As you review the Budget for 1971-72 may I suggest that you
seriously consider elimination of funds for the C.R.L.A. or
at the very least a severe curtailment of their budget.
In my opinion this organization has gone far beyond the original
intent of the Legislature.
The C.R.L.A. is using tax dollars to harass the entire Agricul-
tural industry, the largest industry of the State, and the growers
who are paying a large portion of the total tax bill in the State
of California.

Dear Governor Reagan,
The singed edges on this letter are because I am completely
burned up over the CRLA using my tax money to bring lawsuits against
institutions which are also supported by my tax money.
The CRLA in my area (Yuba-Sutter) has sued (and lost) these widely-
publicized cases:
1. Sued Yuba City High School, trying to force them to allow long-
haired hippies to attend school without getting haircuts. (The spokes-
man for this group of boys is the son of a doctor, but the boys brought
suit in the name of the boys who were poor enough to qualify for the
services of the (tax-supported) CRLA. The school won, after spending
9000 tax dollars to fight the lawsuit!
2. Sued*Sutter County Welfare director to try to force her to buy
a new stove for a family which was already receiving the maximum welfare
benefits.
(When the case hit the papers, a local merchant offered the
family a free scondhand stove, but the CRLA refused it, and insisted
on going through with the lawsuit, as a lesson to the welfare director,
and possibly to hold out for a new stove.)
The welfare department won, after presenting evidence that the
present stove was not dangerous, but just needed cleaning up. It took
a few thousand more tax dollars to win this case.
3. CRLA is now suing Marysville High School, trying to force them
to re-instate a boy who was suspended for constant profanity, general
incorrigibility, and (specifically) breaking another boy's jaw.
(The school is already facing a lawsuit from the parents of the
boy with the broken jaw, besides facing the CRLA lawsuit on behalf of
the jawbreaker.)
I feel as though I'm taking money out of one pocket to pay for
filing each lawsuit, and taking money out of the other pocket to pay
for defending the cases.
Please, Mr. Reagan, stick to your guns and cut back enough funds
so the CRLA can't afford to finance these frivolous cases.
And please hurry. Several boys have been suspended from Yuba City
High for phoning bomb threats to the school and for passing out filthy,
revolutionary literature on the schoolgrounds. If the CRLA receives
an extension in funding, they'll probably take this case next.

RESOLUTION IN OPPOSITION TO CALIFORNIA RURAL LEGAL ASSISTANCE
WHEREAS, the Federal Government has chosen to place ton
offices of the California Rural Legal Assistance in agricul-
tural areas in California, and
WHEREAS, the stated purpose of said offices is to pro-
vide free legal aid to "poor" families unable to afford legal
advice, and
WHEREAS, the stated function and purpose of the California
Rural Legal Assistance has been obviated and abrogated by its
extreme harassment of State and local offices and officials;
particularly Welfare Departments and farmers, and
WHEREAS, the California Rural Legal Assistance has dom-
onstrated that it is primarily interested and concerned with
the mass unionization of farm labor and recruitment of famil-
ies for the Welfare rolls, and
WHEREAS, the Governor of California has placed restric-
tions upon the operation of the California Rural Logal Assis-
tance, particularly concerning harassment of agencies and
individuals of this State, and the filing of cases which.
could result in "landmark" decisions, and
WHEREAS, the California Rural Logal Assistance has not
fulfilled its obligation to those it purports to represent,
It is time to do away with the program.

Dear Sir:
I am very much concerned about the activities of the California
Rural Legal Assistance Association. I feel that they have departed
from their intended purpose of aiding the poor and have concentrated
too much on social and labor problems, harrassment of farmers and
changing the establishment. I do not believe that the taxpayer
should be called upon to finance these activities.
Therefore, I am asking you to delete from the state budget
all funds intended for the C.R.L.A. I am a farm owner-operator from
Butte County who believes you are doing a good, honest job. Please
accept my sincere appreciation.
