Since attorneys in Santa Clara County
are being circularized to write in report for
the continuance of the California Rural Legal
Assistance program for the next year, I wish to
state my opposition to the continuance of such
program.
The matters which I see it handling
in court and read about in the local newspapers
serve very little social purpose for the money
being spent. Most of the litigation seems to
be of the "stirred-up" type which used to be
proscribed as "maintenance and barratry."

Dear Governor Reagan:
I understand that you will soon be approving or disapproving
the budget for the C. R. L. A. in the near future. As a
California grower and rancher, I strongly urge you to disapprove
the budget.
I have seen the C. R. L. A. in action in my county, and
believe me, what they are doing is extremely wrong. They have
intimidated local school teachers and harassed farm workers and
farmers to the brink of disaster.
I agree that our minorities need and fully deserve a legal
council, but the C. R. L. A. is not, and I repeat not, the
organization to do the job! Therefore, I repeat my plea to
you to disapprove the budget for the C. R. L. A.
I am writing you this letter to express my opinion as a
concerned Californian and farmer-rancher.

Dear Governor Reagan:
Congratulations on your Veto of the Federal grant in regards
to CRLA. This is a strike in the right direction and I believe
will in the long run be beneficial.
Like various other aspects of the War on Poverty all to often
the basic requirements of the law have been ignored and most
of the time the poor received little benefit if any at all.
This entire program as well as the entire Welfare program must
be completely restructured so that those in need can really
receive the aid needed.
I firmly believe that if considerable of the empire building
and duplication of administrative effort could be cut out the
people to be served would have a really workable program and
something to look forward to when in dire straits.
I have wired Congressman Gubser and telephoned Margaret Leete
urging them to do everything possible to sustain your Veto and
will continue to do all that I can.

Rural Assistance outfit's budget for California. I favor your
cutting them off at the pockets.
There is no doubt that poor people need legal assistance,
but it is not in thepublic interest that it be given in the
manner of the C.R,L.A. group. While I agree with some of the
things they have done , I violently object to their use of the
courts to write law - particularly the kind of law which
is SO liberal that it looks like the group is trying to take
advantage of their clients in order to overthrow our prese nt
form of government.
I am particularly irked at the way C.R.L.A. acts as a right
arm of the labor racketeer- blackmailer Ceasar Chavez. These
C.R.L.A. people are spending my tax dollars to further many
causes which are far beyond the realm of their original purpose/
Please shut off funds or try to get them to sti ck to
a bit more ethical methods & of operating.

an end to the funding of the California Rural Legal Assistance.
The idea behind the forming of this group was admirable but
I feel that it has been sadly misused. Instead of helping the
poor, they seem to be more interested in stirring up trouble
and individual lawyers in making big names for themselves through
publicity surrounding these questionable cases.
The California Rural Legal Assistance has not helped the poor
and is wasting tax dollars.

To summarize our discussion last week, during the approximate six
years that the C.R.L.A. office has been in Gilroy, there has been
practically no contact between our office and theirs. Their
representation of individual clients during this period has, at
best, been negligible. In 6 or 8 contemplated evictions and one
collection action initiated by our office they have assisted the
tenants or debtor through correspondence with our office or our
clients. None of the attorneys in this office can recall any
matter in which the C.R.L.A. office has represented individual
clients in court, nor have any of us ever seen anyone from the
C.R.L.A. office make any appearances in any courts on any legal
actions, whether civil or criminal. No one in our office has
been contacted for assistance or contribution of time by the
local C.R.L.A. office.
It is apparent to us that their activity is centered on "impact"
class actions, and not on the representation of individual clients
as such. These actions are generated, in large part, by C.R.L.A.
staff activity outside the office. Locally, for indigents,
criminal defense matters are handled by the Santa Clara County
Public Defender's office and civil matters are handled by the
Santa Clara County Legal Aid Society, funded by the O.E.O. and
supervised by the County Bar Association.
As a trustee for Gavilan College, I found most objectionable, if
not unethical, a suit brought in Federal Court against the College
on behalf of one Kathe Fish which was based upon false Affidavits
prepared by Mr. Don Kates of the C.R.L.A. office. I gave you the
pleadings to this suit during our discussion. The suit was
contrived and filed for Mr. Kates' own personal reasons to subject
the College to bad publicity and harassment after he and the
College President disagreed over a completely unrelated issue
involving uncontrolled posting of slanderous and pornographic
