We made good progress this week on initial elements on our comprehensive economic plan. But we still have dozens of tax, budget and regulatory options to review - and only about 25 days left to reach our mid-February target. 2. Since the spending control and budget items are the most numerous and difficult, I am creating a Budget Working Group to review options prior to their presentation to me and the full Cabinet. 3. The Budget Working Group will be chaired by Dave Stockman and include all members of the Cabinet in sessions relevant to their agency or department. The Budget Group will have an advance agenda for each day during the next two weeks, and options papers will be delivered to each Cabinet Department 48 hours or more in advance of each session. 4. In addition to relevant Cabinet members, Ed Meese, Jim Baker, Marty Anderson, Don Regan, Murray Weidenbaum and Bill Brock will serve-as regular participants in the working group. 0 5. You aim should be to achieve consensus on spending control measures wherever possible within the group. Any items that cannot be resolved, of course, would be brought before me and a full Cabinet session for final resolution. 6. Dave Stockman has requested that we proceed on this modified basis so that affected departments will have the maximum possible time to review proposed spending control options - consistent with the tight time frame in which we are forced to operate. President Reagan will attend as a guest of Vice President Bush, who is a member. Upon arrival at the Alibi Club, President Reagan and Vice President Bush will be met by Admiral Jerald Wright, Club Proctor. The Alibi Club, established in 1884 and which has had no more than 50 members since 1890, is a stag luncheon club which meets once a week. Originally, a poker club, the Alibi Club is made up of diplomats, politicians, and pro- fessionals from the Washington area. Today's buffet luncheon will be informal in that attendees will not sit at tables, but rather will stand and eat or find an occasional chair. President Reagan and Vice President Bush will make no remarks. There will be 64 people in attendance (27 members and 37 guests). Dress for the Alibi Club will be a business suit or sport jacket. This event will be closed to all press. President Reagan and Vice President Bush will spend one hour at the Alibi Club and will depart in separate motorcades.
