Dear Mr. Uhler:
I am confident the Governor will veto this matter.
I sincerely hope SO, So do many of the other
non-socialist lawyers, whether they speak up or not.
The December 11 letter spread out to Members of the
Sacramento County Bar, is an example of the efforts of a
small, but vocal, pressure group designed to cause more
trouble and to stir up strife. The promotion of litigation
is against public policy, and highly unethical. To
subsidize such an effort is against the age long history
and tradition of our institutions.

I am not in the habit of writting to many elected officials
on either a State or National level but I do wish to take this
occasion to express my feelings on your decision to veto the
C.L.R.A. budget because of abuses by their members.
I complety agree with your decision because in my experiences
I have found that most of the time the "poor" are ignored while
the so-called protectors of the poor go off on their own crusades
which do little to help the people who need it the most.
You will probably be roundly critized for your decision after the
"protectors" finish stirring up the "poor" to protect their own
interests and not those of the people who need it most.
Your stands as a Governor who is interested in justice and good
sound government and not as a politican is greatly appreciated.

Dear Governor Reagan:
The California State Grange has long recognized the need
for at least a minimum type of legal assistance to those
individuals at rural areas who by their economic status
find it impossible to obtain legal counsel. The Grange
also supported the CRLA Program designed to render such
service in areas of need.
However, evaluation of said CRLA program in California
demonstrates those involved in operation of the program
have moved into fields of action far beyond the original
intent of the program. Therefore, we urge the Governor
to withhold acceptance of further CRLA funding until pro-
visions can be established which assume operation of this
program according to its original intent, which is to
serve the rural areas only and to serve individuals of
specified poverty level.

I urge you to veto the appropriation of funds for the California
Rural Legal Assistance. As Legislative Assistant and Counsel for
the California Farm Bureau Federation, I personally observed Cali-
fornia Rural Legal Assistance staff engaged in lobby activities.
I do not feel that it is an appropriate function of public employ-
ees who are supposed to be rendering legal advice to the poor.
The concept of providing practical and needed legal assistance to
those who cannot afford it is important. But the California Rural
Legal Assistance seems aimed toward reordering the structure of
society. The concept of promoting a social revolution is not
appropriate business for a publicly financed agency.

Department of Health Education and Welfare, that comes from people who

Mr. Uhler, I was a social worker in the A.F.D.C. program for
two years in Sacramento and I was born into a poor coal miners

hand.

I am following your position of the California Rural Legal
Assistance program and wish to let you know that I support
your stand and will help in any way I can.
The attacks against you in the press have been deliberately
misleading, as was stated by Mr. E. J. Wren, Deputy Director
of Public Affairs from Washington D. C.
There is a letter campaign being launched in Sacramento to
further pressure your judgment on this matter (copy attached) ;
please do not permit these attacks to sway you from your
convictions. As a responsible Californian, I invite your
attention to several sound Ethical and Constitutional principles
to strenghen your resolve:
1. BARRATRY; the practice of some lawyers of deliberately
promoting litigation in the Courts by agitating
supposed grievances into lawsuits.
2. SEPARATION OF POWERS; the Constitutional principle
that prohibits the judiciary from usurping executive
functions of the government.
This irony of tax payers federal funds being used to oppose tax
payers state government, is a violation of the separation of
powers principle and specifically violates the IXth and Xth
amendments to the Federal Constitution.
I will assist you in any way possible to support your Director,
Mr. Lewis K. Uhler.

It has come to my attention that there will be a bill , or whatever,
coming before you on December 29, whereby Federal monies will be appropriat-
ed for the California Rural Legal Assistance program. I have it from a
dependable wource that some persons from the Legal Aid group are sometimes
prone to stir up troubles, rather than looking for legitimate reasons to
aid the poor.
No matter whether the money comes from Federal or State funds, it is
still tax money. It is my opinion that those who do need legal aid could
be better served by local bar associations.
