to discuss the State, Justice, Commerce appropriations
bill.
-- I know you have managed this bill well in the Senate, and that
you were successful in keeping even more funds from being
added during Senate debate.

$731 over my request, and this gives me great concern in
terms of approving it. I know that you and Dave (Stockman)
have been discussing this issue, and I am interested to
hear your thinking on it.

I.
PURPOSE
A meeting with some of the leading Attorneys General
prior to the National Association of Attorneys General
(NAAG) Winter meeting in Hawaii, December 5-9, 1983,
will demonstrate the Administration's interest in NAAG
and confirm your appreciation for their general support
of your crime package pending in Congress.
II. BACKGROUND
Attorneys General are second only to governors as
prominent statewide elected officials. The NAAG Winter
meeting is expected to be well attended and resolutions
are likely to be considered. The NAAG annual meeting
will be held next June.
The Attorneys General can be expected to raise the
following topics for which NAAG has supported the
Administration's positions:
o
Attorneys Fee Reform Proposal
O
The bulk of the Crime Package
o
The Solicitor General's decision not to appeal
the Exxon oil overcharge case court ruling.
General Greely can be expected to invite you to attend
the NAAG conferences.
The Attorneys General are especially complimentary of
Attorney General William French Smith and his assistance
in providing training for Supreme Court appearances and
improving office management through the lend/lease
program.
