My knowledge of the activities of the CRLA is moderate, however, it seems to me that the CRLA has participated more in causes and class actions attempting societal change rather than aiding the individual. It seems that their main thrust is against governmental agencies and large corporations. They have used their field workers to my knowledge to drum up business. They threaten action against businessmen and public agencies. In many cases their charges were not substantiated and they were defeated. This causes many hard feelings in the process and the local community in my opinion is very disgusted with their activities--especially, when they see government money spent on the CRLA and the CRLA in turn suing govern- mental agencies. It is my opinion that many of their cases are taken in the light of the amount of publicity that can be drawn and thereby justify their existence. It was my understanding and I feel the general understanding of the public that the CRLA was formed to help the underprivileged citizen of poverty level, who could not afford attorneys' fees for legal problems. To my knowledge they have done very little for this class of people as individuals. They may have helped some in their class action cases. It would appear in this community that to be represented by the CRLA, you must be of Mexican descent. They represent or have represented very few Negroes and extremely few white people. C Dear Senator Cranston: As a democrat and one of your supporters in the past I was amazed at your lackmail Tactics" regarding the confirmation of Mr. Carlucci as the new Federal Poverty Chief. The law permits Governor Reagan to veto the funds for CRLA and it is his duty to do so if he feels a veto is appropriate. Why does the law Congress pass permit a veto if it didn't expect a veto in certain cases? The merits of the veto is a separate matter and should not be considered in the confirmation of the Federal I Poverty Chief. Do you want your "Puppet" in charge of the Federal Poverty Programs? I hope we get a new and different man with new and different ideas who may not make the same mistakes others have made in the past. You have to beblind and completely oblivious to what is going on in California and the rest of the United States to not know that the Poverty Programs have not produced the desired results. Some say, and rightly so, that the poverty programs have been a complete failure. We have more people on welfare now than we did when the poverty programs were commenced. The newspapers are full of reports of one poverty agency fighting with another poverty agency. The only time we hear about a program is when the time for funding arrives and the administrators threaten revolution if the grant is not received. The poverty programs were designed for helping the poor and not as programs for poor college graduates who can't find anything to do but to administer poverty programs at big salaries. Legal aid programs were y designed to help the poor and not as programs to aid poor lawyers. If you are, happy with the present Poverty Programs and the Legal Aid Programs and the results achieved, your philosophy regarding said programs certainly differs with mine. I am not going into the merits of the Governor's veto on CRLA funds because 1 doubt if I know anymore at this time about the reasons for his veto than you do. In my opinion, this group has digressed far beyond its original charter, and the intent of Congress, which was to furnish legal assistance to a poor person who could not afford counsel. For instance, one of my clients asked to to file suit on a valid, legitimate debt totalling $118.61. The Madera office of California Rural Legal Assistance filed a 6 page Answer and 2 pages of Interrogatories at TAXPAYER'S espense. A middle-class, or even a wealthy defendant, could not afford such legal service on such a small account! I was on the Board of Directors of the locally funded government legal program for three years, and we were constantly being penalized in our funding because our organization did not do as much of the law reform and social work type of legal work as OEO thought we should do. OEO will deny this but, as a member of the Board, we were told on more than one occasion that our funds were reduced because we did not do more of this type of work and that we could get more money if we did do such type of work. The result is that many deserving members of the poverty group do not have their legal problems properly cared for because of the time spent on these other types of legal work. It is my belief that CRLA attempts to do social work and tries to bring about law reform rather than practice law, which they were originally funded to do. I know very little, except for our local happenings and the personal experiences my husband, (a phy- sician and surgeon), has had with some of its members. Hopefully, based on these incidents, we shall not be subject to any more of this particular breed of lawmen. The local members of the C.R.L.A. strike me as a very immature and amateurish type of pseudo-attorney at law. They look for trouble where none exists. If they find no trouble they are not above provoking it. This is in the tradition of all beaurocrats and as such is not unusual. Beaurocrats always find more and bigger problems requiring their particular brand of solution, always of course, requiring more money. This is an inherent attribute of these individuals, and as such, is perfectly under- standable. In the case of the C.R.L.A., however, what makes it reprehensible is that they must harass or destroy some individual, or small business man, who is attempting to function as a providing citizen of this country, in order to satisfy some very doubtful demands of some very non-productive individuals. This also applies to their interference in the function of elected board members, such as the school board, etc., doing their job to their con- stituents as they were elected to do. If, perhaps, the program functioned as the inte nt might have been, this of course would be a different thing. At this point, I cannot see any need to continue aiding and abetting such a program. Madera County has been the locale of several suite filed by CRLA, as you must know. So far as we can learn, non of these suits have been essential, and most assuredly these would never have been filed had thepeople had to pay the expenses themselves. These have been in the realm of preserving "human dignity" at the taxpayers' excense. One of these named the Board of Trsutees of the Unified School District of Madera as defendent; in addition everal Taxpaying farmers were named defendent, while at the same time, heir tax money was paying court costs for this suit against themselves! As for human dignity, we are too busy working long hours to earn the money necessary to raise three sons, pay for our home, pay the taxes involved in working and home-owning, etcetera to have either time or energy left to worry whether our human dignity is being infringed upon. The few times we have thought of human dignity, theresults were not happy; in this day of gallowing welfare-stateism, the people being dignified seem to be those requiring support by the government Federal or State).
