February 10, 1983 Dear Eddie: It was good to hear from you and I appreciate having the full quote you sent me. I've known of that quote but didn't have it in it's entirety. It will be useful. Your words about it being too late to play politics are right on target and I must say there are signs that our opponents are aware of that. There may be a little sounding off now and then but I believe we're going to have some unaccustomed bipartisanship on a number of matters having to do with the economy. Eddie, I don't believe the President has the power to declare an emergency short of war. One of our problems is the extent to which Congress has reduced Presidential powers. This is particularly true in the budgeting process. I don't believe there is a state in the Union with a budget system as Mickey Mouse as that of the Federal government. What I wouldn't give to have a majority in both houses. Believe me I dream of making some fundamental reforms before I leave this place. I'm greatly encouraged by the recent economic indicators, especially the increase in em- ployment and the drop in the unemployment rate. Both housing, and autos have turned up. Now don't tag me as excessively optimistic or whistling past the grave yard. I'll keep my feet on the ground and we are tapping the private sector for input. Paul Volcker is cooperating. Granted we have a long way to go but I think the start has come.
