic
outlook for the economy. Since this is Hispanic
Heritage Week, we made an effort to include a
large group of Hispanic editors in this particular
group.
II.
BACKGROUND:
As part of our effort to increase understanding of
Administration principles and priorities, particularly
with respect to Central America, we are planning a
series of briefings for many press groups. Before
you arrive, this group will have been briefed by:
Ed Meese (domestic policy, family values), Tony
Motley (Central America) and Rick Burt (KAL 007).
And in the afternoon they will reconvene at the
State Department for further briefings on Central
America, human rights and refugees.

PRESIDENTIAL REMARKS: BRIEFING FOR HISPANIC, LABOR, AND
RELIGIOUS PRESS
WEDNESDAY, SEPTEMBER 14, 1983
Good morning and buenos dias. It is a pleasure to have you
here today. I understand that you've been briefed by my staff on
some domestic and foreign policy issues. I'm happy you've got
this opportunity to obtain this information firsthand. We are
concerned that all Americans are fully aware of what we are doing
and how it relates to them.
For those of you in the Hispanic press, I want you to know
this concern is not something new, or some grand campaign
strategy. Since my days as Governor of California, a State with
a large population of Americans of Hispanic descent, I've been
aware of the rich contributions your community has made, and is
making, to our country. Within 24 hours of declaring my
candidacy for President in 1979, I outlined a program that
emphasized the importance of better relations among all of us in
this hemisphere.
I said then, and have echoed since -- at Cancun; during my
trip to Central and South America; and during my many
consultations with the Presidents of Mexico -- that we in this
hemisphere are all Americans. We worship the same God and we
have enormous potential if we can build on those many things that
bind us together.
Recently, I visited Hispanic business leaders in meetings in
Florida and California. I was impressed by the optimism and
enthusiasm I found. Their spirit and energy were reminiscent of

Americans of an earlier age, when entrepreneurs turned an
undeveloped wilderness into a dynamo of freedom and abundance.
There is no better proof that the "American Dream" is alive and
well than what is happening in the Hispanic community today.
Many Americans of Hispanic descent are moving into positions
of influence and authority, not because of some quota, but
because they are top quality individuals. Earlier this week, I
appointed Katherine Ortega, a successful banker, as Treasurer of
the United States. I'm certain that she, and the many others of
Hispanic descent in this Administration, will continue to play an
important role in building our economy.
I could recite a list of economic indicators, but, by now, I
hope it's clear to everyone that we've turned a graveyard
situation around, and the economy is taking off with new
strength, confidence, and vigor. It's caught some of our critics
by surprise. Only 3 years ago, some of the experts were saying
it would take a decade to squeeze inflation out of the economy.
We didn't know any better, so it didn't take us that long.
One word of warning, however. We cannot take economic
expansion for granted. During the last decade, the growth of
Government -- with its taxing and spending -- gave us
double-digit inflation, sky-high interest rates, business
stagnation, and unprecedented pessimism. That was just 3 years
ago.
We've got our country back on the road to non-inflationary
economic growth, but if we are lured back into the policies of

tax, spend, and inflate -- policies that caused our problems in
the first place -- everyone will be worse off.
Strengthening America's economy hasn't been our only
challenge. We've accelerated our efforts to rebuild our military
strength that was permitted to seriously erode during the last
decade. We've done this not because we enjoy spending money. I
can assure you, I don't want the Federal Government spending one
cent more than is absolutely necessary for the preservation of
our freedom and the maintenance of world peace. But, wishful
thinking is a threat to peace.
The magnitude of our challenge was brought home to many
Americans just 2 weeks ago when an unarmed passenger liner was
willfully shot down by the Soviet Union, a massacre of
269 innocent people.
That gruesome episode unmasked the Soviet regime for what it
is, a dictatorship with none of the respect for human values and
individual rights that we in the Western democracies hold so
dear. This brutal regime stamps out any dissent that might serve
as a moderating influence. Worshipping God is considered a
social evil. We cannot permit such a regime to militarily
dominate the planet. This incident should reaffirm our
commitment, and that of our allies, to rebuild our defensive
strength.
We must and will continue to reach out for arms reduction
agreements, to reduce the nuclear and conventional arsenals that
threaten humankind. But, with a regime that callously shoots
down passenger planes, demonstrating that their values are far

different than our own, this is a great challenge -- one we must
meet with faith, wisdom, unity, and courage. Perhaps if any good
has come out of this tragedy, it is that the Western democracies
better appreciate that peace will take more than gestures of
goodwill and sincerity.
We are encouraged that, today, the Western Alliance is more
unified than in many years. In this hemisphere, we enjoy a
healthy dialogue with our neighbors, and a new level of respect
has developed among us. In contrast, the Soviet Union is
becoming increasingly isolated as the free people of the world
become more aware of the nature of the Soviet regime.

I. PURPOSE
To impress upon Senators Baker and Dole the need for Senate
floor consideration of the Administration's tuition tax credit
legislation (S. 528) and to discuss possible legislative
vehicles for this debate.
II. BACKGROUND
The Administration has worked diligently to move the tuition
tax credit legislation through the Senate Finance Committee
and to the Senate floor for debate by the full Senate. White
House Legislative Affairs has taken the lead in this issue
with assistance from the Departments of Education, Treasury
and Justice.
Last Congress, after extensive debate, many difficult votes,
and considerable delay, the bill was reported favorably from
the Senate Finance Committee by a record vote of 11 ayes and
7 nays. White House and Administration officials labored
successfully to resolve the anti-discrimination provisions in
the Administration's bill which had become a key controversy.
While the Administration's bill in the 97th Congress was not
officially reported from Committee until September 23, 1982,
Administration officials indicated in a private meeting in
July with Republican Members of the Finance Committee our
interest in adding tuition tax credits to the Tax Equity and
Fiscal Responsibility Act (TEFRA). This suggestion was
flatly rejected. Subsequent to the enactment of TEFRA, White
House Legislative Affairs continued to make efforts to have a
Senate floor debate on the tuition tax credit bill both before
the autumn election recess and during the lame duck session.
It became clear during this period that a number of Republican
Senators did not want to vote at all on this measure.

The Administration's bill in the 98th Congress, S. 528, was
reported favorably by the Senate Finance Committee in June,
1983. While several amendments were offered during the
markup, the Administration won every important vote by a
good margin. The bill again was reported favorably by a
record vote of 11 ayes and 7 nays. The White House
subsequently requested that tuition tax credits be considered
as an amendment on the Senate floor to the withholding repeal
legislation. The tuition tax credit coalition, at the
request of the White House, approached both Senators Packwood
and Moynihan to ask that they sponsor the amendment. Both
responded that they would if asked by the White House and if
Chairman Dole agreed that the withholding repeal bill was an
acceptable vehicle. Dole rejected the idea.
Our strategy from the beginning has been to have the Senate floor
debate on tuition tax credits as part of a "must" bill, i.e., one
on which the House must go to conference. This is the only way
that the coalition will have an opportunity to lobby House
members on this issue. Normally, tax issues initiated in the
Senate are offered as amendments to House passed revenue bills.
There is a possible logical alternative for the tuition tax
credit bill: S. 1285, the Math and Science bill. This
legislation was reported in May from the Senate Labor and Human
Resources Committee (Orrin Hatch, Chairman and Ted Kennedy,
Ranking Minority Member).
Revenue related measures which are due to be considered before
the end of the year include the following:
-- Federal Supplemental Compensation: This program expires
October 1 and the Administration has recommended its
extension.
-- Debt Ceiling: The debt ceiling cap will be reached in October
and an increase will be requested by the Administration.
- A year's end tax package is expected. This would address a
variety of tax provisions, many of which expire December 31,
1983 unless they are extended.

Party Hispanics are undertaking in their party-building
and fund-raising ventures.
II. BACKGROUND
The Republican National Hispanic Assembly, under the
leadership of Chairman Tirso del Junco (former California
State Party Chairman), holds their first leadership
conference ever, kicked off on Tuesday with a speech
by Ambassador Jeane Kirkpatrick.
This event, with ticket price at $150 per person, will
raise approximately $300,000. All proceeds from the event
will be used to develop the Republican Party in targeted
Hispanic communities.
The Leadership Conference will also hear from Ambassador
Tony Motley, Secretary Elizabeth Dole, Ambassador Otto
Reich, AID Administrator Peter McPherson, Assistant to
the President Edward Rollins, and Treasury Secretary
Donald Regan. The President's speech will conclude the
Conference.
