Dear Mr. Uhler:
It has been approximately five months since the last meeting of the
State Economic Opportunity Advisory Committee. I believe it is ap-
propriate that we call a meeting of this committee sometime in
February.
I believe the Advisory Committee should hear progress reports on the
important work your staff is accomplishing in its oversight of the
War on Poverty in California.
Another area of interest to us: to what extent are the C.A.P. Agencies
using the technical assistance which we (the committee) requested. You
gave notice of the availability of this assistance in your memorandum
of October 27, 1970. I am sure there are other areas or items you would
like to add to the agenda for this meeting.
Since Thursday seems to be a good day for the committee members, I. sug-
gest we set the date of February 11, 18 or 25.
If you will select a date convenient for your busy schedule and list
items for the agenda, I will send notices to the members of the committee.

Thank you for your recent letter regarding State OEO Advisory
Committee meetings.
You may recall that subsequent to the refunding of this office
in late August, 1970, I mentioned to you that there was no
provision in the grant for an advisory committee. For this
reason we indicated to you that there would be no further need
for the Advisory Committee to convene.
We have been studying the possibility of developing a State-
wide commission or board that can not only assist our office
in a continuing evaluation of poverty problems within the
State but is in the position to mobilize independent and pri-
vate sector resources to assist us in the accomplishment of
our mission. We will inform you of the details, when finalized.
Thank you for your assistance to this office in the past.
Please convey our thanks to the other members of the former
Advisory Committee for their past efforts.

SE00 monitoring reports are not shared with OEO Regional staff,
although Regional Office staff has requested that these be shared
and jointly reviewed prior to action by the SEOO. Usually the re-
sults of SEOO monitoring surface after a grant has been vetood and
supportive justification is offered.
Few joint evaluations have taken place. Therefore, observation of
the SEOO in this area has been limited.
6. CONCLUSIONS:
The SEOO has not performed those functions which call for support to
the ORO Regional office. Actual SEOO performance has resulted in very
little apparent help to OEO or OEO grantees when judged against the stand-
ards set by OEO Instruction 7501-1 or the SEOO grant work programs.
Given the premise that the State administration's views are not aligned
with those held by most of the CAAs and the OEO Regional staff, the
SECO has done poorly in presenting those views in such a way as to
at best get respect and at worst still maintain working relationships.
Monitoring as performed by the SEOO is a perversion of the concept
of monitoring as it is performed by the staffs of other SEOOs and
OEO regions.
The quality of performance has been so poor that had OEO properly
monitored the grants made to the state, suspension for non-performance
could have been justifiably recommended. This non-performance by the
SEOO has been largely ignored by OEO. The California SEOO emphasis
on grantee investigation and the methods of investigation were known
to OEO but were not corrected. Accordingly, OEO has not performed
its function of advocating for the poor and for OEO grantees by re-
quiring the SE00 to perform its proper functions and grant work pro-
gram commitments.
No real improvements can be made in SEOO performance unless OEO en-
forces SEOO compliance with the intent and purpose of the Economic
Opportunity Act and the grant work program and redirects the SEOO's
thrust away from investigations to positive aid and assistance.
7.
RECOMMENDATION:
OEO must require SEOO conformance to the intent, and purposes of the
Economic Opportunity Act and require compliance with grant work pro-
grams and OEO instructions.

The Conference, to be held at the El Rancho Motel in West Sacra-
mento on April 12, 13 and 14, will emphasize available technical

The State Office of Economic Opportunity announced a comprehensive
rural housing internship program this week to "deliver homes to de-
serving rural applicants in California".
Bob Frane, assigned to the State Office of Economic Opportunity
under a grant which provides special technical assistance in the field
of rural housing, and Mr. Douglas Young, State Director of the Farmers
Home Administration, announced the program this week at a special
state resources identification conference held under the sponsorship
of the State Office of Economic Opportunity and the American Technical
Assistance Corporation.
The new internship program will provide intensive training by the
Farmers Home Administration to prepare rural Community Action Agency
staffs with expertise in the utilization of Farmers Home Administratio
housing funds which are presently available to rural Californians.
"Many rural Californians are totally unaware of such programs as
#502, #502 special and #504 of the Farmers Home Administration. Thes
two programs are available to rural communities with a population of
less than 5,500," Frane said. "The 502 program will provide immediat
funds for the construction of new homes or purchase of existing house

familiar with the benefits of these two important programs.
"As with so many other government agencies which are mandated to
implement these types of programs, the Farmers Home Administration
does not have sufficient personnel available to carry out the intent
of Congress. For this reason, we have created our California Rural
Housing Internship Program,' Frane continued. The Housing Internship
Program, according to Frane, will be implemented through rural Commu-
nity Action Agencies functioning with the assistance of the State
Office of Economic Opportunity. Selected housing interns from the
local Community Action Agency staffs will be given intensive training
in Farmers Home Administration housing programs. These interns will
then be under the direct field supervision of the Farmers Home Adminis
tration area supervisors. The intern will act as liaison between the
Farmers Home Administration and the local Community Action Agency.
"What our new internship program is intended to do is provide a
means of communication and assistance for low- and moderate-income
families in California rural areas thereby providing much needed
housing. This is the first attempt, to my knowledge, to coordinate
the government program activities on an interagency level to utilize
the resources of federal, state and local capabilities," Frane con-
cluded.

mento, Lewis Unler, State Director of the Office of Economic Opportur

only the first in a series of planned conferences to identify resourc

for rural Community Action Agencies on December 15th and 16th
at the Mansion Inn in Sacramento. The conference will be
co-hosted by the State Office of Economic Opportunity and
American Technical Assistance Corporation.
Lewis K. Uhler, Director of State OEO, stated that this
is the first phase of the ombudsman role which his office will
increasingly assume between state agencies and local anti-
poverty programs. The "mobilization of resources" mandated
by the national anti-poverty legislation has never been conducted
very successfully, he explained. He further said that there
is the possibility that sound ideas can be generated by this
type of conference which might be used to influence proposed
legislation within the state.
Approximately 28 state agencies will explain their functions
and attempt to formulate ways by which they might augment the
efforts of local anti-poverty groups.

Department of Industrial Relations would be in attendance

CAPs. In phase two of this program, I would suggest that we hold a
series of quarterly semi 12.6 of Chairmen and CAP Directors of
rural CAPs, SO that they can share information amongst themselves.

(3) Many rural CAPs also feel that there is very little sharing of in-
formation between themselves in terms of innovative and new programs
that maximize the use of poverty dollars. Given the fact that rural CAPs
operate on such low resource levels, it becomes paramount that some
means of generalizing successful programs be instituted.
It seems to me that these problems can be solved easily. To this end
we make the following suggestions:
(a) Re: proportionate allocation of funds: (1) Analyze statistics and
determine fairest basis for division of CAP funds (poverty population
VS. welfare-unemployment ratios); (2) Hire several professionals in
alternative funding sources to assist the rural CAPs in locating and
applying for additional moneys. This is necessary, I think, because
it would be economically impossible for rural CAPs to afford the full-
time services of an alternative funding expert.
(b) To solve the problem of timely funding action, I suggest the fol-
lowing procedure: Immediately preceding the pre-review process,
the State Office of Economic Opportunity will make a preliminary de-
termination as to whether the program in question will be approved or
disapproved for the following year. At that time, if our decision is
that the program will be approved, we will inform your office and the
CAA in question that tentative approval has been decided upon. This
will assure the CAP that it will get its money in less than the 30 days
mandated to the Governor under Section 242 of the Economic Oppor-
tunity Act. Likewise, we feel it would help expecite the programs
through your office. It would also be helpful to a CAA to know if we
have some concern that may hold up the funding process and to be
given an opportunity to respond or take corrective action. If, after
giving tentative approval, something should arise necessitating the
use of the Governor's full 30 day sign-off period, we will so notify your
office and the CAP, stating our reasons therefor.
(c) Regarding the coordination and generalization of model programs
to other rural CAPs, I suggest the following: That our appropriate
Community Program Analysts get together with your Field Representa-
tives and discuss what they consider to be model programs in the rural

Dear Mr. Betts:
It has come to our attention that rural community action agencies,
while confronting uniquely different types of poverty, also face cer-
tain problems that are externally generated and over which the CAPs
have little control. These problems are of such a nature that our
offices can significantly reduce their impact, if not completely solve
them. Therefore, I have briefly outlined these problems so that our
offices can begin the process of resolving them:
(1) Many rural CAAs feel that they receive proportionately less funds
than do their urban counterparts. While, in fact, a great portion of
this disparity is accounted for because urban CAPs receive larger
amounts from other funding sources, it is probably unfortunately
true that rural CAPs receive proportionately fewer OEO dollars.
(2) Given the low levels of funding on which most rural CAPs operate,
it becomes imperative that their refunding cycles be timely and coor-
dinated. At present we have two rural CAPs whose packages are,
respectively, 53 days and 28 days over the normal time period. Need-
less to say, this causes undue disruption in the continuity and effective-
ness of their work programs.
STATEWIDE PROJECTS
October
Project: Filipino-American Coordinating Conference
Concept: Create an organizational entity eligible to receive
funds to study and alanyze the problems of low-income Filipino-
Americans in California. Provide an organizational framework
for the expression and conversion of ideas and values into
social and economic programs beneficial to Filipino-Americans
and their respective communities.
Provide a professional secretariate to serve as an advocate
for the interests of California's Filipino-American population.
Activities: Traveled and conducted extensive meetings with
numerous Filipino-American organizations to receive their
perspective and ideas for incorporation into a proposal.
Prepared a draft proposal. Received comments, made modifi-
cations and prepared final proposal for submission to OEO.
The lack of funds to enable a broad cross-section of the
Filipino community to attend conferences forced the substi-
tution of several regional meetings.
Status: The basic proposal was finally ratified and presented
to Rodger Betts at Western Region OEO. Mr. Betts subsequently
declined full acceptance of the proposal on two points:
1. It was discriminatory on focusing on a single
ethnic group.
2. There was no money anyway.
The project was formally referred to the office of Mr. Molinato
in OEO Headquarters in Washington, D.C. and is currently being
reviewed by Mr. Ira Kaye.
We are continuing to provide technical assistance to the group
with regard to seeking other sources of funding and in expedi-
ting the decision from OEO.
Project: Indian Campground, Inc. (ICI)
Concept: The development of Indian economic resources through
the utilization of reservation lands as commercial camping
facilities. The campgrounds will serve as the basis for the
development of supportive and subsidiary economic activities.
The basic conception would be Indian-owned and to function
as an Indian Economic Development Corporation as well as the
training, managing and franchising body for the separate
campground sites.
Activities: At the request of Inter-Tribal Council, assist
temporary employees in analyzing the economic managerial
needs of the project's development. Assist in designing
and preparing a proposal for OEO funding. Bring Indian
leaders into contact with interested members of the existing
private enterprise system.
Status: The proposal was finally prepared as a compromise of
two perspectives. It has been submitted to OEO Indian Desk
and we have discussed it with the reviewing officials.
It has a high probability of being funded. Some interim
funding has enabled the ICI to hire an Executive Director.

Project: Full Year Head Start ITCC
Concept: Develop plan and proposal for the delivery of Head
Start service to all eligible Indian youngsters in California.
Activities: Assist in the design of a Head Start proposal
against funds verbally committed by the National Director of
the Office of Child Development.
Problems: Difference of opinion has emerged regarding the
extent of commitment, type of program design and the content
of the Head Start program. Final packaging and submission
was done with assistance from Arizona State University Indian
Community Action Project.

Project: Full Year Head Start ITTC, Phase II
Concept: Based on SEOO information copy of ITC Head Start
package and questions raised by Brice Taylor, determine
official status of proposal and assist ITC in achieving
primary objective of Indian participation in Head Start
program throughout California.
Activities: Discussions with OCD Indian Division, Washington,
D.C.; OCD Regional Director, San Francisco; California Child
Development personnel; Inter-Tribal Council, and selected
Community Action Agency directors throughout the State.
Determine most efficient and equitable method of achieving
full Indian participation in Head Start.
1. The ITCC be funded as the Head Start grantee
for all non-CAA served areas in California.
Such programs operated by ITC will include
eligible non-Indian children residing in the
area.
2. The ITCC receive sufficient staff to negotiate
or supervise the integration of Indian children
into local Community Action Agency programs.
3. In those areas where CAA's are under-funded,
permit ITCC to receive sufficient per capita
funds to subcontract the inclusion of additional
Indian youngsters into local projects. At a
minimum, this should provide for the Indian
youngsters receiving the appropriate medical
and dental services.
OEO INDIAN DENTAL AID
PROGRAM UNDER WAY
Seventy percent of the American Indians in California have
never had dental care. There has never been a coordinated
program to provide dental service to Indians on the
Reservation until recently. Thanks to Bill Simpson, employee
of a dental supply house in Los Angeles.
Bill has become the volunteer coordinator of the Indian
Dental Program--a resourceful marriage of the public and
private sector to provide dental care for Reservation
Indians.
Bill, all on his own, managed to get almost $100,000 worth
of dental equipment donated to the program, but getting the
equipment was just the first step. The equipment was stored
in a warehouse in Van Nuys, and for a while Bill thought it
would remain there indefinitely.
Bill consulted with the State OEO office and staff members
sought the aid of the California Air National Guard. The
Guard offered to take the equipment to isolated Indian
Reservations by helicopter. The second problem was thus
solved.
But there was still the need for dentists and dental aides
to administer dental care. Bill and the OEO office contacted
volunteer dentists who would administer care, but how were
they to be transported to isolated Reservations? The
Aircraft Owners and Pilots Association (AOPA) offered to
provide aircraft and pilots to fly the dentists in.
So today, with the ingenuity of one man and the generosity
and cooperation of many, Indians on California Reservations
have dental care available.

Provided the initiative and technical assistance in
economic development to the Sacramento General and
Specialty Contractors, Inc.
Concept: Form a corporation of marginally small and
minority construction industry contractors for the
purpose of securing sufficient financial and technical
assistance to place their businesses on a sound, profit-
able footing.
Activities: Conducted numerous meetings with contractors,
government officials and representatives of other sectors
of the construction industry in order to determine the
basic operational requirements for a successful small
business venture in the construction field. Designed
and prepared a proposal for OEO funding to accomplish
the necessary objectives. Proposal was submitted through
and with the support of the Sacramento Area Urban Coalition
and is currently being reviewed by Zane Meckler, Western
Region OEO.
Other Results: Officers of SGSC and the State Office
met with Secretary Romney and participated in ground-
breaking ceremonies for the Operation Breakthrough program
in Sacramento.
Negotiations have been held with Campbell Construction
Company, the local coordinator of Operation Breakthrough,
and several sub-contracts on the project are pending. In
addition, one member received a direct contract.
The association has achieved recognition as spokesman and
coordinating body for minority contractors in the greater
Sacramento area and one member has already received a
"235" contract.

Concept: Form an organization of representatives of
primary ethnic minorities concerned with employment in
the construction trades in the greater Sacramento area.
The mission of the Hometown Committee was to prepare the
"Hometown Plan" for the integration of the construction
trades.

Our technical assistant, for economic development, has
assisted the Solano County Community Action Agency in
attempting to develop a housing and economic development
corporation.
Activities: Numerous meetings were held with the CAA
staff and Vallejo Neighborhood staff and Board members.
Training sessions were held and my own housing task
force concept was explained and suggestions made as to
how it could be broadened to include development. Addi-
tional printed materials were provided the appropriate
persons in the community.
The question of the appropriateness of STAP assistance
to an urban community first occurred in Solano County.
My involvement resulted from the CAA's inability to
acquire appropriate technical assistance from other
sources.

Our technical assistant, for economic development, has
reassessed and attempted to revive interest in an undeveloped
industrial park area near Elmira California.
Concept: Reassess and revive interest in an undeveloped
industrial park area near Elmira.
Explore broad effects of local economy and attempt to
develop some new ideas.
Attempt to revive Chrysler Corp. interest in plant location
in the area.
This project is not currently involved with the local CAA
representatives. It is a demonstration effort on my part
to determine if project development can progress at a
different speed when working with only the recognized and
official leaders of a rural community.
Activities: Conducted meetings with local business officials
to determine community goals. Contact appropriate State
and federal agencies to determine available resources.
Inventory community industrial resources and contact major
firms to promote their interest in locating in the area.

centering on the expected increase in economic activity
due to the new plant operation. Plausible ideas are
local service, businesses and sub-contract activities.
Activities: Preliminary discussions have been held with

for a series of small group meetings with potential and
aspiring small businessmen.
