Dear Murph:
I turned to Don Regan on the idea about house-
hold help and making them tax deductible. He
had the Treasury boys and girls get into it.
They found it attractive in many respects --
the private sector keeping records on possible
illegals, tax payments, etc. But then they
came down on the politics of it -- a tax break
for those who could afford such help, denied to
those who did the work themselves.
There is no question but that we're vulnerable
on that one. They've done quite a job on me
as "favoring the rich" in our tax policies.
They also reminded me that in the tax package
we passed last year we built in some techniques
for getting at the underground economy. They
felt we should give them a chance to work.
I'll go along, but I won't forget the idea be-
cause, tax issues aside, it could possibly in-
crease employment in the household field, aid
the working wives and even lift the payscale
for that type of work.
