3 - I am quite confident about most of the signatures we have. I know that if the President sends it to the Hill, he will do the best he can to get people to "crawfish" on it. JACKSON: A close vote is no victory. You can't conduct foreign policy that way. There was no consultation with Bob (Packwood), myself, or others. They went ahead an announced the AWACS package. That is not a way to conduct foreign policy. There is a strong bipartisan position here. JEPSEN: This administration announced the package, but I would say that it had been promised by the previous Administratio QUESTION: Where in the Middle East should be? JACKSON: There is a clear need for AWACS coverage on a regional basis. That is a military decision -- watch the area adjacent to Afghanistan and north of Iran. Should be part of regional security force. Saudi Arabia has least ability of any country in that region to defend itself. The only countries that have the military capability -- Turkey, Egypt and Israel -- Israel has the most credible force in the entire area. We watched them fight in the Yom Kipper War. It is a most credible force, and the Soviets have respect for the Israeli force. They can put more troops in field than the U.S. QUESTION: Is it a political decision? JACKSON: The idea that they are coming in to buy aircraft of this technology that they can't operate is incredible. It is evidence of the power. I.don't think that is the way to build regional security force. If you have credible military force in that area, my judgment is that the Soviets will not move. QUESTION: Are you concerned that they would buy aircraft from other countries? JACKSON: They make that decision; they could buy Mirages from France; but who is going to fly them -- the Foreign Legion?
