CRLA has drifted away from its Charter purpose to provide legitimate legal aid to deserving people who may be unable to pay for legal services needed. CRLA has taken upon itself an option to intrude in matters in which its members are neither authorized nor qualified. It has become an organization engaged in harassing action against California Farmers. Tax payer money should not be made available to continue CRLA in operation untill the organization will direct its efforts into channels where there is legitimate use and purpose. Loeffler 322 N. Santa Cruz Modesto, California 95351 Governor Ronald Reagan State Capitol Sacramento, California 95814 December 24, 1970 Dear Governor Reagan: Concerning the controversy surrounding the California Rural Legal Assistance program, may I add my personal comments. As a member of the League of Women Voters I chaired this year. the Judicial Study Committee at the local level and as such had occasion to look somewhat into the performance of the local CRLA office. I recognized that this organization is set up to perform a needed service and does this to some extent. But I also recognized that individual attorneys often enjoy causing frictions and confron- tations, rather than seeking justice for its own sake, or arbitration. The main difficulty seems to me that this agency is responsible to no one, at least to no one at the local or state level. Its often häghhanded actions therefore may serve sometimes to the advantage of a particular interestgroup but to the detriment of and without regard to the population of community and state as a whole. Therefore I believe that continued funding of CRLA as presently operated should be discontinued. This particularely in view of the fact, that in the coming year CRLA would receive money for the purpose of assisting and influencing other legal aid projects around the state. with the best wishes for a successful New Year Very sincerely, Pamls from End western UNION Telegram 12 1P PST DEC 21 70 LA270 LSSM257 L STA094 LM POM STOCKTON CALIF 21 GOVERNOR REAGAN STATE CAPITOL.
