Please bear in mind that there are two Barnwell appeal items. One is
actually labelled "Barnwell" (Item 4 in the Presidential book). The other is
labelled "Waste Treatment" (Item 5).
If the idea is to send a signal, not to fund specific programs because
of intrinsic merit, we should fund "Waste Treatment" only. This appeal relates
to designing a waste solidification process for the Barnwell plant. Both
Keyworth and I believe it far more worthwhile than the other appeal. Without
knowing for certain, I suspect that the South Carolinians might feel the same
way if presented with a choice.
The point: We don't need both to have an effective signal.
