PURPOSE To accommodate the request of six House Republican Members that they be given the opportunity to meet with the President to discuss the proposed Department of Education budget for FY 1985. II. BACKGROUND Following the National Forum on Excellence on Education, Congressman Vin Weber (R-Minnesota) wrote on December 9 to request a meeting with the President by a six-member delegation of the newly formed House Republican Education Policy Task Force, co-chaired by House Members Steve Bartlett (R-Texas) and Nancy Johnson (R-Connecticut). On Friday, December 16, these Members met with OMB Director Stockman and Secretary of Education Bell. Although the meeting was a productive one, on December 19, 1983, these Members wrote the President to reiterate their request for a meeting with the President prior to the time that the FY 1985 Department of Education budget is finalized. The Task Force members feel strongly that the Administration's FY 1985 budget will be viewed chiefly in a political context, and that few, if any, appropriation bills will be enacted before the 1984 elections. In that context, they feel that the President has staked out a significant leadership position in the education area which would be greatly undermined by an inadequate recommendation in the FY 1985 budget proposal. The Hill perspective is that the President's signature on the FY 1984 Labor/HHS/Education Appropriations bill signifies approval of the current level of funding and that any reduction would be viewed as a retreat. They would prefer level funding or even an increase for inflation, but do appear to be open to discuss specific goals and individual elements of the Education agenda. 2 III.
