In my opinion, it is ludicrous for the taxpayers of
the State of California to be compelled to finance
both sides of a court action.
When the CRLA attorneys represent Yuba City
High School students in a law suit over the issue
of length of hair, it can hardly be said that they
are performing a necessary service for the "poor".
Those students are neither poor nor rural.
I shall be sorely disappointed if you do not
avail yourself of this opportunity to curtail the
activities of the parasitic CRLA.

Thank you for not funding C.R.L.A. for 1971.
The local office of C.R.L.A. has constantly harassed
our County Welfare Dept. and laid technical legal traps
just to enable the C.R.L.A. to bring suit and force
precedent and policy decisions from our courts. Our
Special Investigator in the District Attorney's office
has had many instances where the C.R.L.A. has tried to
hamper helping welfare recipients instead of cooperating
to provide financial aid for the recipients.
As a citizen and as a member of our Sutter County
Wellare Advisory Committee, I can not support the C.R.L.A.
as being an agency that is benefiting the low income
people. and sincerely believe with you that it should
cease to exist.

I understand that you are about to act
on the C.R.L.A. allotment. Although the
expressed purposes of the program may have had
merit, my personal opinion is that such purposes
have not been carried out. The agency has caused
more problems than it has solved. It has in-
jected itself into areas foreign to its purposes.
It appears to be intent upon the destruction of
the government itself. For these reasons I

The law abiding, and hard working citizen of California, is fortunate in
having a Governor with your character and unflinching courage, to face
up to the dangerous far left liberals who would sell our country out to
communism and destroy the good things in life.
These extreme left wing liberals actually comprise a small percentage of
our population. Many of them are professionals in their art of misleading
the public, and especially the kind hearted old ladies, into believing the
California Rural Legal Assistance (CRLA), is working for the welfare of
the poor and underprivileged minority groups of our state. Actually, the
CRLA and the radical liberals are misusing public funds that are provided
and intended to serve the poor. The CRLA, in fact, deprives the poor of
their rightful funds.
To my knowledge, the CRLA has never done anything constructive to help
the deserving poor and productive worker. The CRLA supports the
UFWOC and proposes to force the unwanted union and Cesar Chavez upon
the worker against his will, to accept them.
I am sure you are aware the CRLA is supported by William Kunstler, Gus
Hall, and some radical militant organizations who are dedicated to communism
and to the overthrow of our government, by violence and revolutionary
action if necessary.
The masses of silent conservatives, both Democrates and Republicans,
are itching for the green light, to permit them to tear these radical
organizations apart.

I have had dealings with CRLA as a lawyer in Kern County
and I urge you to veto the above referenced funding provision.
By way of setting forth my reasons I enclose a copy of a
CRLA Questionnaire and my answers thereto which I returned
to OEO several weeks ago.
I also enclose a copy of the Fifth Appellate District's
order dismissing an appeal by CRLA of a Kern County Superior
Court suit against my client, The William Mosesian Corporation,
filed on February 14, 1969. In this proceeding CRLA demonstrated
a complete lack of integrity and ethics, in my opinion. They
brought this suit in the names of two Mexican Nationals pur-
porting to represent all agricultural workers covered by various
Health and Safety and Labor code sections alleging various
untruths, known by CRLA to be such, and filed this appeal after
our demurrers were sustained and then let the appeal be
dismissed fourteen months later.
Our clients in this case have been put to unjustified harrass-
ment and expense under the guise of a civil suit which amounts
to a malicious abuse of process if such there ever was. Now
that it has been finally terminated we will advise our client
to seek appropriate relief.
CRLA's clients were also victimized by this transparent advanc-
ing of some kind of social cause since we had to advise our
client not to re-hire the plaintiffs while the action was
