My Dear Governor:
You are to be complimented for recent action pertaining
to the funding of the California Rural League of Assistence.
It is time for positive action opposing those forces that
strive to discredit the social, political and economic struc-
ture of the nation and our State of California.
The CRLA was instrumental in bringing legal action against
our school district on behalf of parents who had children en-
rolled in the mentally retarded classes. Many charges could
have easily been corrected by the State Department of Educa-
tion and the State Board of Education rather than the expensive
and time consuming court action.
Far more important in this case was the effects upon nine
children. Once the court action was rendered, no followup was
made to provide assurance that the education of these children
was being planned and implemented. It would seem that the
CRLA had little or no interest in the families or the children
once court action was complete.
Receiving legal advice and assistance seems prudent for
the disadvantaged or low income families; however, the wide
variety of social court action seems unwarranted.
Again, your action against the CRLA has my endorsement.
New guidelines for this O.E.O. program must be revised.

Your Veto of CRLA
Allied Federal Programs
I am pleased that you have rejected
the 1971 federal grant. This is yet another program by
which responsible citizens are sold for their own money,
to provide springboards for charlatans to wade in it, while
ridiculing and destroying those who provide it.
At this time, I should like to mention
another mass of such opportunities, now used by propagandists
to promote, rather than to inhibit drug "abuse" (what a term!).
To the surprise of many present, a local representative of
the Monterey police force stated at a meeting that outsiders
come here with precut (my word) solutions for problems they
do not understand. He then told us that Monterey is an
open port, practically unpoliced, through which narcotics
flow. Knowing this, the Federal Government lets the problem
develop so that more of our money can be wasted in financing
the fringe that aspires to being on top, with expense accounts
and salaries larger than those of the populace they mulct,
associating with such as Timothy Hobson (Alger Hiss's step-son)
in programs which, for instance, refer to marijuana as a
harmless substance. Its greatest use hazard is presented to
audiences as being caught with it, by authorities--ir which
case, on the third apprehension, one would be safer to shoot
the arresting officers, since he most likely would "get off"
more lightly for murder! (Yes. A local, hired counselor at
Carmel High School said exactly that, to a roomful, in Brey
Hall, there.) (His name is John Frykman, who claims the title
of "doctor", honorarily bestowed upon him by a little-known
group.)

We now are represented by extreme leftwing
"senators" in Washington, and by a non-doctor Riles, and the
Communist records of all of them were sedulously concealed by
the media, prior to this last election, in spite of efforts to
expose them. It is most discouraging to some who imagined
that Republicans would, if elected, appoint known Conservatives
to turn the Country to the right.

reveals conclusively that that agency is spending tax-
payer's money in endorsing and supporting various
social causes and movements rather than performing in
behalf of true indigents in civil legal matters.

funds be upheld.

State of California.
The program for this county seems to be more concerned with social and
racial issues than representing the poor people in court.
There seems to be evidence that much time was spent by the CRLA office
in the Ceasar Chavez labor dispute.
I am also in favor of doing away with the tenure law for the State of
California teachers. I do hope legislation will be forthcoming to
achieve this goal.
