Washington, D.C.--(LC)--The White House has been asked to arrange a meet-
ing between President Reagan and national bishops and church and synagogue leaders.
This was reported by Dr. Charles V. Bergstrom, executive director of the
Office for Governmental Affairs of the Lutheran Council in the USA, following a ses-
sion at the White House with Mrs. Elizabeth Dole, Assistant to the President for
Public Liaison. Bergstrom arranged the meeting for five members of the Washing-
ton Interreligious Staff Council (WISC), of which he is former chairman.
Bergstrom said that President Reagan "has the ear of the Moral Majority and
other right-wing fundamentalist groups and needs to get the input of leaders of
mainline Protestant, Catholic and Jewish groups as well."
"We pointed out," Bergstrom said, "that the Moral Majority is a lobbying
office, not a church, and that our organization represented a point of view based on
actions of church conventions." WISC is composed of 38 churches and Jewish
organizations.
The group told Mrs. Dole and her deputy, Diane Losano, that their religious
bodies differ with "right-wing fundamentalists" on a number of issues, such as
prayer in the public schools, jurisdiction of the U.S. Supreme Court and the voting
rights bill.
"The White House early on had wanted to have three contact people -- one for
Catholics, one for Protestants and one for Jews," Bergstrom said. "We told the
administration that since we all work together, we would prefer only one person."
With Bergstrom at the July 14 meeting were representatives of the United
Church of Christ, United Presbyterian Church, Joint Baptist Committee and Union
of American Hebrew Congregations.

Reagan Relations On taking office, a President's often contrasted with his pre-
decessor. That contrast was particularly favorable to Ronald Reagan in Congressional
relations. Unlike Carter, he had experience in dealing with a powerful state legis-
lature; his style won warmth and friendship from members of Congress; he appointed
experienced White House aides; and he presented a clearcut program.
But as is often the case, there was a tendency to gloss over factors which did
not "fit" the trend. These included some basic political realities; that the closer
the next election, the more independent Congress acts; that being labeled a "rubber
stamp" for the White House is dangerous, even when the President is well-liked; that
the Reagan Administration was allowing too many issues to get away from their control
or influence and failed to turn much campaign rhetoric into concrete proposals.
These are now "coming home to roost" and criticism of Reagan's handling of Con-
gress is escalating. There are several problem areas:
(1) Voting Rights The Administration sent nothing to Congress before the House
extended the current law. To appease Senators Thurmond (R-SC) and Hatch (R-UT), it
may propose relaxing the law. But many Republicans agree with Democratic strategists
that a continuing battle will do nothing but build black turnout in 1982.
(2) Farm Subsidies Despite David Stockman's opposition to key price programs,
the White House did little to shape the battle. That may have been inevitable, due to
the local interests involved. And the final budget figures are probably as low as
could have been expected. But the White House image for legislative competence has
suffered.
(3) Clean Air In proposing a broad set of principles, EPA Administrator Anne
Gorsuch hoped to avoid being labeled anti-environmentalist - and leave the "gutting"
of Clean Air standards to lobbyists on the Hill. But Gorsuch is drawing much ridi-
cule from environmentalists, businessmen and Republicans on the Hill for lack of a
viable program.
(4) Social Security Budget balancing demands cutbacks. Political survival
requires the blame be elsewhere. The Administration now realizes that - thus, its
proposal for a bipartisan commission to recommend changes. But that realization came
only after HHS Secretary Schweiker unveiled his own cutback plan; and the image of
RR as a Social Security cutter is still damaging the GOP.
(5) AWACS Even if the Administration prevails (odds look 50/50), its failure
to see the problem coming has severely damaged its clout.
Underestimating Reagan's ability to deal with Congress would be as great a
mistake, now, as overestimating it was earlier. Reagan has handled social issues
(e.g. abortion) as well as could anyone, given the gap between his own true believers
and the public. His understanding of the need to move his agenda early is comparable
to that of Lyndon Johnson. But comparisons with FDR's first 100 days, so common
last Spring, are not heard around Washington much anymore.

During the course of this year, the House
of Representatives voted - by overwhelming (almost three to one) margins - to:
(1) oppose the Reagan Administration's stand (in the World Health Organization)
against restrictions on marketing practices of baby formula manufacturers in Third
World countries;

As you are probably aware, it is usually necessary to invite
the person and, according to the nature of the event, you may
want to include an aide or surrogate. Many denominations have
offices and staff in Washington, and if schedules or travel prevent
attendance the local staff sit in the briefing. It often pays to
be specific about who is invited.

As with the others who attended the meeting with you I was most
impressed and most heartened by our conversations. In keeping with
your invitation to seek access to the administration on issues of
importance and concern to us, I would like to suggest a meeting
which I believe is most appropriate, most timely and most vital.
Based on our conversation at a superb meeting set up by Jack
Stein last week, it seems clear that within the next two months the
administration will need to decide what its posiitons will be on a number
of crucial church-state issues and what role the adminstration will play
in the Congressional decisions which will be made. I think that some-
time in the next few weeks it would be most helpful to set up a meeting
between major Catholic, Jewish, and Protestant offices in Washington
(a group of approximately 15). with some of the people who will be
involved in the policy making role for the administration on church-
state issues. While such a meeting could be set up in late August,
many people are still vacationing and it might be better if we could
set up such a meeting during the first week of September.
I have spoken to the heads of the major church and synagogue groups
and would be glad to coordinate our end of that meeting.
I look forward to hearing from you on this matter.

for a list of church leaders. Paul Kittlaus is chairman of the Washington Inter-
religious Staff Council, but has asked me to continue working on plans for White
House meetings since he is to be away a great deal the next few weeks. Kathy
Christiansen has called again for the list. Because of my being away, I had sent
a letter to Diana Lozano on August 14. She had called my office and indicated we
would get together after Labor Day.
Meanwhile, we want to cooperate with the White House in every way possible.

April 13th meeting with national religious leaders.
This was, we believe, the first time any President has
invited to the White House the heads of all major
national denominations and national religious organi-
zations. Enclosed is a packet of materials from that
meeting.
As you can see, this was not a meeting of major local
leaders, but a gathering of national group heads.
Rest assured that Dr. Simpson and Dr. Polk will be kept
in mind for appropriate future meetings.

Dear President Reagan:
It was a distinct pleasure to view, in the New York Times,
your picture with religious leaders at the White House and
to note your call for spiritual revival. Featured with you
in the photo were two prominent New York clergymen, Cardinal
Cooke and Rabbi Shribman.
The discordant note on this otherwise harmonious occasion was
that none of the Protestant leaders of the Council of Churches
of the City of New York were invited to this assemblage. This
omission of the largest Protestant Council in the City is indeed
regrettable.
The Council of Churches of the City of New York is not only a
Protestant Christian force, but it also provides a coalescing
ecumenical drive that is dominant in the search to erase
racism in our area.
I do hope that Dr. Samuel Simpson, the President of the Council,
and Dr. Robert Polk, our Executive Director, will be considered
in any future similar religious gatherings. It would, in fact,
be helpful and appropriate to have a dialogue with the Council
leaders who, in addition to being widely accepted in our community,
have special insight into and knowledge of the needs of the black
and Hispanic middle classes.
Any consideration of the matter would be greatly appreciated.
