Growing conservative interest in flat rate tax, provided
it is tied to passage of strong tax limitation amendment

- Boiling unrest among conservatives over report of State Department
proposals giving the President options either to reduce or to
reduce and eventually terminate arms sales to Free China.
- Despite President's endorsement of Tuition Tax Credit Bill,
widespread perception among supporters that top Administration
officials have no intention of pushing vigorously for either
Tuition Tax Credit Bill or School Prayer Amendment.
- Despite welcome resignation of Secretary Haig, conservative
and New Right groups see no indication Secretary designate
Shultz will make Reaganite changes in State Department soft-
line personnel and policy.
- Conservative political action groups urging President to recapture
political initiative with offensive based on successful issues
of the 1980 campaign.

- Presidential event in Roosevelt Room on Tuesday announcing the
sending of the bill on Tuition Tax Credits to the Hill.
RED FLAGS
- Unprepared Congressional sponsorship for tuition Eax credit bill
sent shock waves through the solid coalition for this bill. Many
major groups are unlikely now to spend significant resources unless
and until the President personally goes public urging passage of this
bill this year.
- Normally Reagan supportive veterans groups getting more militant
against Administrator Nimmo at VA.
- National Right to Work Committee burning up the wires and preparing
to flood the mails with attacks on Solicitor General Rex Lee over the
issue of right to work in federal enclaves in right to work states.
- Conservative groups likely to oppose any Administration package for tax

1 Southern Baptist endorsement of voluntary school prayer amendment has
caused many reporters as well as religious leaders to rethink the
chances of passage of the President's proposed voluntary school prayer
amendment.
