largest newspapers and radio and television stations.

BACKGROUND
The group will be here for a briefing by Secretary Regan,
Director Stockman and Chairman Weidenbaum, which will follow
your remarks. This will provide an opportunity to discuss
your economic program with out-of-town media.
III. PARTICIPANTS

IV. PRESS PLAN
Network cameras and a writing press pool will cover the
remarks and question and answer session.
Cameras from the local media of the participants will have
a photo opportunity of the breakfast.
White House photographs will be taken.

I. STAFF INSTRUCTIONS THURSDAY, FEBRUARY 19, 1981 TO SANTA BARBARA
All staff are encouraged to go directly to Andrews Air Force Base.
Press Plane Instructions
o Staff members traveling on the Press Plane and arriving at Andrews
AFB by independent means are to be in the Press Center, Base
Operations Building, no later than 9:00 a.m. All baggage is to be
placed on the baggage cart in front of the Press Center. There is
ample parking available in the lot across from the Press Center.
o Staff members traveling on the Press Plane and departing for Andrews
AFB from The White House are to depart from the West Basement no
later than 8:30 a.m. Each staff member is responsible for putting
his/her own baggage in the staff vans.
o The Press Plane will depart Andrews AFB en route Pt. Mugu Naval Air
Station at 9:30 a.m., one hour prior to Air Force 1.
You will be arriving at Pt. Mugu NAS one hour before AF1. There is
a terminal building with machine coffee and soft drinks. A press
area has been established for viewing the official arrival.
Press Office staff will travel to the Santa Barbara Sheraton on the
press buses. Other staff will travel via staff vehicles with AF1
traveling staff.
You will be provided a room manifest prior to arriving at Santa
Barbara. Your room key will be in the door, and your baggage
delivered to your room.
For those staff not staying at the Santa Barbara Sheraton, baggage
will be separated at Pt. Mugu NAS and can be picked up at planeside.
Air Force 1 Instructions
0 Staff members traveling on Air Force 1 and arriving at Andrews Air
Force Base by independent means are to be in the Distinguished
Visitors' Lounge (DVL), Base Operations Building, with baggage no
later than 9:30 a.m. Leave your baggage unlocked and do not leave
any film in the baggage. Board AF1 via the rear stairs.
Effective 2/18/81 12:30 p.m.
There is ample parking in the lot across from The Base Operations
Building.
0 Staff members departing from The White House are to be at the West
Basement no later than 9:30 a.m., but all baggage must be placed
there by 8:30 a.m. Have the baggage unlocked and leave no film in
the baggage. Staff vans will be provided. Board AF1 from the rear.
0 Staff members traveling on Marine 1 from The White House to Andrews
AFB should have their baggage placed in the West Basement not later
than 8:30 a.m. Marine 1 will depart the South Lawn at 10:05 a.m.
Upon arrival at Pt. Mugu, board staff vehicles for trip to the Santa
Barbara Sheraton.
A staff manifest, will be provided prior to arrival in Santa
Barbara. Keys will be in the doors, and baggage delivered to the
rooms.
For those staff not staying at the Santa Barbara Sheraton, baggage
will be separated at Pt. Mugu NAS and can be picked up at planeside.
II. STAFF INSTRUCTIONS - SUNDAY, FEBRUARY 22, 1981 - TO WASHINGTON, D.C.
Press Plane Instructions
o All staff members traveling on the Press Plane should bring their
baggage to the parking lot behind Building #2 of the Santa Barbara
Sheraton by 9:30 a.m. Press Office staff will travel to Pt. Mugu on
the press buses. Other staff members will travel to Pt. Mugu in
staff vans. All vehicles depart the parking lot at 9:45 a.m.
The Press Plane departs Pt. Mugu en route Andrews Air Force Base at
12:30 p.m. and arrives at 8:00 p.m.
Baggage can be picked up from the baggage carts in front of the
Press Center soon after arrival. Staff vans for those traveling to
The White House will depart as soon as the passengers are ready.
Air Force 1 Instructions
O All staff members traveling on Air Force 1 must place their baggage
outside their door by 8:15 a.m. Leave the baggage unlocked and
leave no film in the bags. Staff vans will depart the Santa Barbara
Sheraton from the lobby at 10:00 a.m. en route Pt. Mugu.
Board Air Force 1 via the rear stairs. Departure is at 12:00 noon.
Upon arrival at Andrews Air Force Base, baggage may be picked up at
planeside. Baggage not claimed at Andrews Air Force Base will be
delivered to the West Basement Foyer.
Staff vehicles will be available for those needing transportation to
The White House.
