Dear Governor Reagan:
Concerning the controversy surrounding the California Rural Legal
Assistance program, may I add my personal comments.
As a member of the League of Women Voters I chaired this year. the Judicial
Study Committee at the local level and as such had occasion to look somewhat
into the performance of the local CRLA office. I recognized that this organization
is set up to perform a needed service and does this to some extent. But I also
recognized that individual attorneys often enjoy causing frictions and confron-
tations, rather than seeking justice for its own sake, or arbitration. The main
difficulty seems to me that this agency is responsible to no one, at least to no
one at the local or state level. Its often häghhanded actions therefore may serve
sometimes to the advantage of a particular interestgroup but to the detriment of
and without regard to the population of community and state as a whole.
Therefore I believe that continued funding of CRLA as presently operated
should be discontinued. This particularely in view of the fact, that in the
coming year CRLA would receive money for the purpose of assisting and influencing
other legal aid projects around the state.
