In 1979 NHTSA issued an "Advance Notice of Proposed Rulemaking" raising
the question of whether it should prohibit the further introduction
of all multi-piece rims.
There was little public interest and on April 6, 1981 NHTSA routinely
announced that no rule would be proposed. This appears to be the basis
for the inaccurate Mike Wallace comment that "the Reagan administration
has announced plans to drop a proposed rule that would ban all future
production of multipiece wheel rims."
NHTSA had also found, however, that more than 80 percent of all multi-piece
rim accidents had occurred in professional tire service shops. At NHTSA's
request, the Occupational Safety and Health Administration (OSHA)
promulgated a regulation in April, 1980, governing tire service establishments.
It now requires that all service personnel be trained on correct procedures,
and use a "tire cage" when inflating tires. No mention of this was
made on "60 Minutes."
The program also failed to note that the physical forces involved in
heavy duty truck tires are significant. They require use of large tires
and proportionate inflation pressures, and there is no completely safe
technology available. For example, the accident rate of even the single
piece rim is 50 percent that of the multi-piece rim. Moreover, the
role of the person handling the tire is critical. Virtually all accidents
have occurred because rim components were mismatched in the first place,
faultily assembled or carelessly handled.
Finally, when the "60 Minutes" piece was first aired on February 2,
1981, NHTSA expected and was prepared for significant public response.
Only three inquiries were received at that time. No further inquiries
have been received as a result of Sunday's repeat broadcast.
