Urshan is the General Superintendent of the 600,000 member United Pentecostal Church. He and State Rep. Jenkins came to discuss the problems between the State education authorities and Church operated schools in Nebraska. Rev. Urshan is urgently requesting at least some indication of moral support from the administration. I told him that we were currently investigating what steps, if any, would be appropriate, but that he should understand that this appears on its face to be a local matter in which the Federal legal process is not involved. He strongly urged that Federal Constitutional rights of Freedom of Religion are at stake. They suggested that the issue was very tense and they felt that violence might ensue. I agreed to discuss the matter with the BIA head, Ken Smith. STAFF PARTICIPANTS: Morton Blackwell SUMMARY: Jack Clayton brought Everett Sileven by. He was jailed and his Christian school closed down inLouisville, Nebraska because of a State law requiring State-certified teachers. Rev. Sileven expressed his thanks for the encouragement from the President. He is hopeful but not optimistic that the State Legislature will adopt laws analagous to those of most states which would make it possible for the Christian school to operate without being required to hire only State certified teachers.
