Program Description
Replacement for CETA which expires 9/30/82.
Block grant to Governors for training of disadvantaged.
Provides flexibility so Governors can coordinate with
Vocational Education and the Employment Service.
Important Congressional and Special Interests
Senator Quayle's subcommittee designing similar legislation,
which may have many restrictions on State operation of
program.
Counties and cities who will lose control of resources.
Congressmen from areas with high unemployment.
OMB Position
Nationwide training programs have been run with fewer resources
than OMB allowance.
Resource constraint; agency over ceiling.
