I, the undersigned, urge that you DO NOT approve this budget. In Imperial County the C.R.L.A. spends its time formenting unrest among the minorities, organizing protest movements and marches in support of jailed Ceasar Chavez, and filing law suits against government entities and public utilities. These projects cause considerable trouble in our community, widen the gap between ethnic groups, and benefit no one. It is high time to put a stop to the use of public funds to those organizations who continue to harass local government agencies. Locally, the Brawley Union High School, the City of Imperial and the Imperial Irrigation District have been forced to spend taxpayers money to defend themselves against accusations brought forth by C.R.L.A. The money, time and effort would be better spent on Community Develop- ment, rather than the approach which C.R.L.A. has chosen. I strongly urge you to veto the use of State funds for this program. As a typical, hard-pressed tax-payer, being squeezed from all sides by rising taxes of every description, I find it indefensible and practically beyond endurance that I be forced to watch my tax dollars being spent, on the one hand, by the C. R. L. A. in their interminable nuisance suits against local public agencies, and, on the other hand, by the agencies themselves in fighting this harassment. Furthermore, I feel that the C. R. L. A. is engaged in areas where they, as a tax supported agency, have no business entering, much less taking sides. I refer specifically to their efforts in behalf of Cesar Chavez and his illegal lettuce boycott. Recently, they lent their encouragement, if not their outright support, to a demon- stration here in the Imperial Valley against the jailing of Chavez for an illegal act. In Brawley, the leaders of this demonstration enticed many minor children from their classes in high school and junior high school and trans- ported them without their parents knowledge or consent to another town to take part in a protest march. If the C. R. L. A. is so interested in protecting individual rights, which is, after all, what they were set up to do, you would expect them to take issue against Chavez' trampling on the rights of the farm workers as he seeks to bull doze them into his union whether they want it or not. I suggest that this, and the many other controversial issues this group takes up are not a proper use of taxpayers' money, and I again urge you to stop California's support or the California Rural Legal Assistance. Also, I am wondering why a defeated democratic candidate, Cruz Reynoso, who appears to me to be a dedicated revolutionist, is retained as head of the C. R. L. A. under a republican administration.
