The Fourth Meeting of the National Committee for the Year of the Bible was
called to order at 10:15 a.m. with Dr. Bill Bright, Chairman, presiding. Dr.
Bright and Committee Members Father Wenig and Dr. Ronald Jenson began with a
study from the Bible and Vice Chairman Dr. Tom Zimmerman opened the business
portion of the meeting with prayer.

Glenn Jones reported on the many diverse activities happening across the
country. Of special mention were the positive responses and proclamations made
by the Mayors of large cities like Atlanta and Dallas.
Bible Study/Reading Emphasis Committee: Bruce Wilkinson
The initial responsibility to develop three tools for circulation has been
accomplished. The Christian and Jewish Bible Reading Guides and the Directory
of Bible Resources have been widely distributed to thousands of churches and
hundreds of organizations.
It was re-emphasized that the Bible Reading Guide can be personalized to be
mailed by specific organizations and the Committee was urged to use either this
tool or another to support the President's request to read and study the Bible
this year, especially to celebrate one month of united reading and study of the
Bible.
Scripture Distribution Committee: Mrs. Ursula Glander
Scripture portions developed by the major Bible societies have been in great
demand and have been distributed widely.

The Christian Heritage Reader's Club has joined Year of the Bible scripture
distribution efforts by offering a display of 100 Year of the Bible New
Testaments for donations of $50. People are challenged to place them in their
community (supermarkets, businesses, etc.). So far 1.6 million New Testaments
have been printed and distributed. Ten million copies are expected to be
distributed.

The Resource Account passed the break-even point and half the income each month
is transferred over to the general budget to pay bills and requests for
information. As planned, the Year of the Bible resource distribution efforts
has become self-sustaining and has paid for over one million pieces mailed.
Newsletters were mailed in September to over 400,000 churches, synagogues,
collateral organizations like church-owned schools and para-church organi-
zations. 60,000 more newsletters were printed and made available to city/state
committees without cost. 30,000 of these were ordered by the California
Committee and mailed to all church related institutions in that state. 10,000
were specially mailed within North Carolina. There are 15,000 to 20,000 still
available.
Billboards are available from Back to the Bible for at no cost (24 sheet
standard board). Approximately 4000 have been placed nationally. Rent cost
estimates for billboards are based on the location of the board averaging from
$100 to $1,500 per month.

Dr. Bright challenged everyone to be responsible for putting up 100 or 1000
billboards and mentioned that many billboard companies give away free space
especially if someone locally approaches them. He strongly encouraged Com-
mittee members to pass the word of this low cost item along to pastors, Jewish
leaders, para-church organizations, etc.
Dr. Bright said he and Bob Woods (California State Director) would place 1000
billboards in January and February in California without the 1983 in the logo.
National Media Campaign Committee: Col. Glenn Jones
The mini-series of the New Media Bible provided by the Genesis Project will not
be aired this year due to the lack of interest by eight major corporations
asked to sponsor the series. The corporate analysts determined that the Bible
on film has no market value to the American viewing audience. Staff are still
looking for corporate sponsors, but are past the 60 day-mark needed to air the
program on national television during 1983.
The George Washington television spot can saturate in one week the 200 national
major market areas for $1.2 million. This spot can be placed in various
communities for a much lower relative cost depending on the area. The staff is
continuing to offer it through churches, businesses and through National
Committee constituencies. Staff are hopeful the Committee and others assoc-
iated with this Year will see a way to make a donation to this media campaign.
Radio spot packages of 15 that run from one minute to 15 seconds can be
purchased for $10 and placed in your local area.
Nancy DeMoss reported that her foundation has developed several spots (Tom
Landry, Pat Boone, Bill Armstrong, speaking of their faith in God) that are
being placed in the top 150 television markets. The foundation also plans to
place full page space ads in all the major print media. After two weeks of
testing, placing eight space ads and airing the spot once per day for ten days
by 20-50 stations, this campaign has produced 173,000 responses for a free book
(now over 250,000).
Year of the Bible ad slicks were sent to 100 of the top magazines in the
country challenging them to print a full page free in honor of the Year as
Reader's Digest has done. The Reader's Digest ad was worth $155,000.
COACHES COMMITTEE FOR THE YEAR OF THE BIBLE: Mr. Peter Lakey
Mr. Lakey presented the Committee a plan to expose approximately 200 million
people to the Year Of The Bible. From Thanksgiving to December 3rd, 45 pro and
college football games are nationally televised. Coaches representing these
teams are being asked to allow their players and coaches on a volunteer basis
to make a simple but profound demonstration of faith by lining up on the

sidelines of the field, take a couple steps onto the field and kneel in 30
seconds of silent prayer for the nation and this Year of the Bible.
A steering committee of coaches is already formed of coaches that have agreed
to allow their teams to participate.
Many Athlete In Action ministry representatives will invite important person-
ages to the game who will be recognized for attending in the honor of the Year
of the Bible.
Students from campuses may be mobilized to distribute scripture portions at the
stadium gates.
Media packets that cover the purposes of the Year of the Bible, the coaches
committee, and the Catholic, Jewish, and Protestant blend of support for the
Year as well as a statement about what the players and coaches are doing in
celebration of the Year of the Bible will be provided the television announcers
to be read during the 30 second prayer if they so choose.
The National Committee was asked to approve and help provide the expenditure of
$5,000 for 1500 press kits. A majority present voted to proceed with this
project without further discussion.

A synopsis of 1 1/2 hours of City/State Committee reporting follows:

Northeast--Regional Director John Uffelmann had three Mobilization Conferences
to train city and state coordinators in his region.
Washington--Pastor in Spokane held an 80 hour Year of the Bible Read-a-thon.
California--State Director Bob Woods reported that there are 17 district
committees raising funds to place the T.V. and radio spots that have been
re-recorded for each district. A newsletter was sent to 28,000 institutions in
California.
Oklahoma--Col. Bob Anderson reported that there are 53 country chairmen in the
state and 59 city proclamations made so far. In Tulsa each denomination is
transposing a section of the Bible in their own versions by hand on the same
top quality paper and signing their names to the section. These sections will
be put together and called the "Tulsa Bible" to be presented to the President
in honor of the Year of the Bible. Kiwanis Club is passing out posters to all
the schools, there have been articles by the local leaders on "What the Bible
means to me," exhibits in schools and YMCA.
Kansas City (KC '83)--The largest gathering of college students ever (35,000)
is being assembled the last week in 1983. these students will be mobilized to
undertake a scripture distribution campaign to the entire city.
Florida--State Director Lon Smith brought 150 city proclamations to the
meeting. 288,000 shopper circulars print Year of the Bible weekly. The
November 5 Celebration in Fort Lauderdale will fill the 30,000 seat stadium and
feature a parade, floats, police equestrian group, 100 hand bell ringers, 1000
voice choir, the Rambo family, Year of the Bible fireworks, Bill Murray O'Hare,
etc. A free will offering will be taken up as well. Next year Florida will

celebrate the first anniversary of the Year of the Bible and will encourage
every city and state to do this as well.
New Mexico--State Director Ron Griffith is putting the Year of the Bible in
Newspaper Bible ads with a potential readership of 65 thousand readers for each
$1 that comes into that ministry.
ACLU VS PRESIDENT RONALD REAGAN
The legal ruling by constitutional lawyer John Brabner-Smith and as approved by
William Ball and Tom Brandon, listed the National Committee as co-defendants in
trials against the President for having proclaimed 1983 as the Year of the
Bible. The National Committee's position brief is Attachment 2.
MILITARY REPORT
Dr. Bright signed a letter to General Vessey encouraging him to help us reach
the two million now serving in the armed forces. The letter requested au-
thority to distribute Year of the Bible Reading Guides to these men and women
on active duty.
YEAR OF THE BIBLE FLOAT
The float made for the July 4, 1983 parade in Washington, D.C. won first place
and is available to other similar parades.
FINANCIAL REPORT
We are currently operating with a deficit of $50,000 and do not have the cash
flow to carry out the projects planned for this fall. Officially, the Year of
the Bible comes to a close on December 31--fiscally it does not. Funds will
continue to accrue to the National Committee from royalties, etc. through the
Easter holiday. Gifts are still needed from the committee, or their friends,
to finish the year in the black.
1984
Continuation of the Year of the Bible was discussed at length due to the
awareness just now building and the desire not to end committee programs that
may peak in actual effectiveness after the year ends. It was suggested that the
President be asked to address Committee efforts when he speaks to N.R.B. early
next year. He may at that time call for a continuation of this Committee and
continued emphasis of Bible reading because of the great felt need. Whether to
continue as a Standing Committee was discussed. Motion follows:
A Motion was made that "the Executive Committee accept the responsibility to
research the possibility of continuing 1984 with the programs of the Year of
the Bible in an appropriate manner deemed by the Committee.' This was approved
unanimously. (Part of that research is covered by the vote below.)

WRAP-UP MEETING (per Committee vote--on April 20 minutes)
Will be held in Washington, D.C. on February 1, 1984 in conjunction with the
National Religious Broadcasters Convention. Details will be forthcoming as
soon as possible.
SUMMARY
It appears that the goals of the National Committee will have been fully met by
December 31, counting the many activities of the National Committee members,
the Program Committees, National Sponsors, and City/State organizations. We
think that every American will have been encouraged to read, study and apply
God's Word.

YEAR OF THE BIBLE FACT SHEET
More than 10,000 people have ordered over six million pieces
of publicity materials such as bumper stickers, posters, church
bulletins, buttons, TV spots, and radio spots.
Fifteen Governors have made Year of the Bible Proclamations,
with another ten who have indicated that they would do so.
Over 200 Mayors have made proclamations, with an expected
1,000 by year's end.
Reader's Digest contributed a full page ad in over fourteen
million issues with thirty-five million readers.
Guideposts magazine with over fourteen million readers,
featured a four part series on "HOW we got our Bible,"
recognizing the Year of the Bible.
Over 4,000 billboards with Year of the Bible logos have been
distributed by Back to the Bible.
A prison ministry is placing free Bible displays in each of
6,000 prisons and jails in our country.
In January six of the eight indicators of economic health
as reported by the labor department made their greatest
one-month gain since 1951.
In the second quarter of this year the labor department
reported the greatest increase in productivity since 1975.
The National Crime Rate recently showed its first decline
since 1977.
Committees in California are working in eighteen counties,
gearing up for a state wide TV media blitz with the George
Washington telespot.
In Denver, 7-UP has agreed to put the Year of the Bible logo
on 7-UP cans while grocery stores print it on their grocery
bags.
In Kentucky one man raised $300,000 to place a handsome copy
of President Reagan's Year of the Bible Proclamation and
the Ten Commandments in every school in Kentucky.
In North Carolina a businessman is using the largest printing
press in the world to print ten million New Testaments as
give-aways in stores, hospitals, transportation terminals,
and churches.
Bibles are being read-thru in eighty hours by many churches/
communities. The Bible is being "hand-copied" thru in
another area.
A large bakery in the South East has sold over 500,000 pie
pans with the Year of the Bible logo.

Attention, Dr. William R. Bright, Chairman, Dallas, Texas.
Gentlemen:
At a meeting of your Executive Committee, duly called to meet in Washington,
D.C. on June 30, 1983, a resolution was adopted that the Year of the Bible
intervene in, or otherwise express its objection to, legal action attacking the
power of the President and the Congress of the United States to enact a joint
resolution promoting the Bible, with a proviso that such resolution is within the
proper scope of this corporation.
This opinion was requested as a result of that resolution. That resolution
is a proper exercise of the power of the Year of the Bible, acting through its
duly authorized executive committee.
Year of the Bible is a non-profit religious corporation, incorporated in the
state of Texas on February 25, 1983. Its purpose is to provide information and
education regarding the importance of the Bible and its application to daily life,
and also to distribute copies of the Scriptures to the general public. The
corporate by-laws empower the Executive Committee to act on behalf of the
corporation.
On February 3, 1983, the President of the United States issued a Proclamation
pursuant to Public Law 97-280 of October 4, 1982, paraphrasing that law by
recognizing the influence of the Bible upon the United States and encouraging the
study and application of its teachings. The purposes of this corporation are
similar. In fact, the corporation was created primarily to promote this action of
Congress.
This nation was incorporated on July 4, 1776, as an international state, a
"separate and equal state among other powers". The validity of this action was
based upon "the laws of nature and of nature's God." This was the only basis for
international recognition at that time. "We hold our existence by charter from
the great God", the Speaker of the House, John Randolph, explained during a
controversy concerning the War of 1812 with England. The government of the
United States was then the Contin ental Congress. This government was succeeded
by that under the Articles of Confederation, and then by that of the Constitution
of 1787. These changes in the form of government, to provide a "more perfect
union", were in conformity with the Declaration of 1776.
"The laws of nature and of Nature's God" are best revealed in the Bible.
Blackstone's Commentaries, which sets forth the philosophy of government and
international statehood of the United States, sums up the basis of political
existence of a society. He concludes that God gave, to human beings, reason, in
order to discover His laws of nature, but experience shows that our reason is
untrustworthy. So He reveals the laws of nature and of nature's God to us in the
Scriptures. The first treatise on legal education in the United States considers
the Bible as the most important secular law book, "recording a form of government
and law originating in the Great Legislator of the universe". (David Hoffman,
Course on Legal Education, 1817). The Bible's Ten Commandments were incorporated
in the Common Law during its infancy. Six of its precepts are secular in nature,
being concerned with human relationships. Some have been re-enacted in states of
the United States having criminal codes, especially those concerning theft,
murder, and false witness. They are condensed in the secular admonition to "love
one's neighbor", referred to in the President's Proclamation.
An attack on this recent act of Congress and the President is, then, a direct
attack on the political origin of the United States as an international state. It
has the effect, if not the design, eventually, of bringing the federal judiciary
in disrepute as being the ultimate policy maker of the United States, thus
supplanting the legislative authority and the concept of a representative
democracy. For these reasons the Year of the Bible has a special interest in the
defense of any action calling into question the authority of the Congress and the
President in the enactment of Public Law 97-820, of October 4, 1982, concerning
1983 as the Year of the Bible.
Mr. William Ball, Esq. and Mr. Thomas Brandon, Esq. join in the conclusion
that the Resolution in question is a proper exercise of the power of the Executive
Committee of the Year of the Bible.
