Dear Mr. Hacker:
This responds to your recent letter to the President
regarding the participation of certain non-traditional
charitable organizations in the Federal program for
charitable fund-raising, the Combined Federal Campaign.
Campaigns are conducted in over 540 locations throughout
the country under rules issued by the U.S. Office of
Personnel Management. Dr. Donald J. Devine, Director of
the Office, has stated that recent court decisions,
together with the eligibility standards adopted by the
previous administration, made it impossible this year
to more closely scrutinize the applications of charitable
organizations that wished to participate in the Campaign.
He is, however, committed to redrawing the eligibility
standards to insure that participation in the Campaign
is limited to genuinely charitable organizations that
enjoy broad public support.
Meanwhile, the Combined Federal Campaign does remain an
effective way for Federal employees to contribute to
charitable organizations they support. Contributions
that are designated to a specfic organization are always
credited to that organization.
Finally, the participation of an organization in the
Combined Federal Campaign has never, nor will it,
constitute the endorsement of the Federal government of
that organization. The only appropriate role for the
Director is to set and endorse general requirements
which are reasonable, and then to apply them without
bias.
Thank you for your interest in the Combined Federal Campaign.
Sincerely,
Morton e. Blackwell

Mr. Edwin Meese has asked me to thank you for your letter
of October 23.
As the President's liaison to limited government groups,
I appreciate this update on the fine work of the American
Council for Coordinated Action.
As more Americans become activated in the public policy
process through the ACCA and other efforts, we will
continue to make progress in returning government to
its appropriate function.
The strength of our country depends on citizen activism.
Your efforts show you know the truth of Edmund Burke's

Dear Mr Lazarus:
Thank you for your telegram concerning the article on
commissaries that appeared in U.S. News & World Report.
Your understanding and recognition of President Reagan's
concern for the status of military personnel is deeply
appreciated. The article to which you refer correctly
points out that military personnel and their dependents
view commissary privileges as an important benefit.
I know of no Administration plans to ask for a reduced
level of appropriated fund support for military commissaries.

Dear Vic:
Thanks for the booklet "I Am Proud To Be An ISI
Alumnus".
While a number of other folks got their current
Administration positions noted, I was still listed as
a member of Senator Humphrey's staff.
Eventually, you may run out of inventory and decide
to reprint; if so, attached is a current blurb on me.
I would encourage you also to make any use you see
fit of my revised statement on ISI:
ISI's contribution to the Reagan Administration's
approach to public policy is enormous. Every day
we work in the White House with ISI alumni who
understand that study is a preparation for action.
As Cicero wrote, "No man should be so taken up
in the search of truth, as thereby to neglect
the more necessary duties of an active life: for,
after all is done, it is action only that gives
a true value and commendation to virtue."
Keep up your good work and let me know if I can ever
be of any assistance.

We will let you know when an action is taken.
Sincerely,
