His bill appropriates $16.5 million of the surplus earmarked for education, but not spent, for emergency school construction in priority districts particularly hardpressed because of the inability to sell school bonds. However, when the bonds are sold, this money will have to be re-paid. With regard to campus unrest, San Jose State has become the center for organizing the national student resistance effort. Students from around the country are coming to San Jose State to help coordinate the National Student Congress. Opinion is fairly divided over Proposition 8, and apparently many of Crandall's supporters and possible- supporters support Proposition 8. Crandall has attempted to avoid being drawn into discussion of it. TRANSPORTATION/ECOLOGY: Crandall is "adamantly opposing" a super jetport in the area of the Southern Bay Wild- life Refuge. POLITICAL BACKGROUND: Assemblyman George W. Milias, who has announced his candidacy for Secretary of State, is very popular in this county. There are five or six Republicans running for his Assembly seat in a highly contested race. How- ever, the local politicos agree that unless there is a horrible battle for the Milias seat, the party will not lose it. Assemblyman Vasconcellos is expected to have strong opposition from a conservative city counsilwoman. Basically, he is a liberal in a conservative district. If the tide runs in our direction, there is a possibility he may be replaced with someone more compatible to the area. State Senator Alfred Alquist has received the endorsement from the CDC in his bid for Lt. Governor against Ed Reinecke. State Senator Clark Bradley has annouced for re-election, and the feeling is that he will win. Page 2 Congressman Don Edwards, Democrat of San Jose and former ADA President, had previously announced he would not seek re-election and has now changed his mind. He will be opposed by the winner of the Republican primary, either Larry Fargher or Bill Best. Local politicos feel that Edwards will be re-elected.
