Dear Mr. President:
I have read the letter from Mrs. Robert Haskett, which
you sent to me, concerning the unfortunate situation that
prevails in Miami in the wake of the Mariel boatlift last
year. Her letter dramatically sets forth the concerns of a
number of citizens in Florida, and particularly people in
the South Florida area which has been impacted so directly
by the influx of individuals from Cuba as well as from
Haiti.
During our tenure thus far, I have visited Florida on
two occasions, and I am convinced from my own observations,
as well as from meetings with public officials from that
State, that a genuine crisis exists there on account of the
refugee and illegal alien upsurge in 1980.
I have two observations. The first is that our policy
of interdiction of illegal aliens at sea and detention of
those who arrive has begun to show results. The number of
Haitians who came to our shores illegally in the last two
months has dropped dramatically from levels of just one year
ago. In November, for example, only 47 Haitians arrived in
this country through illegal means, in contrast to 1,021 who
came in the same month in 1980.
Second, we have recently scored major successes in
breaking up large narcotics rings in Florida and elsewhere
in the Southeastern United States, through such operations
and efforts as Operation Grouper by the Drug Enforcement
Administration and Operation Bancoshares, a combined effort
of the FBI and DEA. We have also brought a total of 76
fugitives to justice through a recent operation (called
Operation F.I.S.T.) of the U.S. Marshals Service.
